An experienced ICT Analyst and consultant with international exposure and expert

Performing the network architectural design and security analysis for the implem
entation of the Suriname government's backbone and wireless communication dat
a network. This includes delivering a Treat Risk Analysis (TRA) and Business Co
ntinuity Plan (BCP) to assure continuous operation under adverse conditions with
a virtualized data canter design and implementation.
Visicu, Baltimore Maryland, Healthcare Wireless Technical Support Analyst (Contr
act)
Sept 2008 until May 2009
A provider of online wireless test and customer engineering support to Visicu's
multimillion dollar clients through USA in the healthcare sector, and their last
line of defence in providing troubleshooting expertise and solutions to difficu
lt design and customer deployment concerns with on-site commissioning of critica
l care patient monitoring systems. My work includes analyzing wireless operation
al performance data under critical operating conditions and providing technical
solutions involving new technologies and product upgrades.
IBM World Trade, Trinidad & Tobago ICT & WWAN & Data Network Consultant (Contact
)
Sept 2004- April 2009 (see additional consulting work with Doyletech Corporation
)
Assigned as IBM's Trusted Advisor to their major client, e TecK in Trinidad, eng
aged in system design, testing, deployment and commissioning of a comprehensive
broadband network to link $250M Tamana Innovation Park (TIP) to international te
lecom.
Developed and implemented test cases and tools to perform system evaluation of a
broadband MPLS/Carrier Ethernet system performance with the ability to successf
ully detect transmission errors when linked to TIP's national broadband carriers
. Wrote technical documents and RFP's on behalf of eTeck, and was successful at
attracting six major OEM network vendors to bid on TIP's comprehensive broadband
network with its 3-Tier datacenter and fibre optical transmission network. This
work involved reviewing, analyzing network designs and providing technical supp
ort eTeck's ICT management team. This assistance involved helping eTeck develop
their near term and future system networking requirements with regards to ensuri
ng a smooth integration and rollout to 2020. As part of the contract development
, I established test cases, tools and processes that were integral to the settin
g of system performance criteria and contract conditions.
Lead the design of a national wireless mesh network employing a combination of l
ow latency radios with a three sector antenna configuration using structure WiFi
hopping system, and WiMAX (4G) for backhaul as part of a plan to deploy 185 sit
es providing low cost Internet access to a network of Community Access Centers (
CAC) across Trinidad and Tobago. The work was commissioned by the Ministry of Ad
ministration and Information (MPAI) of the Republic of Trinidad and Tobago under
its fastforward and Vision 2020. The estimated cost was $9M (USD) for the wirel
ess components and was able to successfully meet all the terms of reference. Thi
s lead to final presentation for approval in Trinidad of both the design and pla
n for immediate deployment of an integrated wireless mesh and ICT infrastructure
to several Senior Private Secretariats of Trinidad and Tobago's government. Thi
s program involved strict milestones and functional requirements for a contract
worth $0.5M (USD).
Designed and planned each CAC's information system infrastructure that eliminate
d the application $5M (USD) worth of on-site routers and servers through Smart R
emote Desktop Clients and centralized virtualized servers with VMware and open p
rotocol software.
ARINC, Annapolis Maryland, Municipal Video Surveillance Wireless Analyst (Contra
ct) Sept -Dec 2007
Managed a successful citywide deployment of 12 wireless digital video surveillan
ce camera systems for the police department of Paterson, New Jersey. This work r
equired my direct involvement with the RF requirement analysis, designing, fabri
cating, testing, and deploying of weatherproof NEMA enclosures containing WLAN e
quipment, cameras and antennas located at major traffic intersections and on the
rooftops of high buildings. The majority of work was completed on-time and in d
ifficult conditions of very cold weather, and in locations of high crime requiri
ng police protection.

