Operations a" Traffic Flow Management Modernization (October 2004 a" June 2010)
* PMP for the TFM-M program achievements include:
o Startup Management Team for the Traffic Flow Management a" Modernization Progr
am. Developed Program Management procedures and processes. Established initial
workflow structures and planning documentation.
o Participated in System Engineering definition of TFM-M system. Documented und
efined systems requirements and operational procedures. Provided enhanced capabi
lity definition to the existing traffic flow management system.
o Responsible for the procurement, configuration installation and operations of
the Software Integration and Test (SWIT) facility. This system represented the
operational platform and was used for the informal testing of the developed appl
ications (Redhat Linux, HP, Cisco, Dell, Oracle, J2EE, SOA).
o Managed the software development of the TFM Test Tool (JAVA, C++, VMware, HP).
As a scenario generation tool, TTT represented the entire NAS and was used for
the formal testing and delivery of the TFMS.
o Created and managed the Commercial Off the Shelf (COTS) program. Responsible
for the selection and servicing of all COTS hardware and software products for t
he program.
o Designed, documented, procured, tested and installed the client/server archite
cted TFM Production Center Call Center and the associated Test Facility at the W
J Hughes Technical Center. (Redhat Linux, HP, Cisco, Dell, Oracle, J2EE)
o Staffed and trained the 24 x 7 Service Desk technicians to provide remote site
monitoring and datacenter support for more than 100 FAA and government faciliti
es. Created the operations and disaster recovery operations procedure/manual for
the Service Desk operations.
o Established the Integrated Support Program including the maintenance and vendo
r support for TFM. This included the consolidated maintenance and support of FA
A remote sites, TFM, ETMS, DSP, NTML and ATCSCC programs.
o Planned and executed a successful Technology Refresh of the HP and Dell server
s and Cisco network equipment at 80+ remote sites (Redhat Linux, HP, Cisco)
* Control Account Manager for $50M budget for the hardware, test, logistics, dep
loyment and operations activities
* Lead the daily activities of 60+ engineering, network and system administratio
n professionals that provide engineering support for installed systems and equip
ment. Directed the maintenance and logistics support Task Order for the ATC Syst
em Command Center and all FAA remote sites after the expiration of the Northrop
Grumman support contract.
Task Manager a" Direct to Controllers Tool a" NASA (January 2003 a" September 20
04)
* Assigned to direct a $5 million Research and Development project entitled Dire
ct-To. This was a Traffic Management Advisory (TMA) function within the NASA pro
totype that provided deconflicted flight plan recommendations to the controller
using realtime flight information and projected flight plans. Task completed on
schedule and on budget with three successful demonstrations of the Direct-To-fun
ctionality prototype on the Enroute Air Traffic Controlleras workstation (DSR).
* Developed a standalone test environment consisting of three DSRs, one TMA syst
em and simulation/stimulation package to provide end to end testing of the Direc
t-To functionality.
Test Operations Manager a" (January 2000 a" December 2002)
* Recruited to establish a formal test program for the Center TRACON Automation
System (CTAS), Spiral 2 Release. Instituted a Test and Evaluation process consis
ting of requirements analysis, verification and tracking, test procedure develop
ment, scenario generation and validation, formal test reporting and test tool de
velopment

* Introduced the Electronic Chart Display and Information System (ECDIS-N) to th
e US Navy. ECDIS-N is based on the Voyage Management System software programs an
d operates with Digital Nautical Charts, a global database of digital charts pro
duced by the National Geospatial-Intelligence Agency.
* Directed the engineering and technical services in support of the analysis, re
pair, alteration, maintenance and product improvement on existing Sperry Marine
integrated bridge systems and steering/ship control systems
* Oversaw a $7 Million military Integrated Bridge System (IBS) program over the
course of three years including 13 new installations, 1 new ship construction an
d $750,000 in new software features. Technical excellence and program leadership
led to a revenue increase of 35% over a two year period.
* Identified as a subject matter expert for integrated bridge systems. Member o
f an international committee of the International Maritime Organization (IMO) re
sponsible for defining numerous performance standards for individual equipment/s
