joined us to share information on universities, research activities, scholarships in Japan.

Two of our Joint Research leaders, Dr. Mochamad Ashari and Dr. Adi Soeprijanto has been
certified as Professor, “Guru Besar”. The inauguration ceremony was held in Graha-ITS on
December 3, 2009. Dr. Ashari delivered his presentation on his research “Aplikasi Prospek
Pengembangan Elektronika Daya untuk Sektor Energi, Industri, dan Transportasi” and Dr.
Adi presented his research on “Desain Sistem Monitoring dan Kendali Terpadu untuk Men-
goptimalkan Operasi Sistem Tenaga Listrik, Sebuah Upaya Membangun Kemandirian”.
We believe that Prof. Ashari and Prof. Adi would make great contributions to ITS in various aspects.

PREDICT-ITS organized Scientific Meetings as follows.


At Scientific Meeting No.28, ITS and partner universities shared the outcomes of the Higher Education Training on
Developing Education Contents for Mobile Learning for Indonesia given by JICA at Saga University.
Distinguishable output of the discussion session of this meeting was the agreement by all the presenters and
audiences on the establishment of a dedicated group for e learning development. Researchers of partner universities
who are interested in developing e-learning are most welcome as the group members. Mailing List for the group will

search group had made a presentation on Lab-based Education, titled, “Lab-based Edu-
cation -A Future Hope for The Nation-”. He explained why it is important not only for
ITS, but also for the bright future of Indonesia. The obstacles to implement Lab-based
Education to master course, such as a lack of budget and facilities were also mentioned,
however, he emphasized that the key of success of Lab-based Education is how to moti-
vate the students to work in the lab everyday after their classes and attend weekly lab meeting, and he has kept trying
to involve the students in the research to realize it. One of the interesting activities in his lab is the regular presenta-
tion in English with any kind of topics by students, it aims to improve their English and presentation skills, and make
the productive research environment and through the discussions in lab.
Big applause happened during his enthusiastic presentation from participants. “Guidelines for introducing Lab-based
Education ver.3 -Preparation, Implementation and Monitoring-” will be issued in January 2010. It contains the ex-
perience on Lab-based Education of lab leaders of the 1st, the 2nd and the 3rd batch joint research group.

Leader, visited Nusa Cendana University (UNDANA), Kupang, on December 2-3, 2009. One of the purposes of their visit
was to discuss UNDANA’s future development plan and possible cooperation with ITS, thus they had a meeting with Rec-
tor of UNDANA, paying special attentions to the enhanced utilization of INHERENT and necessary training programs for
UNDANA to achieve it.
The other purpose of the visit for Prof. Usagawa was to deliver a lecture on “How to start e-Learning” for the lecturers of
Faculty of Engineering, Agriculture, Medicine and PUSKOM staff, who are much interested in it but have no practical
idea how to kick it off. The lecture and discussions helped UNDANA to update their knowledge of e-learning in terms of
its actual implementation by lecturers under the current conditions.
They also observed labs at the campus and discussed the possible updating of education and research with lecturers in the
fields of electrical & civil engineering, agriculture, and etc. including those form the polytechnic. This is very important
for ITS & UNDANA to develop concrete plans of cooperation that meet the perspectives presented during the series of
discussions and to work together, dealing with any things in the way.
ITS has a plan of another visit to UNDANA on January 19, 2010 to follow it up and push their cooperation plan forward.

Communication Technology for Education, Ministry of National Education,
Indonesia.
This symposium has several objectives in regard to the enhancement of information
and communication technologies for open, distance and e-learning in Indonesia,
including to acquirea and share advanced ideas, thoughts and concepts, information
on best practices and the recent innovation in Indonesia and other countries.
Delegates who joined this event came from many countries and institutions for open, distance and e-learning,
including SEAMEO (Southeast Asian Ministers of Education Organization), AAOU (Association of Asian Open
University), UNDP, World Bank, etc... Many Indonesian researchers and education officers also partipated in this
academic meeting.
As the representative of PREDICT ITS, Prof. Tsuyoshi Usagawa delivered a keynote speech in the 1st plenary
session on “Campus wide ICT environment for education in digital era - Trials of Kumamoto University over a
decade.” Papers by the PREDICT-ITS members were also presented in the parallel sessions, including
“Unidirectional Synchronization Application for Inter LMS based on Moodle” by Dr. Achmad Affandi et al., and
“Enhancing LMS to course design and implementation” by Dr. Linawati (Udayana University) et al.. The emerging
ICT for education, international experiences in open, distance and e-learning, and ICT based learning and continuous
professional development for teachers are the major topic of the discussions.

moto university as JICA team, Japanese universities as partners for joint research.
Objectives of PREDICT-ITS
ITS strengthens research capabilities in order to provide industries, other universities and government institutes in the eastern part of Indo-
nesia with human resources having state-of-the art technologies and skills in the field of ICT.
Expected Outputs of PREDICT-ITS
ITS strengthens research activities and has international level research capabilities.
ITS transforms engineering education from classroom-based to laboratory-based.
Academic linkage between ITS and universities in the eastern part of Indonesia are established.
Joint activities between ITS, industries and government institutes are strengthened.
