EXPERIENCE
June 1997 - Dec 2009 Solution Developer L-3 Communications / Titan Inc. / BTG
Inc.
L-3 Communications provides IT services and consulting support to federal custom
ers.
Senior systems infrastructure developer responsible for upgrading test and integ
ration environment critical to production systems. Implemented VmWare ESX Serve
r, SharePoint 2007, and several other components to provide scalability and effi
cient resource allocation. Primary architect for data organization project.
This includes identifying unique products; Echo, Syntergy for regular expression
and replication purposes respectively. Also established organization's folder h
ierarchy as a framework for compartmented and private data stores and to determi
ne the most effective index propagation and proper access methods. Built Termina
l Server baselines for the development staff to consolidate source code control
and toolsets. In addition constructed a Citrix server farm solution to provide a
test environment of DTW, (Defense Terminal Wkstn), for production.
Prototyped an OCS 2007 suite, (Office Communications Server), to supplant the IW
S, (Information WorkSpace), platform currently in production that has applicatio
n sharing and performance issues.
Constructed and implemented a SharePoint 2003 Server farm consisting of two Web
Front-ends, a SQL Active/Passive cluster, Index server and F5 load balancing to
host the J2 portal.
Integrated, tested & deployed CCS 5.0, (Symantec Command Central Storage), on a
multitude of platforms; Solaris8, Win32, Brocade Fibre channels & Cisco switches
. The deployed agents would report file use, activity, duplication, file age &
other properties into a central database and determine current storage capacity
and file utilization. It also provided an advanced, customizable filtering capab
ility and could prevent unnecessary purchase of additional storage.

Designed Win2000 Active Directory implementation for CENTCOM J2, components and
Joint Task Force units. Defined and deployed a dedicated forest root implementat
ion to protect the AD schema and provide a proper security perimeter. This inclu
ded defining DNS zones & transfers, Directory replication, OU Hierarchy, Delega
tion model & Group Policy Object defaults. Established templates & creation cri
teria for object management.
Emphasized best practices, disciplines and methodologies to create a stable and
consistent server baseline. Implemented "Lights-Out" build techniques that autom
ated server builds and configuration via scripting. Refined process to include c
ritical toolsets, resource kits, deployment tools, third-party software & SNMP b
ased applications. This process led to the ability to enable server imaging whic
h provided the production network a rapid recovery capability.
Prior to the Win2000 effort, automated the NT4 Client build process w/answer fil
es and SMS packaging to create a high-quality thick-client that could be deploye
d into production and quickly reproduced in the lab for troubleshooting purposes
.
June 1993-1997 JDISS Site Representative BTG, Inc.
Served as the JDISS, (Joint Deployable Intelligence Support System), Site Repres
entative.
Responsible for deploying and maintaining over 70 wkstns in CONUS and the CENTCO
M AOR.
JDISS is based on the UNIX OS & provides common intelligence application interop
erability to move critical war fighting data from the national to the force leve
l.
Tasks included; - Building multiple baseline systems for deployment
- Integrating COTS/GOTS
- 24 hr System troubleshooting & problem resolution
- Configuration of equipment such as scanners, digital image printers, cameras,
etc.
- Upgrading system software and conducting training
Nov 1992- May 1993 IR&D Engineer TRW, Inc.
As an Independent Research and Development, (IRAD), effort developed the Secure
Processing Environment, (SCOPE), prototype. SCOPE provided secure connections b
etween physically separate TCP/IP networks. This included writing secure process
ing interfaces, defining bit-encoded logic to enforce information labels and con
trol privileges and file access. Integrated a set of pseudo-device drivers, syst
em level libraries and utilities to provide a message queuing inter-process comm
unication parcel service. Took system through accreditation including documentat
ion for A1 systems certification.
May 1988- Nov 1992 OBU Site Representative TRW, Inc.
The OSIS, (Ocean Surveillance and Intelligence System), is an automated near-rea
l time, networked system, built to provide support to the US NAvy. OBU, (OSIS Ba
seline Upgrade), provided a multi-level secure OPINTEL capability that is based
on a VAX cluster w/associated peripherals. As a site representative at JICPAC, H
awaii, responsibilities included communications interfaces, system troubleshooti
ng, VAX cluster management, directing hardware/software engineers and Navy perso
nnel in the operations and maintenance of the system. This also involved system
installation, upgrades, test, debugging of software releases, devising workaroun
ds and instructing users. Worked operational watch floor including direct contac
t w/Fleet units to direct US Navy response to developing situations. In addition
:
- Designed Automatic Correlator/Tracker, (ACT), channelization scheme
- Devised tuning methodology to optimize ELINT and spatial algorithms and analyz
e emitter operating characteristics.
- Conducted daily analysis of ELINT, ACINT, IMINT, HFDF, and organic sensor data
to refine
all-source data fusion strategy and maintain aggressive decision thresholds.
- Developed on-line tools to analyze data timeliness and quality.
- Integrated an Allied reporting module to provide automatic downgrade, sanitiza
tion, and dissemination capability.
- Traveled to OBU sites in Japan and Australia to bring systems
