A leading developer of communications and surveillance systems, space and naviga
tion products, and training/instrumentation products supporting primarily the De
partment of Defense, Homeland Security, U.S. Government intelligence agencies, N
ASA, aerospace contractors and commercial telecommunications and wireless custom
ers.
DIRECTOR * ENVIRONMENTAL, HEALTH AND SAFETY (EH&S)
Accountable for the EH&S leadership of a $550M CS-E facility in New Jersey, as w
ell as 15 international facilities across three continents. The CS-E operation
is comprised of a 225,000 sq. ft. operations building, and a 350,000 sq. ft. adm
inistration and engineering building supporting the manufacturing of military an
d commercial communication systems. Hired, trained and mentored five direct repo
rts and coordinated activities for a multi-functional corporate team of 125+ emp
loyees. Reengineered EH&S work methods to maximize risk management, proactively
address health and safety issues, and ensure accurate and consistent messaging a
cross business units. Oversaw auditing of EH&S compliance efforts, including wor
kplace inspections, bio-hazard reviews, and incident reporting. Developed, imple
mented and managed comprehensive industrial hygiene programs with respect to edu
cation, employee pre-screening, workplace specific monitoring and employee healt
h assessments. Streamlined documentation into technical libraries to facilitate
information access, standardize solutions, and maximize continuous improvement p
ractices across business units. Ensured regulatory compliance with country-speci
fic laws, and adherence to contract-specific chemical forbidden lists for foreig

* Reduced OSHA recordable accidents four-fold and achieved four consecutive year
s (4.5+ million man hours) without a single loss time accident.
* Accessed and installed an underutilized communications system from a Nuclear S
ubmarine into regional 911 communications facility and seamlessly integrated pub
lic safety communications for 1,000+ emergency service responders. The program w
as so successful it led to the formation of Homeland Security Program Management
department to capitalize on product synergies.
* Developed software monitoring and reporting tools to calculate forecasted annu
al and monthly cost targets, which led to a 19% budget savings in year one, and
a 15% budget savings in year two.
* Saved $95K by disputing fines resulting from a surprise OSHA inspection. Negot
iated fines which also resulted in the removal of citations from docket and a si
x-figure reduction in abatement costs.
* Proactively strengthened environmental risk management and regulatory complian
ce across operations and facilities in Australia, New Zealand, Canada, England,
France, Spain and the United Arab Emirates
* Spearheaded team building programs and implemented a zero tolerance policy tow
ard risk practices.
* Developed engineering method to prepackage and safely incinerate waste product
s that minimized exposure. Gained permit from regulators for the new process whi
ch was critical in the production of a new product.
* Launched an energy conservation project and contracted into a guaranteed $40K
in annual energy savings.
* On behalf of L-3, serve as a EH&S liaison in both professional and civic capac
ities. Serve as the Burlington County Hazmat Mitigation and Emergency Response T
eam Chief, the Hazmat Response Technician/Specialist, and Homeland Security Spec
ialist, among other designations.
* Played a critical role in developing and updating ES&H processes to ensure con
sistent improvement, reduce regulatory demand, and maximize safety, thus earning
the reputation as a world-class operation.
SYBRON CHEMICALS, INC., Birmingham, NJ 1990 - 1994
A wholly-owned subsidiary of Lanxess Corporation which operates the U.S. ion exc
hange resin business. Sybron Chemicals primarily focuses on the development, pro
duction and marketing of products primarily used in the textile wet processing,
coatings, adhesives, plastics and molded goods, and environmental products and s
ervices markets.
MANAGER * CORPORATE SAFETY AND INDUSTRIAL HYGIENE
Managed corporate safety responsibilities for 11 chemical facilities, six in the
U.S. and five across Mexico, Brazil and Canada. Developed and implemented regul
atory compliance programs and pollution prevention systems and procedures. Coord
inated hazard evaluations, risk assessments and process/design safety reviews. A
ccountable for all EH&S and security auditing. Prepared corporate and facility b
udgets averaging approximately $4.5M for all 11 facilities. Established and comm
anded the Birmingham, New Jersey facility's Hazmat Emergency Response Team.
* Reduced $15.5M budget by 10% while simultaneously increasing risk control and
maintenance program effectiveness through preventative and predictive maintenanc
e and eliminating non-essential activities.
* Saved $500K over a four-year period by establishing a buying alliance with ano
ther business for bulk purchasing of stationary supplies, bulk liquid nitrogen,
fuel oil and palleting materials.
* Saved more than $25K by partnering with the U.S.P.S. to assist in cleaning up
mailing list at no cost, resulting in additional cost savings through bar-code d
iscounts.
* Designed an instant-read (colorimetric) system for the detection of a zero tol
erance material, chloromethyl ethers, enabling employees to instantly see and he
ar if exposure is present.
* Restructured the corporate EHS department infrastructure to maximize employee
talents and to build functional and effective teams, thus increasing efficiencie
s by 20%.
* Supervised and conducted HAZWOPER and other emergency operation certifications
training for more than 90 employees. Personally conducted group curriculums, as
well as Train-the-Trainer programs.
