SELECTED ACCOMPLISHMENTS
* Project Manager for constructing the PMEL (Precision Measurement Equipment Lab
oratory) facility for Al Udeid AB, Qatar. Led, supervised and de - conflicted
the efforts of 4 subcontractors involved in establishing one of four State of t
he Art USAF facilities in the world and the only one in AF Central Command's Mid
dle East Area of Responsibility. This facility is where repair, calibration, and
modification of test, measurement, and diagnostic equipment (TMDE) is conducted
.
* Program Manager for rebuilding major portions of the Iraqi Military Procuremen
t and Depot System. Led and managed multiple project designs to provide force p
rotection and logistical support to the US Army. Executed multiple firm fixed p
rice task orders under contract to the US Army Corps of Engineers Central Distri
ct, Gulf Region Division, and Iraq. Projects included design, renovation and co
nstruction of new and damaged warehouses, grading and drainage and construction
of roads and hardstands.
* Site Manager for 1000-man compound in the Baghdad Green Zone. Supplied creatu
re comforts, logistics support and facilities upkeep for these personnel. Hired
quality contractors and negotiated for best value. Saved the U. S. Government
$5M. Selected locations, developed floor plans, oversaw the organization's logi
stics program, and led 250 Iraqi employees. Directed multiple projects, includi
ng drilling a water well system, renovation of 7-story high rise office building
and 22 smaller office buildings.
* Negotiated new $1M Road Paving contract for Projects and Contracting Office (P
CO), saving the U. S. Government $250K. Developed and implemented logistics pla
n. Hired contractor and provided oversight of the road-paving project.
* Relocated all PCO Personnel from the U.S. Embassy Compound, located in the Pre
sidential
Palace in Baghdad, into the new PCO billets in the Green Zone. Planned, supervi
sed, and
Executed, at the direction of the U.S. Department of State, the relocation of 60
0 PCO personnel in 7 days, 21 days ahead of deadline. Moved residual 200+ PCO s
taff working inside the Palace into
office facilities on the compound.
* Integrated and consolidated the PCO and Gulf Region Division of the U. S. Army
Corps of Engineers into one organization. With the reduction from 22 to 10 For
ward Operating Bases (FOBs) in Baghdad, was responsible for bedding down, in the
PCO Camp, some of the units from the FOBs being closed. Selected
locations, developed floor plans, facilitated contracting process and de-conflic
ted and supervised multiple simultaneous projects including relocation of the on
ly prosthesis clinic in Iraq, relocation of the U.S. Army Finance vault, and dev
elopment of office space for the U.S. Department of State, the World Bank, and t
he United Nations.
* Built five new radio and TV transmission sites in five weeks, enabling Iraqis
in northern Iraq and Kurdistan access to news and entertainment not previously a
vailable. As Northern Bureau Chief of the Iraqi Media Network (IMN), in Mosul,
Iraq, managed projects establishing re-transmission sites and building new radio
/television facilities in Northern Iraq. Managed logistics for the convoys that
transported the building materials to five sites. Supervised the engineering p
rojects and implemented training of the administrative staffs of the new station
s. Developed a bilingual pay roster for Arab and non-Arab speaking persons. Ta
ught office staffs to create rosters. Organized inventory, shipping, and receip
t of critical goods and equipment for reconstructing transmission and prefabrica
ted support facilities in Northern Iraq.
* Conducted building vulnerability assessments for Armed Forces Recruiting Stati
ons throughout the continental U.S., to reinforce facilities against terrorist a
ttack. Commissioned by the U. S. Army Corps of Engineers after the World Trade
Center and Pentagon attacks on 9-11. Developed and performed vulnerability asse
ssments throughout the U.S. for six months and provided advice reducing these st
ations vulnerability to attack.
* Procurement and Logistics Supervisor with the United Nations in Somalia. Inst
rumental in procuring and distributing goods and services for personnel working
for and supporting the U.N. Operations in Somalia, (UNOSOM II). Dual hated as c
ompany security officer responsible for developing evacuation.
* Installation Chairman for American Red Cross and Chief of Disaster Response, G
rand Forks AFB, ND. Executed Disaster Relief Measures, organized shelter/billeti
ng to victims of floods/fires as a member of the National Disaster Response team
. Key member of the Grand Forks relief team effort during the Grand Forks flood
of 1997 that destroyed 90% of the city.

2009 to Present - Project Manager PMEL Facility, AL Udeid AB, Qatar, Readiness
Management Support, L. C. IAP/RMS is a leading provider of support services to
the U.S. Department of Defense, other federal customers, commercial industry an
d state and foreign governments. One man deep position supervising construction
of an air conditioned, air tight, climate controlled facility required to insur
e precision instruments/tools are calibrated to the highest possible tolerance.
2008 to 2009 - Taji National Depot Program Manager, Taji, Iraq, Readiness Manag
ement Support, L.C. Led a team of construction managers and subcontractors rebu
ilding storage and billeting facilities which had fallen into disrepair after 25
years of neglect by the Saddam Hussein regime. These contracts, totaling appr
oximately $50M, Are Vital to the establishment of the new Iraqi Armed Forces' Pr
ocurement, Depot and Supply System.
2002 to 2007 - Project Manager/Chief, Facilities & Life Support, Science Applica
tions International Corporation (SAIC), an $8B high tech service and products pr
ovider for national security, energy, environmental health, space, transportatio
n and systems integration. Managed $21M budget and 300 employees providing livi
ng accommodations, creature comforts, office space, IT, and equipment for 700+ m
ulti-national personnel.
1996 to 1999 - Installation Chairman/Chief, Disaster Response, American Red Cro
ss. Directed staff in pro bono position. Supervised training for personnel res
ponding to natural disasters. Ensured CPR training was up-to-date. Managed pro
curement of food and accommodations for families without homes, heat, clothing,
medication, or other personal necessities during and after disasters. Coordinat
ed and scheduled volunteers' assistance with organizations from surrounding mili
tary installations.
1993 to 1995 - Contract Project Manager / Procurement and Logistics Technician,
Contracting, Consulting, Engineering, Ltd., (CCE). Seconded by CCE to the Logis
tics/Procurement Division for the United Nations in Somalia to evaluate contract
possibilities for waste management, aircraft hangar construction, jails, court
houses, police stations, harbor tug boats and write Requests for Proposals for g
oods and services during hostilities. Supervised re-construction of aircraft ha
ngers at the Somali airfields at Bidoa and Bardera.
1992 - Teacher, Department of Defense, (DOD), Aviano Air Base, Italy. Substitute
teacher, teaching Physical Education, English, Math, and Music for the Departme
nt of Defense School system.
1988 to 1991 - Colonel, U.S. Air Force, Commander of the 50th Security Police Gr
oup, Hahn Air Base, Germany. Commanded 1000 person unit providing security and
defense for 72 aircraft, nuclear weapons, and conventional ammunition storage ar
ea for the 50th Tactical Fighter Wing. Organization was selected as "Best Secur
ity Police Group in Europe" in 1989 and 1990 and selected as Number Two Security
Police Group in the Air Force in 1990.
1986 to 1988 - Colonel, U.S. Air Force, Commander of the 303rd Security Police G
roup, RAF Molesworth, England. Commanded 600 Person unit providing security and
defense for the U.S. Air Force's last ground launched cruise missile unit to be
formed and established in Europe.
