Fuel Distribution System in the State of Georgia

Introduction:

The Federal Clean Air Act, Section 101(a)(3), states that the prevention and control of air
pollution at its source is the primary responsibility of States and local governments. The Georgia
Air Quality Act, Section 12-9-2., declares it to be public policy of the State of Georgia to
preserve, protect, and improve air quality; to control emissions; and to attain and maintain
Ambient Air Quality Standards so as to safeguard the public health, safety, and welfare.
Gasoline distribution in the state of Georgia is regulated by the Environmental Protection
Division (EPD) of the Georgia Department of Natural Resources.

This section of our presentation will focus on the enforcement strategy for the Georgia Gasoline
Marketing Rule, 391-3-1-.02(bbb), to ensure compliance with State requirements.

I. GEORGIA GASOLINE MARKETING ENFORCEMENT PLAN:

A. Quality Standards for Gasoline

(i) maximum Reid vapor pressure (RVP) standard


(ii) volume weighted, pool-average sulfur content standard (by weight)
(iii) per-gallon sulfur cap (by weight)

B. How EPD Enforces Quality Standards

(i) EPD’s quality assurance program requires the producers and importers by rule to
provide refinery-level and terminal-level sampling, testing, recordkeeping and
periodic reporting to ensure non-compliant gasoline is not marketed;
(ii) EPD field staff conducts regular field audits at refineries, terminals and retail gas
stations ensure quality of gasoline and gasoline storage and dispensing
equipments;
(iii) Conducts Randomized Sampling to Estimate Mean Sulfur in Gasoline During a
Specified Ozone Season;
(iv) Rigorous volume weighted sampling and testing at the terminal level.

II. UNDERGROUND STORAGE TANK MANAGEMENT:

All UST systems must have release detection, spill and overfill prevention, and corrosion
protection.

(i) Annual registration of tanks.

(ii) The certificate of registration should be posted in a conspicuous location at the


facility.

(iii) Annual leak detection for lines and USTs

(iv) Release Detection: Federal regulations (40 CFR Part 280 Subpart D) require
owners and/or operators (O/O) to have release detection for both tanks and
piping.
(v) Tank Release Detection: There are two categories of tank release detection:
inventory control and monthly monitoring.

(vi) Spill and Overfill Prevention

(vii) Corrosion Protection

III. FROM THE OIL RIG TO YOUR CAR

(i) Crude Oil, either imported or domestically extracted is sent to a refinery.

The oil refining process starts with a fractional distillation column.

(ii) Following products are derived from crude oil:

• Petroleum gas - used for heating, cooking, making plastics


• Naphtha or Ligroin - intermediate that will be further processed to make gasoline
• Gasoline - motor fuel
• Kerosene - fuel for jet engines and tractors; starting material for making other products
• Gas oil or Diesel distillate - used for diesel fuel and heating oil; starting material for
making other products
• Lubricating oil - used for motor oil, grease, other lubricants
• Heavy gas or Fuel oil - used for industrial fuel; starting material for making other
products
• Residuals - coke, asphalt, tar, waxes; starting material for making other products
(iii) The overall Refining Process:

(iv) From the refinery Gasoline is transported by pipelines to the distribution terminals.
(v) Terminals supply gasoline and diesel to retail gas stations.
