I lost my vehicle title. How do I get another title for my vehicle?

To get a duplicate vehicle title, you need to fill out form MV-38 O, Application for Duplicate Certificate of Title by Owner. All requests must be notarized. The fee is $22.50. If you are applying for a duplicate vehicle title and a lien is recorded against the vehicle, the bottom portion of the MV-38 O must be completed by the lien holder, which shows the lien has been satisfied. My office has the forms and will be happy to assist you.

I am a senior citizen living on a fixed income. Am I entitled to a reduced fee for vehicle registration?
Yes, if you are retired and receiving Social Security or other benefits and your income does not exceed $19,200 per year. The reduced vehicle registration fee is $10. I have a vehicle that I only want to drive for a limited number of months during the year. Is there something that I can do so that I do not have to surrender my license plate when I drop my insurance? Seasonal vehicle registrations allow vehicle owners to drop their insurance for part of the year without having to return the license plate. Seasonal vehicle registration applications are available through my office.

I sent PennDOT my application to renew my drivers license, and my license expired before I received the renewal. Is it legal for me to drive?
No. Your valid drivers license must be in your possession at all times while you are driving. To avoid an interruption in your driving privileges, you should send for your renewal as soon as possible.

I sent for my drivers license or vehicle registration weeks ago and never received it, but PennDOT cashed my check. What should I do?
PennDOT will cash your check or money order the day your application arrives for processing. In many cases, an individual will receive the canceled check before the drivers license or vehicle registration. Currently, it is taking five to 15 working days to process drivers license and vehicle registration renewals. If your renewal application is taking longer than five to 15 working days, please contact my office. We will be happy to check on the status.

How do I obtain a non-driver photo ID?
You may obtain a non-driver photo ID application from the Driver License Center. My office has a list of the locations and hours of the nearest Driver License Center and will be happy to provide you with this information.

I misplaced my drivers license, or it was stolen. How do I get a replacement?


You must fill out form DL-80, Application for Change, Correction, Replacement of Drivers License. All requests must be notarized. The fee is $13.50, or $18.50 for a motorcycle class vehicle. If your drivers license is stolen, you must report the theft to the Pennsylvania State Police.

I recently purchased a vehicle and have not received my vehicle registration card or vehicle registration renewal sticker. My MV-1 or MV-4ST pink slip is about to expire. How can I legally drive this vehicle?
The MV-1 or MV-4ST pink slip is your temporary vehicle registration form given to you by your dealer or notary agent at the time you purchased your vehicle. This pink slip is good for 90 days. PennDOT does not normally issue an extension for vehicle registration cards or renewal stickers. In the event that you do not receive the new registration within this period, you should immediately contact the dealer or agent who issued the temporary registration so he or she can work with PennDOT to ensure that you maintain a valid registration.

I lost my vehicle registration card. How do I get another one?


If you lose your vehicle registration card, you must fill out form MV-44, which will enable you to get a duplicate vehicle registration card. If you are replacing only the vehicle registration card, the fee is $4.50. If you are replacing the vehicle registration renewal sticker, the fee is $7.50. The form does not need to be notarized for a lost card or sticker. If your original was lost in the mail, you are entitled to a free issuance within 90 days. In this case, the form will need to be notarized.

I never received my application to renew my drivers license or vehicle registration. Why?


Usually when this happens, it is because you moved and neglected to inform PennDOT of your new address. You have 15 days to notify PennDOT when you move. If you have not received a renewal form, my office has the necessary forms and will be happy to assist you.

I am disabled. How do I obtain a special parking permit?


Anyone parking in a handicap parking space must have either a person with disability parking placard or a person with disability parking plate. You may obtain a person with disability parking placard by completing form MV-145-A. There is no fee. You may obtain a person with disability parking plate by completing form MV-145. The fee is $7.50.
