are explicitly stated in the normative section

 L1 => 10-5 comes from Canadian S 471
 Yearly probability of failure (YPOF) can be one
order of magnitude greater than the reliability
target
 YPOF would be “generally equivalent” to the
values in other ISO 19900 series documents
 Reference to ISO 19902 and reliability levels
quoted in A.9.9.3.3 (incorrect interpretation)
