Served as the lead quality assurance engineering reviewer for all engineering/de
sign related activities. Participated as a technical and quality assurance rev
iewer in all engineering design reviews. Performed a major role in the develop
ment of a non-text (flowchart) based quality assurance department implementing p
rocedure manual. Performed a major role in reviewing and upgrading the site AS
ME NQA-1 based Quality Assurance Program to bring it into compliance with Depart
ment of Energy orders and directives. Supervised quality technician inspection
activities. Reviewed and consulted in the development of operating procedures
for ongoing plant operations. Qualified as a Lead Auditor to ASME-NQA-1. Pe
rformed numerous quality audits both internal to WVNSCo and at suppliers. Com
pleted a special assignment with a select group tasked by the WVNSCo President w
ith assessing the root cause for repeated procedure noncompliance issues and for
providing recommendations to staff management for changing the operational proc
edure compliance culture.
Senior Quality Assurance Engineer
Westinghouse Commercial Nuclear Fuel Division 1984 - 1991
Served as the lead quality assurance engineering reviewer for all new product en
gineering/design related activities. Participated as a technical and quality as
surance reviewer in most engineering design reviews. Qualified as a Lead Audit
or to ASME-NQA-1. Coordinated the development of a comprehensive quality assur
ance program plan meeting the requirements of Title 10, Code of Federal Regulati
ons, Part 50, Appendix B, and ASME NQA-1 (and the related implementing procedure
s) for Nuclear Waste Department activities. Negotiated the Nuclear Regulatory
Commission approval of this program. Coordinated the development of procedures
implementing 10CFR21. Developed the specifications for a division-wide, multi-
site, mainframe computer based system to track the corrective actions resulting
from audits. Served as the database administrator for the system and trained t
he users at each CNFD site. Prepared the division's annual quality assurance p
erformance assessments. Qualified as a Level II in PT, MT, UT and RT (Reader)
to ASNT SNT-TC-1a.

Westinghouse Advanced Reactors Division 1973 - 1983
Coordinated the preparation of the reactor-related and quality assurance program
-related portions of the Preliminary Safety Analysis Report for the Clinch River
Breeder Reactor Plant. Participated in the design reviews of all reactor and
safety-related systems.

Served as one of two West Coast Quality Assurance field representatives followin
g the fabrication and testing of Naval Reactors Hardware (Reactor Closure Heads,
Reactor Core Support Structures, Control Rod Drive Mechanisms, etc.) based in F
ullerton, CA. Performed oversight of supplier inspections (NDE and dimensional
) and testing activities. Reviewed supplier data packages for conformance with
requirements. Qualified as a Level II in PT and MT.
Engineer
Bettis Atomic Power Laboratory 1963 - 1972
Participated as a member of the core design team responsible for developing a ne
w prototype nuclear reactor for surface ship applications. Received a disclosu
re award for the successful development and deployment of this design. Perform
ed the detailed design (mechanical and nuclear) of the reactor core support stru
cture for this application and followed the procurement and fabrication of this
hardware. Performed shielding analyses for various casks and containers. Per
formed internal heat generation analyses for reactor vessels and reactor interna
l structures. Assisted in the development and debugging of several shielding d
esign related computer codes. Developed a computer code to handle the self-hea
ting component of internal heat generation. Developed a methodology for accoun
ting for azimuthal peaking factors in reactor internals shield design.

o, Microsoft Access, Microsoft Project Manager, EasyFlow, and others.
