r Center. Provide operational guidance to active duty military personnel involv
ed in planning and executing pre-deployment training plan (PTP) C-IED training.
Ensure units requesting training are fully aware of C-IED training capabilities
, requirements, and follow-on training opportunities that may enhance unit readi
ness. Coordinate all C-IED training requirements with military installation enti
ties to ensure smooth training evolution occurs. Oversee and guide the administ
rative and technical development of five assigned team instructors in all aspect
s of C-IED training, ensuring their respective roles and responsibilities are cl
early defined and met. Develop and continue to assist in updates to program of i
nstruction (POI) supporting documentation enhancing customer awareness of traini

Director, Information Systems Management Division, 1st Marine Division, Camp Pen
dleton, CA: (08/01 - 08/04) Planned and established an integrated voice and data
network infrastructure that supported over 20,000 1st Marine Division military
and federal civilian employees. To address the emergence of increased data netwo
rk vulnerabilities developed an information assurance and risk management progra
m that established guidelines and promoted threat awareness. To ensure support p
ersonnel had the proper tools to maintain the network, identified skill set defi
ciencies and oversaw training to enhance personnel skills and capabilities.
Provided senior level staff counsel in developing a successful strategic informa
tion management plan. To maintain pace with commercial capabilities, developed a
nd executed a fiscal budget ensuring robust network requirements were addressed.
Planned, established, and maintained a robust integrated voice and data network
supporting eight geographically separated military units during Operations Endu

n DC: (11/98 - 08/01) Coordinated and managed Y2K certification planning for 71
essential and 56 supporting data applications. Wrote the Marine Corps network co
nsequence management plans addressing potential Y2K failure impacts, and briefed
those plans to all Marine Expeditionary Force command staffs. Presented Marine
Corps Y2K status briefs to Marine Corps and Department of Defense (DoD) executiv
es. Upon completion of Y2K responsibilities, assumed responsibilities overseeing
and organizing the Command, Control, and Communications Department chief execut

Senior Operations Manager / Deputy Director, 1st Marine Aircraft Wing, Okinawa,
Japan: (08/93 - 11/96) Organized and managed the operational communications
planning division for a large regional executive staff overseeing U.S. military
operations in over five foreign countries. Restructured the organization's admin
istrative and operational functions enhancing the productivity of 232 communicat
ions support personnel, resulting in multiple successful robust data and voice c
ommunication networks. Also planned, executed, and managed employment of 22 tele
communications systems throughout Asia in support of Marine Corps Aircraft Wing
operations. Due to the geographic separation of communication nodes, to provide
uniform knowledge and mission understanding, established a successful Telecommun
ications systems training course that taught team concepts, network integration,
and troubleshooting. Responsible for a $16.5 million digital communications equ
ipment inventory. Conducted quality assurance, maintenance process reviews and q
uality control inspections to ensure functionality and availability of all equip
ment; achieved 89% availability level.

ington DC (06/90 - 06/93) Served as the only Marine Corps officer on the Chief o
f Naval Operations Staff procuring Marine Corps Communications Security equipmen
t. In this capacity, managed over 20 communications security projects, and repre
sented the U.S. Navy on two Joint/Allied Communications Security projects. Also
assisted the program fiscal manager administrator and executed a $189 million co
mmunications security annual budget. During this assignment, was designated as t
he department's representative on a naval supply chain crisis action team charge
d with reducing the time required to get supplies to the fleet.
