No child should be denied medical care because parents cant afford health insurance.

In order to grow up healthy, children need access to a range of services. The Childrens Health Insurance Program provides children with health coverage and parents with peace of mind.

CHIP is not a welfare program.


Families who qualify for subsidized CHIP pay monthly premiums, depending the family income and size. Family income can be from jobs that do not provide insurance, self-employment, alimony or child support, survivor benefits or other sources. Certain health insurance companies that are licensed and regulated by the Pennsylvania Insurance Department have contracts with the state to offer CHIP health insurance.

Now under Cover All Kids, CHIP has been expanded to ensure every child in Pennsylvania has access to health care at a price their parents can afford. Families will pay a monthly premium based on a sliding scale according to family income levels. Families below 200 percent of the federal poverty level will receive CHIP for free and all other families will pay a premium that could range between $43 and $195 per month, per child.
In addition to covering new categories of children, Cover All Kids also will provide outreach to enroll children who are uninsured, but are currently eligible for Medical Assistance or CHIP .

Eligibility REQuiREmEnts
Children, from birth until their 19th birthday, may be eligible, provided they are U.S citizens or lawful aliens and have resided in Pennsylvania for at least 30 days, except for newborns. Do not have any other health insurance/cannot be on Medical Assistance. Have an annual income that meets the federal poverty guidelines: Coverage is FREE if family income is less than 200 percent of the federal poverty level. The state covers 75 percent of the premium if family income is 200-250 percent of the federal poverty level. The state covers 65 percent of the premium if family income is 251-275 percent of the federal poverty level. The state covers 60 percent of the premium if family income is 276-300 percent of the federal poverty level. For families with an income above 300 percent of the federal poverty level, families may purchase health insurance for their kids through CHIP if: Private coverage would exceed 10 percent of family income or the total cost of private coverage is more than 150 percent greater than CHIP premium. The child has a pre-existing condition that prevents the family from obtaining private coverage.

Pre-existing conditions are not a consideration. Families can exclude some child-care and workrelated expenses when determining parents income. A similar formula is used for determining Medicaid eligibility.

administERing thE PRogRam


The Commonwealth currently contracts with eight health-care insurance companies to administer the program. These companies work with families in different parts of the state. However, the Pennsylvania Insurance Department has set up a helpline staffed by counselors to help parents obtain CHIP coverage for their children. A call to the CHIP toll-free number will connect parents with counselors who will help sort through the necessary information and enroll eligible children in the insurance program. Parents who are uncertain if their child will qualify are encouraged to call CHIP .

Facts
Pennsylvanias Childrens Health Insurance Program was established by the legislature in 1992. CHIP provides free or low-cost health insurance for uninsured children from birth through 18 who are ineligible for Medicaid or whose families are unable to afford private coverage. More than 190,000 children currently are enrolled in CHIP.