Performed interoperability and operational field testing of Novatel Wireless 3G
1xEVDO wireless PCMIA card for a successful deployment in Verizon's markets usin
g Qualcomm's CDMA Data Monitoring tool.
Sirius Satellite Radio, Manhattan NY, RF Hardware & Project Manager (Contract)
2001-2002
Provided project management, design and test support services, as an RF Project
Manager, for an antenna design team that resulted in the introduction of five ne
w antenna designs to Sirius Radio's market and supplied by OEM antenna manufactu
rers. Developed RF antenna performance simulations for Sirius to determine how a
car roof's shape influenced a satellite antenna's reception pattern to reduce o
utdoor field test time by 20%. Applied RF simulation tools (Microwave Studio) an
d ran CAD (ViaCAD) software in the design of simple bandpass filters. Successful
ly trained two colleagues in the use RF simulation software, and hardware test s
ystem and design techniques which increased the team's skill set and efficiency
by 50% using Labview and MathCAD. Design and conducted digital satellite receive
r (Rx) interference testing between 802.11B (WiFi) and wireless mobile devices t
hat avoided an unnecessary $15K upgrade to the Rx front-end as result of the des
ign of the test equipment and the measurement data obtained. Performed road tria
l performance and open site testing on satellite antennas for type acceptance te
sting on 11 new experimental designs for marine and private aircraft application

Ericsson, Lynchburg, VA, Project Team Leader, Wireless Specialist (Contract)
1998-2001
Managed an Ericsson team of five persons, which executed the successful system v
erification and testing of Year 2000 software fixes for Ericsson's digital radio
system. The result was on time project completion with not one single Y2K failu
re and over thirty major products being verified within three months using a top
-down approach to system testing. Prepared and executed a System Verification Te
st plan, instructions and final report for testing Ericsson's Enhanced Digital A
ccess Communications System (EDACS) TDMA Radio Trunking, and Improved Multi-band
(IMBE). Successfully accomplished hands on testing in advance of completion dat
e by three weeks and according the required test plan.
Developed interoperability test strategy that successfully demonstrated Ericsson
's radio mobile handsets (Radio over Cellular) worked with Nortel and Lucent bas
e stations. Negotiated and saved $25K in leasing competitors' test facilities an
d successfully achieved interoperability with competitors' base-station Prepared
and implemented a Quality of Service (QoS) and interoperability test plan for c
able IP resulting in CableLabs's DOCSIS approval for Ericsson to sell cable mode
ms to AT&T.

Wrote Lucent's customer acceptance and Best Practices documentation concerning c
luster performance issues by resolving co-location issues between TDMA and CDMA
that improved the field optimization of TDMA transmission, and a smoother custom
er acceptance/ project signoff by AT&T worth $25M (USD)
Prepared and execute test plans, instructions and reports for the verification t
esting of Lucent Mobile Data products resulting in 98% coverage using spectrum a
nalyzers, field strength meters and protocol analyzers for wireless cellular dep
loyment.

As the president of this company, I have transformed the company from it initial
product oriented venture into a successful technology consulting firm. The comp
any is engaged technology analysis evaluation for other companies involved in an
alysis, testing and deployment of wired and wireless technologies. At onetime,
it was a start-up company of nine persons to designing a prototype wireless cell
ular client / server information system to display advertising/ bus schedule inf
ormation on virtually any video screen. Immervation Multimedia Inc successfully
secured both contributed & seed capital worth ($70K) to build prototype. This pr
ototype wireless cellular client / server information system displayed location
based advertising/ bus schedule information on virtually any video screen locate
d on and off buses with applications of other emerging technologies (i.e. Global
Positioning System). The company developed and secured four important supplier
alliances - Oracle Canada, ACART Advertising, AVSpex Audio Visual equipment supp
lier, and Nova Networks to supply equipment and services at no cost.

Managed new product introduction (NPI) processes from design to manufacturing at
both board and chip level including the application of Design for Testability a
nd Manufacturing (DFX). Developed, managed and supported a business strategy wh
ich resulted in a successful technology transfer of five silicon products to Mot
orola in Austin, Texas and AMI Gould in Pocatello, Idaho. Developed, wrote and i
mplemented software programs to perform device level testing using Automatic Tes

Designed and successfully implemented $1.0 million computer assisted test statio
ns using IEEE 488 bus technology. Successfully implemented and optimized a new p
roduct introduction (NPI) process to assure faster time to market (Design for Te
stability and Manufacture) with the highest of product quality and at the larges
t possible cost savings with an estimated saving of $2 million dollars in design
time and effort. Guided 25 product circuit packs from R&D design through protot
