-Program Management
Navy IPO South American Country Program Manager. Foreign Military Sales (FMS) e
xpert. Oversaw implementation and management of over 100 FMS cases totaling $25
0M for seven countries. Supervised administrative support for 150 officers and
civilian staff members. Managed and resolved a myriad of complex Security As
sistance Technology transfer and operational issues. Responsible for over $250M
in ship, aircraft, missile and logistic support initiatives that significantly
contributed to the attainment of key National policy objectives. Coordinated, m
anaged and assuaged all major planning and milestone obstacles to realize transf
er of Newport Class LST ships to the Chilean and Brazilian Navies. Over $30M in
implementation and planned FMS cases associated with this sale were critical to
U.S. ship yards. Skillfully managed $40M transfer, rework and delivery of exce
ss SH-3D helicopters and support package to Brazilian Air Force including full d
epot level overhaul and mission upgrades. Other significant FMS cases included:
purchase of 6 A-4 aircraft by the Chilean Air Force, $34M transfer of 14 AAV-7
vehicles and support package to Brazilian Marine Corps and the transfer of 10 O-
2 Skymaster aircraft to the Chilean Air Force. Professionally coordinated forei
gn military requests for technical information, pricing and availability of majo
r systems including UP-3A aircraft, AIM-9 missile system upgrade, standard missi
le system and Link-11 communications system.
-Officer-in-Charge (OIC)
As SH-60B Detachment (OIC), commanded (21) personnel, and (2) Helicopter detach
ments embarked onboard FFG-7 Class frigates. OIC responsibilities include all
operational, training, maintenance and administrative issues related to detachme
nt readiness and performance. Expertly and seamlessly integrated detachment per
sonnel into daily routine of assigned ship. Aboard USS FORD FFG-54 expertly man
aged adetachment that flew over 1200 accident-free/ incident-free flight hours.
Performed over 2000 shipboard landings and maintained Full Mission Capable/ Mis
sion Capable (FMC/MC) ratings over 90% in support of Operation Desert Storm. Al
l (6) Pilots and (3) Aircrewmen nominated and awarded Air Medal Strike Flight fo
r performance during Operation Desert Storm. Flew over 120 hours in February 19
91 in support of Operation Desert Storm. Deployed onboard USS INGRAHAM FFG-61,
detachment flew over 800 accident free, incident free flight hours with a FMC/MC
rating of over 90%. Detachment cross-decked onto USS Abraham Lincoln for 8 day
exercise. Aboard Lincoln, the detachment expertly flew over 30 day and night
missions in support of carrier operations. Lauded by Air Group and Air Wing Com
manders for the detachments outstanding performance.
-Department Head
As HSL-43 Squadron Operations Department Head, managed assets, personnel, flight
hour funding. Maintenance parts, supply and support issues for detachments at h
ome and at sea. Responsible for sending ready, qualified detachments to sea and
cohesively integrating these detachments into the overall scheme of small deck
ship aviation. Planned and executed the daily flight schedule for 52 pilots and
13 aircraft. Responsible for yearly budget of over $800,000 for flight hours.
Maintained monetary expenditures to within 1% of allowable. Routinely drafted
and disseminated Routine, Classified and Secret messages for the squadron.
As SH-60B FRS Training Department Head, responsible for all facets of Pilot, Air
crew and Maintenance
training for the SH-60B for over 300 personnel, students and staff. Responsibl
e for scheduling and
management of three full motions based trainer suite assets. As Small Deck Land
ing Coordinator, instructed
and qualified over 100 student aviators in all facets of the hazardous environme
nt of small deck aviation.
Additional training included: Weapons Systems Training (both actual aircraft and
simulator), Power Plants,
Hydraulics, Electronics and Airframes.
-Naval Aviator
As SH-60B FRS Standardization Officer, responsible for training and managing ins
tructor curriculum and
qualifications for all instructor pilots. Coordinated weekly Standardization me
etings (Stan meetings) and
training for instructor pilots. Stan meetings were a forum for the purpose of d
iscussing and evaluating the
squadrons teaching techniques and operating procedures through open discussion.
Developed and implemented
pilot checklist and testing procedures for instructor qualification. Instituted
systems training for students and
refresher training for instructor pilots on all aircraft systems. Developed and
implemented supervisory training
system for Helicopter Aircraft Commander (HAC) oral qualification boards. Reorg
anized staff into more
efficient working model for HAC boards.
As Helicopter Anti-Submarine Squadron Light 43 (HSL-43) Quality Assurance Office
r performed over
100 return to service flights for the SH-60B, Post Maintenance Check Flights (PM
CF), over 500 during
career. Hand chosen by Commanding Officer to personally oversee and manage all
facets of the return to
full mission capable status SH-60B aircraft that had been involved in a mishap.
Aircraft had been out of
flying status for over one year. Instrumental in SH-60B blade tracking and bala
ncing maintenance transition.
Lead pilot for Vibration and Test System (VATS) unit introduction into SH-60B fl
eet. Responsible for VATS
program development, training and qualifying of all squadron PMCF personnel.
Selected to be in only the second class of Fleet Replacement Squadron (FRS) stud
ents to fly the SH-60B.
As a student excelled in every aspect of the SH-60B. One of the first pilots se
lected to form the Navy's
newest SH-60B helicopter squadron.
CIVILIAN CAREER SUMMARY:
-Airline Pilot/Captain
As a Skywest Airlines Captain , ultimately responsible for safety of aircraft, c
rew, passengers and cargo.
Type rated in Canadair Regional Jets (both 200 and 700 models). Successfully fl
ew over 6,000 (over 4700 as Pilot in Command) accident free, incident free Turbo
jet flight hours in high density air traffic areas throughout the United States
and Canada. Based in Denver, Colorado routinely completed flights to U.S. airp
orts such as Los Angeles, San Francisco, Chicago, Detroit, Cleveland and Dallas
Fort-Worth. International destinations in Canada included Calgary, Edmonton, Ot
tawa and Vancouver.
