INSTRUCTION FOR THE GUIDANCE OF CANDIDATES APPEARING IN THE RAJASTHAN BOILER OPERATION ENGINEERING EXAMINATION 2011.

APPLICATION FOR EXAMINATION Form of application:- Every application for examination shall be in form-A. The applicant shall fill in such parts of the form or are to be filled in by a candidate and shall sign the form in the presence of a Gazetted officer or an Honorary Magistrate who shall attest his signature. The application so filled in shall be forwarded to the Secretary, Board of Examiners on or before 11.03.2011 and shall be accompanied by :(a) Originals and one Xerox copy of each of all testimonials in respect of practical experience and theoretical educational qualifications of the candidate. (b) Testimonials of good character from his employer with a certificate of age. (c) A treasury challan or such other evidence as the state Government may specify in this behalf in support of payment of the fees specified in these rules and

(d) Two copies of recent bust photograph (size 51mm X 57mm or 2 inch X 2.25 inch one of which shall bear the signature and the thumb impression of the applicant on the back, duly attested by a gazetted officer or his current employer. Candidate to produce satisfactory testimonials:(A) No candidate shall be admitted to an examination who cannot produce satisfactory testimonials certifying his experience, ability, sobriety and general good conduct for the whole period of his qualifying service, as specified in the whole period of his qualifying service, as specified in Rule 32. Any break in the period of qualifying service shall be accounted for, such testimonials shall clearly state that the capacity in which the candidate was employed whether as an apprentice engineer, supervisor, assistant engineer and the period of such employment stating the dates between which the candidate was so employed. (B) The testimonials shall be signed by a responsible person with whom the candidate was employed and be countersigned by the owner, agent manager or secretary of the mill, factory or workshop or by such other persons as the State government may prescribe in this behalf. (C) Candidate who have undergone a course of training at an engineering college or technical institution must produce either the diploma of the

institution or a certificate from the principal or superintendent of the Institution giving the period devoted in completing the course. (D) The testimonials in respect of service on a steam ship may be signed by the chief engineer and countersigned by the Master of vessel or may be in the form of a seamans discharged certificate issued by a shipping master. (E) The testimonials of service rendered on railway boilers or boilers belonging to a government department or local bodies, shall be signed by a responsible officer under whom the candidate has directly served and countersigned by the head of the department concerned. Doubtful testimonials:If the secretary has reason to doubt the truth of any statement made in any application or testimonials he may make such enquiries as he thinks fit to verify the same . Filling of copies and return of original testimonials: Application and copies of testimonials submitted by candidates shall be filled in the office of the chairman original testimonials shall be returned to the candidate as soon as possible. Age and training: A candidate for a certificate of proficiency as a boiler Operation engineer shall not be less than 23 years of age and shall not be admitted to the examination unless he proves to the satisfaction of the Chairman that he ahs successfully completed:(a) a full time apprentice engineers course of at least three years, in a recognized workshop engaged in making, repairing or operation of boilers and accessories. Or A degree or diploma in mechanical or electrical engineering, recognized by the Institution of Engineers (India) for exemption from section A and B of their examination. (b) served not less than 2 years as an engineer or Assistant engineer in the running and maintenance of a battery of boiler not less than two in number and each of not less than 92.9 square meters (1000 square feet ) heating surface. Service not in strict conformity with Rules Notwithstanding anything to the contrary contained in Rule 32, the board on sufficient cause being shown may allow any candidate to appear for the

examination or grant exemption from any portion of the examination as prescribed in these rules. Nature of examination:examination for certificate of proficiency as a Boiler Engineer shall be of such nature as to test the practical ability and technical knowledge of the candidate to be in charge of steam generating plants of all types and pressures in use in the country . MODE OF EXAMINATION Subjects for examination:Examination shall be conducted in the following manner. (a) a written examination comprising of one paper on mathematics, one paper on applied mechanics and one paper on boilers and heat engines, set with reference to the syllabus prescribed in rule 36. (b) A drawing examination to make within a prescribed time a drawing and /or a boiler or part thereof with reference to clause (c) of rule 36 and (c) an oral examination to answer questions pertaining to boiler practice and if required by the examiner to demonstrate in the examination room or in a workshop or boiler house his ability to carryout the practical aspects of his duties in workman like manner. SYLLABUS FOR EXAMINATION (a) Mathematics ratio and proportion, variation, use of logarithmic tables, calculation on areas, volumes, quantities and weight, simple quadratic algebraic equations and their applications, plotting of curves. (b) Applied mechanics, Units of force, work, power energy and their relationship, conditions of equilibrium of a system of coplanar forces, centre of gravity, levers, simple problems on moments of inertia, stress and stain Hookers law, Youngs modulus; modulus of rigidity; simple problems relating to calculation of direct and bending stresses in shafts; power transmitted by shafts, Torque, circumferential and longitudinal stresses in pressure vessels; riveted and bolted joints, pipe flanges, calculation of working pressure of parts of boilers and steam pipes in accordance with the Indian Boiler Regulations 1950. (c) Drawing:- Preparation of working sketches of drawings of steam engines , boilers, boiler mountings or parts thereof.

