1. SCOPE OF WORKS

1.1 GENERAL DESCRIPTION OF THE PROJECT

1.1.1 132 KV DOUBLE CIRCUIT TRANSMISSION LINES

(a) 132kV double circuit three phase transmission line of, single 400mm2
ZEBRA (61/3.18mm) ACSR with one galvanized ground wire and one
optical fibre ground wire (OPGW):
(i) From Mathugama to Ambalangoda -:28 km
(ii) From Polpithimukalana to Aniyakanda including π-off connection to
one circuit of the Kotugoda / Kelaniya 132 kV Transmission Line at
tower No: 34 A; the T-OFF connection shall be as shown in the
drawing no. TD/CE/1/44/TYP-06 and subjected to the approval of the
Employer’s Representative. -: 5.5 km; however the final length of the
line will be confirmed at the pre-bid meeting.
(iii) From Maningala to Pannala including π -off connection to one circuit
of the Kotugoda / Puttlum 132 kV Transmission Line at tower No: 43 -
: 14 km.
(b) Replacement of one galvanized steel ground wire with Optical Fiber Ground
Wire (OPGW) in following existing transmission lines including erection of all
necessary connectors, fittings and accessories for OPGW. Directional
routing facility must be available at outdoor type Patch Panels to be located
at all T-Off and π-off terminations as described below :-
(i) From Biyagama Grid Substation to Sapugaskanda Power Station-: 2
km
(ii) From Kotugoda Grid Substation to Kelaniya Grid Substation.-: 19.5
km
In order to facilitate connections to Aniyakanda Grid Substation,
outdoor type Patch Panel should be provided at Polpithimukalana
(tower No 34A).
(iii) From Kelaniya Grid Substation to Kolonnawa Grid Substation -: 6.5
km
(iv) From Chilaw Grid Substation to Kotugoda Grid Substation -: 49 km
In order to facilitate connections to Pannala Grid Substation and
Bolawatta Grid Substation, outdoor Patch Panels should be provided
at Maningala (tower No. 43) and Bolawatta (tower No. 55).

(v) From Pannipitiya Grid Substation to Tower No: 82 at Paragastota in


Pannipitiya Matugama 132 kV Tr. Line -: 22 km
In order to facilitate connections to Panadura and Horana Grid
Substations, outdoor Patch Panels shall be provided at T-off point at
tower No:47A and π-off point at tower no. 82 respectively in
Pannipitiya Matugama 132 k V Transmission Line.
(vi) From Panadura Grid Substation to T-off point at Tower No:47A of
Pannipitiya Matugama 132 kV Tr. Line -: 5 km.

The existing transmission lines where the ground wires to be replaced with
OPGW , will be at energized (full hot line) state throughout the contract period
and the Contractor will be expected to carry out the Works under live line
condition (full hot line). The removed galvanized steel ground wire shall be
neatly bundled and shall be delivered to the asset management stores along
with the removed accessories as instructed by the Employer.

1.1.2 CLIMATE

The climatic data given are for the standard period for 1945-1975. This data has
to be up dated with the latest available data.
The climate is that of a tropical region and the following meteorological
information is set out for guidance only.
(A) AIR TEMPERATURES –

Records are available for the monthly mean daily maximum and daily minimum
temperatures with offset from average. The averages are taken for the standard
period 30 years and all shown in Table 1.1 and 1.2.

(B) RELATIVE HUMIDITY


Records are available giving the following.
(i) Monthly mean maximum and minimum wet bulb temperatures with offsets
from average.
(ii) Extreme wet bulb temperature in each month.
(iii) Monthly means of the relative humidity obtained from dry and wet bulb
readings at day and night (state I & II respectively) with offsets from
average.
(iv) Monthly means of the relative humidity obtained from the minimum dry and
maximum wet bulb readings with offsets from average.
The averages are taken for the standard period of 1945-1975 and are
shown in table 1.3

(C) BAROMETRIC PRESSURES


Records are available for monthly means of the air pressure taken at 08.30
and 17.30 hours as mean sea level pressure. The averages are taken for
the standard period of 1945 - 1975 and varies from 1007.1 mB to
1013.1mB.
(D) RAINFALL
The rainfall figures given in Table 1.4 are based on average rainfall.

One to three second gusts at 145 km per hour have been recorded with a
mean speed of 27km per hour over 24 hours.
(F) STORMS
The frequency of thunder-storms is high, the isokeraunic level being
approximately 60 days per annum on average for the island.

