1. From Commissioner & Director of School Education, A.P., Hyderabad Lr.Rc.No.4345/D1-4/2007, dated: 11.09.2008 & 04.02.2009. 2. Govt. Memo.No.16946/SE.Ser.I.2/2009, dated: 19.11.2009. 3. From Commissioner & Director of School Education, A.P., Hyderabad Lr.Rc.No. 4345/D1-4/2007, dated: 24.06.2010. - :: O :: O R D E R: In the references 1st and 3rd read above the Director of School Education, A.P., Hyderabad has stated that the District Educational Officer, Prakasam district has reported that 912 SGT posts were created State-wide in G.O.Ms.No.156, Edn., dt.8.7.1996 and these posts were filled through DSC-89 State-wide and the individuals were appointed as Special Teachers for 398/- P.M. in all the Districts in the State. He has also stated that 53 teachers were appointed as Special Teachers in Prakasam District under DSC- 89. In due course certain candidates who were not selected in District Selection committee-89 approached the Honble High Court and the Honble High Court in its judgment dt. 28.2.2000 in W.P.No.10586,10683,10684,10685,10686 and 10687 of 1999 and directed to appoint 912 meritorious candidates throughout State. As per the Honble High court orders merit list of District Selection committee-89 was revised according to merit, among the writ petitioners. 50 persons were re-appointed during the year 2001. At the time of re-appointment salary was revised to those teachers @ 1200/- for 1st year and @ 1500/- for 2nd year. In due course Government has sanctioned regular time-scale to those Special Teachers (681) in the entire State vide G.O.Rt.No.1149, Edn.(Ser.VI) Dept., dt. 01.11.2003. 2. The Director of School Education, A.P., Hyderabad has further stated that according to court orders in W.P.No.22592,15929/96 and C.C.No.61/2003, vide Govt. MemoNo.2056/Ser.VI-4/2003, Edn., dt. 13.03.2003 and Proc.Rc.No.2454/DSC89/2002, dt. 01.04.2003 of Commissioner & Director of School Education, A.P., Hyderabad orders were issued replacing the two less meritourious candidates with Sri K.Ananda Rama Rao and D.Nayomi and these candidates were appointed on 11.06.2004 as Special Teachers 398/-p.m The said two teachers who were appointed as Special Teachers @ 398/-p.m. were not covered in G.O.Rt.No.1149, Edn (Ser.VI) Dept., dt.01.11.2003 which allowed regular time scale to 681 Special Teachers throughout the State, as these two teachers were appointed on 11.06.2004. 3. The Director of School Education, A.P., Hyderabad has also stated that as per the report of the District Educational Officer, Prakasam District, their appointment was made as per procedure stipulated in the Government orders keeping in view the court orders. All the Special Teachers (681 teachers) who were appointed prior to these two teachers under District Selection committee-89 were sanctioned regular time scale by the Government and the request of these two special teachers for sanction of regular time scale is genuine as they have been working satisfactorily from 14.06.2004 with consolidated pay of 398/-P.M. While enclosing the copies of the orders of Honble High Court the Director of School Education, A.P., Hyderabad requested the Government to issue necessary orders in the matter.

After careful examination of the proposal Government hereby accord permission for allowing regular time scale from the date of their absorption into the post of SGT in respect of Sri K.Ananda Rama Rao, Spl.Teacher, MPPS, Pedakandlagunta, Kondapi Mandal and Smt D. Nayomi, Spl.Teacher, MPPS (PV) Ardhaveedu Mandal Prakasam district, who were appointed in the place of persons working as SGT ie those who were initially appointed as special teachers (ie 50) of District Selection committee 1989 who were allowed regular time scale previously, duly relaxing apprenticeship vide G.O.Rt.No.1149 Edn. Dept., dt. 01.11.2003 and Proc.Rc.No.4996/VE-1/DSC-89/01, dt. 12.11.2003 of the Commissioner & Director of School Education, A.P., Hyderabad.