(d) (d) Boilers & Heat Engines : Basic principles of thermodynamics, use of steam tables, description, operations and maintenance of different types of boilers, economizers and their mountings and fittings, description, operation and maintenance of feed pumps, injectors, feed regulators, water softener, feed heaters, air heaters, steam accumulators and super heaters fuels and their characteristics, combustions of fuels, mechanical stokers, burners, pulverisers, draught fans, boiler scale, its effects on heat transfer, internal and external cleaning of boilers, de-aeration of feed water, PH value hardness and alkalinity in feed and boiler water makeup water, boiler house instrumentation, efficiency of boilers, working of different types of reciprocating engines, and turbines, station efficiency, reheat, steam piping layout, expansion bends, supports, anchors, drainage etc. materials used in construction of boilers and heat engines, the Indian Boiler Regulations. A candidate shall have to secure at least 45 per cent marks in each written paper as well as in the oral and drawing examinations but the aggregate should not be less than 55% of the total marks in order that he can be awarded a certificate of proficiency under these rules. Fees for examination (a) Candidates for examination for a Certificate of Proficiency as Boiler Operation Engineer shall pay a fee of Rs 300/- ( Three hundred only ) which shall not, except as otherwise provided in these rules, be refundable. (b) All fees payable under these rules shall be deposited in the Government Treasury in the State under the account head : Head : 0230 Labour & Employment 103 Fees for the Inspection of Steam Boiler The following decisions were taken in the various meetings of Board of Examiners under Boiler Operation Engineers Rules 1967 held previously. 1 A Degree holder in Mechanical engineering shall be exempted from appearing in all the written papers. 2. A degree holder in Electrical Engineering, Production Engineering, Chemical engineering, Electronics and Communication engineering, Industrial Engineering shall be exempted from appearing in the following papers. (i) Mathematics (ii) Applied Mechanics (iii) Drawing

But he/she has to appear in the written paper of boiler & Heat Engines. 3. Candidates who have got diploma in chemical, electronic & communication, industrial engineering branches may also be allowed to appear in the examinations but they will have to appear in all written papers. 4. The employee education scheme (advance course in chemical / Electrical / Mechanical and instrumentation engineering conducted by National fertilizers Ltd., Naya Nagal unit has been accepted as educational qualification for exemptions from studentship examination as mentioned in appendix iv page 173 of the rules and syllabus of the examination conducted by institutions Of Engineers (India), As such the certificate given by the above said NFL unit is equivalent to diploma. Hence such certificate holders may be allowed to appear in the examination at par with other diploma holders. 5. A person having First class competency certificate of MOT(Mechanical) Ministry of Transport, Government of India will be exempted from all written papers and MOT (Electrical) has to appear in Boiler & Heat engines paper. 6. The certificate issued by the Institute of Mechanical Engineers (India Mumbai ) after passing section A&B of associate member ship examination of the institute of mechanical engineers (India ) is a recognized qualification at par with a degree in mechanical engineering from a recognised Indian University/Institution for the purpose of employment under Central Government. 7. Candidate working in thermal power plant and having experience of working on one boiler of heating surface of more than 697 sq.m. can be allowed to appear in the examination. 8. No Exemption from any written paper to a candidate who has passed only section A of AMIE examination shall be given. Candidate having diploma in engineering shall not be exempted from appearing in drawing paper. 9. A degree holder in Engineering will mean that the said degree holder is exempted from appearing in section A&B of Institute of engineers of India in their examination. 10. A degree holder with more than 3 years experience in such boiler houses as specified under rule 32(b) of Rajasthan Boiler Operation engineers Rules 1967 after passing the degree, shall be eligible for appearing in the examination irrespective of the designation. 11. A diploma holder having 5 year experience after passing the diploma out of which minimum 3 years of experience should be in such boiler houses as specified under Rule 32(b) shall be eligible to appear in the examination.

12. Exemption of Applied Mechanics would be applicable subject to confirmation that candidate has appeared in applied mechanics paper during degree examinations. 13. The last date of submitting the application shall be treated as the final date for the purpose of completing period of qualifying experience. 14. The candidate who has secured minimum 55% marks in any written paper shall be exempted from reappearing in the said paper at the time of next examination. No exemption will be given from the oral examination. This will be applicable to all the candidates who have appeared in the past and secured 55% marks in any written paper. 15. The candidate who has passed in all the written papers with a minimum aggregate marks of 55% in all the written papers but has failed in the oral test / interview, shall be exempted from re appearing in all the written papers in the subsequent examinations and have to appear in only oral examination / interview. 16. Those candidates who appear only in oral examination by virtue of their being exempted to appear /reappear in the written examinations will have to secure minimum 55% marks as the pass marks in the oral examination / interview. 17. One year training from the National Power training institutes may be considered equivalent to one year experience for the purpose of eligibility for appearing the examination. NOTE: The candidates are advised to read the Boiler Operation Engineers rules, 1967 before filling the Application Form particularly from Rule 27 to 39.