Employer’s Representative Accommodation
Employer’s Representative Accommodation as per third para of clause 1.6 (i)
of Technical Specifications Transmission Lines with three bed rooms and
telephone facility shall be available within one month from the contract
commencement date for following transmission lines in the locations as
specified by the Employer’s Representative.
1. Matugama - Ambalangoda 132 kV Transmission Line
2. Maningala – Pannala 132 kV Transmission Line

Transport for Employer’s Representative personnel should be provided as per
clause 1.6 (v) of Technical Specification -Transmission Line.

2. DOCUMENTS, DRAWINGS AND INFORMATION TO BE


SUBMITTED

2.1 DOCUMENT & DRAWINGS

2.1.1 The following drawings which are of a sufficient standard to indicate clearly all
manufacturing and structural details must be prepared by Contractor and
accompany each Tender:-

- Outline and general arrangement for all basic types of towers or supports,
with main dimensions, steel qualities, design spans, body and leg
extensions. Wire clearance diagrams for each tower type, for specified
swing angle.

- Details of types of foundations for the above.

- Layout of one tower earthing system.

- Conductor dead-end assembly with jumper terminals.

- Earthwire dead-end assembly with jumper terminals.

- Conductor mid-span joints.

- Earthwire mid-span joints.

- Conductor repair sleeves.

- Earthwire repair sleeves.

- Suspension insulator strings and clamps with all fittings.

- Tension insulator strings and clamps with all fittings.

- Earthwire suspension clamps and general arrangement.

- Vibration dampers.

- Conductor spacers. (Not applicable)

- Conductor final tension charts.

- All fittings of OPGW

- Earthwire /OPGW final tension charts.

- Drawings and/or other data indicating the method of tension stringing to


be adopted.

Drawings need have leading dimensions only. Tower and support drawings
should have provisional dimensions of main members and should indicate the
necessary clearance dimensions for structures for still air and maximum swing
of insulator and jumpers called for in this Specification.

The conductor and earthwire tension charts are to show final sags and tensions
for a range of equivalent spans between approximately 50 % and 200 % of the
basic span in still air at maximum, everyday, and minimum temperature, and the
tension at minimum temperature under full wind.

The successful Contractor will be required at the time of the letting of the
Contract to supply additional copies of such drawings submitted with his Tender
as may be selected by the Employer’s Representative. These drawings
together with copies of the drawings originally issued with the Tender
documents will then be bound up either in the Contract document or in a
separate folder and will be signed both by the Employer and the Contractor for
purposes of identification.

2.1.2 Independent type test certificates from a Internationally recognized testing


authority for,

- Conductor, Earth wire, OPGW & Accessories.

- Insulators & Fittings.

2.1.3 General bar chart of the design, manufacturing, shipping, erection and
commissioning schedule clearly showing the transmission line outages.

2.1.4 Evidence of Bidder’s experience in works similar to this.

2.1.5 Evidence of Bidder’s subcontractor’s experience in works similar to those


subcontracted.

2.1.6 Certificates issued by an independent International Organization to ensure


compliance with the ISO 9001 : 2000 standards by Bidder and manufacturers.

2.1.7 List of standards the Bidder intends to follow, for the electrical and for the civil
works.

2.1.8 Evidence of Manufacturer’s experience in manufacturing comparable type of


equipment or equivalent as offered under this contract.

2.2.5 CONTRACT DATES

The Schedule shall be completed by the contractor and the times entered shall be
binding on the contractor.
The latest date by which an order must be placed to permit completion by the specified
dates shall be entered, together with the guaranteed periods in weeks from placing of
order to the completion of the lines. The completion time of each of the new lines and
lines of which Steel Ground Wire to be replaced with OPGW should be entered in
separate sheets. Also all new lines and lines of which Steel Ground Wire to be
replaced with OPGW should be considered progressing parallely.
All periods shall be in weeks, calculated from the latest date for placing the order. (In

2.2.10 SCHEDULE OF MAJOR ITEMS OF CONSTRUCTIONAL PLANT

As stated in the conditions of contract(volume I of 4) - Customs, the Employer


shall pay Custom Duties not only for materials and equipment which is to form
part or Contractual Plant but also all transport, machinery, erection equipment
and materials, testing equipment which are necessary to construct and
commission the plant including intermediate Temporary works.
To enable the Employer to assess value of custom duties for the cash-flow
purpose and evaluation of the final contract cost to the Employer, the Contractor
is requested to fill the following Schedule.
The total value of all equipment, tools etc. as mentioned above, declared by the
Contractor for custom purpose if exceed the value stated hereinafter shall be at
the Contractor’s own expense with reference to the payable custom duties.
The Contractor shall enter any other equipment not listed in the foregoing
Schedules which no tools is necessary for construction or commissioning
purpose. For those items which the Contractor intends to hire locally no value
shall be stated.
