Dear Secretary General lhsanoglu'

I hop'e this letter finds you in the best of health and spirits. I am writing today in resposne to a fax
received from Sukru Tujan, Ambassador Director of Cabinet, requesting CAIR send $0z,ooo to
Georgetown and return the remainder of the $J25,ooo to OlC. The request from Amb. Tujan will only
complicate our abilities to conduct a successful conference in the near future.

Based on our own internal accounting procedures we cannot transfer money to Georgetown without any
contractual relationship with them. CAIR's finances are externally audited each year and every year we
have received a clean bill of health. lt is my view that external auditors are likely to raise questions about
such a transacation in the absence of a proper contractual agreement with Georgetown and the
corresponding paperwork (such as relevant tax forms).

We can return the 96z,00o to OIC, if you wish, but this will leave a g6z,000 defecit in the conference
budget, which if not irnmediately replenished, will again delay the preparations towards the postponed
co nf erence"

lf we were to return the entire gizs,ooo to ClC, and I will not delay this if you so request it, but I will be
remiss if I did not bring to your attention that returning the money will effectively halt all preparations
towards the postponed conference. As per the agreement between Geor,getowo, CAIR and OlC,
preparations for the conference cannot be underway until the entire budget of the conference is in'
CAIR's account. The delay will likely rdd costs to the budget.

ln addition, certain expenses associated with the conference have already been incurred. These costs
include deposts for the hotel, graphic design etc. These costs to date total $tg,7o o.7S.ln addition, another
$t5,525 has been deferred but will have to be paid to the hotel in the event the conference is not held
next year at the Madarin Oriental in Washington DC. An itemized explanation can b" provided upon
req u est.
