As a strategic business partner to executive management contributing to long-ter

Negotiating with union labor forces, civil employees, and government agencies, I
supported the goals of the organization to become a more adaptable, resilient,

SELECTED ACCOMPLISHMENTS
Met aggressive program goals. Inherited region where more than 2,200 (7%) drug r
elated tests came back positive and Agency goal was .08%. Developed actions plan
s, raised program awareness, and increased testing frequency. Collected over 31,
500 random samples per year, reaching up to 75% of staff in regional activity ce
nters. Reduced illegal drug usage to 250 (less than .08%) within one year, savin
g $1.5M in administration costs.
Reduced program cost. Influx of Workers' Compensation claims for work-related il
lnesses and injuries rose dramatically to ~50 per week with most being processed
automatically, leading to a $300K spike in annual expense. Investigated and res
tructured claims processing program, identifying an average of 15% of the claims
to be erroneous. Decreased operational expenses $580K.
Created and rolled out prevention program. Widespread use of illegal substances
adversely affected performance of government and civilian business units. Design
ed a Regional Drug Prevention Program. Met with and trained unit leaders on comp
liance and chain of command with a strong emphasis on frequent random testing. E
xpanded program throughout New England region, winning union, civil, and militar
y leadership support.
Closed communication gaps. Appointed to take over labor relations between civili
an and government agencies with 12 grievances and up to four unfair labor practi
ces per year, tying up valuable resources. Developed charter seeking common grou
nd between union and management teams. Established resolution protocols and serv
ed as the final technical authority on grievance, progressive discipline, and un
fair labor issues. Gained trust from all sides.

Caretaker, 2008 to 2010. Took care of father and his personal affairs due to dec
lining health.
Sr. Human Resource Program Manager, US Naval Submarine Base, New London, 2001 to
2008. Appointed to civilian service position. Administrated the Drug Free Workp
lace program for 3,000+ employees across North East Region hundreds of civilian
and military agencies. Recruited, evaluated, and monitored 10 subcontractor agen
cies. Testified as Subject Matter Expert regarding chain of custody, procedures,
and management processes.
Employee Benefits Manager, US Naval Submarine Base, New London, 1999 to 2001. Pr
ovided technical oversight and management of Injury and Unemployment Compensatio
n Insurance program for New England clients. Created new light duty programs, in
creasing morale and dignity of workforce. Participated as Agency rep in third-pa
rty proceedings and labor management discussions. Managed staff of 15.
Employee / Labor Relations Manager, US Air Force, Camp Murray, Tacoma, WA, 1994
to 1999. Negotiated grievances and unfair labor practices for 1,000+ workforce,
making final decisions and enforcing regulations.
