A license to carry a concealed firearm will be issuedafteraninvestigationandwithin45days ofapplicationifitappearsthereisnogoodcause todenythelicense.Theindividualmustmeet13 conditions,includingbeingofgoodcharacterand posingnolikelydangertopublicsafety.

Alicensetocarryaconcealedfirearmisvalid throughout the Commonwealth for five years. Thereisa$19applicationfee. No individuals, except those exempt from licensing or possessing a valid Pennsylvania License to Carry Firearms permit, shall carry a loaded pistol, revolver, shotgun or rifle in a vehicle.

Municipal Regulation of Firearms and Ammunition

No county, municipality or township may regulate the lawful ownership, possession, transferortransportationoffirearms,ammunition or ammunition components when carried or transportedforpurposesnotprohibitedbystate law.Nopoliticalsubdivisionmayfilesuitagainst manufacturersforthelawfuldesign,manufacture ormarketingoffirearmsorammunition.

onthepurchase, possession & carryingoffirearms The right of the citizens to bear arms in defense of themselves and the State shall not be questioned.
Article 1, Section 21.1 of the Pennsylvania Constitution

Nolicenseisrequiredtopossessriflesand shotgunsortopossesshandgunskeptathome orinonesplaceofbusiness. Certain individuals are not permitted to possessanyfirearm,including,butnotlimited toindividualsconvictedofmurder,aggravated assault, kidnapping, rape, burglary, arson or drugoffensescarryingatleastatwo-yearprison term; individuals who have been involuntarily committedtoamentalinstitution;illegalaliens; orindividualssubjecttoaprotectionfromabuse orderthatprohibitspossessionofafirearm. Apersonunder18maynotpossessortransport a firearm anywhere in the Commonwealth. Individualsunder18mayuseafirearmunder thesupervisionofaparent,grandparent,legal guardianoranadultactingwiththeexpressed consentoftheminorscustodialparentorlegal guardian. Anyonewhoknowinglyorintentionallydelivers orprovidesafirearmtoaminorinviolationof this provision commits a third-degree felony. Any firearm in the possession of a minor in violationofthisprovisionwillbeseizedbythe arrestinglawenforcementofficerandforfeited uponconviction.Stolenfirearmswillbereturned tothelawfulowner.

Possession of a Firearm

It is illegal to carry a loaded firearm in any vehicle or a concealed firearm on or about a person,exceptintheindividualshomeorfixed placeofbusiness,withoutavalidPennsylvania LicensetoCarryFirearms.Licensesareissued bythecountysherifftoindividuals21orolder. Sportsmen 18 or older may obtain a Sportsmans Firearms permit from the county treasurer for hunting or trapping purposes. Sportsmenmustcarryavalidhunting,furtaking or fishing license in conjunction with a valid permit.Thefirearmmayonlybecarriedifthe licensed sportsman is engaged in hunting, furtakingorfishing,orisenroutetoorreturning fromsuchplaces.

Nosellercandeliverafirearmtothepurchaser or transferee until a criminal history records checkhasbeenconductedinaccordancewith thePennsylvaniaUniformFirearmsActof1995. If the provision has been satisfied, the seller will deliver the firearm securely wrapped and unloaded. Acompletedrecordofsalewillbeprovided tothepurchaserortransfereeandtothestate police.Theselleralsomustretainacopyofthe salerecordfor20years. Whencarryingafirearmconcealedononeself orinavehicle,apersonlicensedtocarrywill, onlawfuldemandbyalawenforcementofficer, produce the license for inspection. Failure to producealicenseeitherattimeofarrestorthe preliminaryhearingwillresultinthepresumption thattheindividualisnotlicensed.
