CORRECTION SLIP 1341 REGULATION FOR DOCTOR OF PHILOSOPHY EXAMINATION IN ARTS, SCIENCE, TECHNOLOGY, COMMERCE, MANAGEMENT, EDUCATION, LAW AND MEDICINE UNDER UTKAL UNIVERSITY, 2010. The following shall be the Regulation for Doctors of Philosophy Examination in Arts, Science, Technology, Commerce, Management, Education and Law under Utkal University. 1. 1.1 ELIGIBILITY OF SCHOLAR: Master Degree holders having secured at least 55% of marks in the above mentioned discipline of Utkal University or any other University recognized as equivalent thereto by Utkal University are eligible for Ph.D. registration provided they qualify an entrance test followed by an interview. However, candidates belonging to SC/ST category shall be given a relaxation of 5% of marks at Masters Level (i.e. 50%). The schedule of entrance test will be notified by the Controller of Examinations. The number of seats available in each subject for Ph.D. registration be notified by the Controller of Examinations on recommendation of SRC and be available on University Website. Candidate qualifying UGC-CSIR-NET/GATE/SLET/INSPIRE Fellowship of DST and Awardees of Teacher Fellow are exempted from such tests and interview. M.Phil. Degree holders are also exempted from entrance test and interview provided they have been admitted to M.Phil Programme through an written entrance test. Subjects in which marks are not awarded, equivalent grade point shall be taken as the qualifying grade/ mark. The successful candidates will be eligible for Ph.D. registration in their relevant subject in the Masters level. Registration in allied/ multi-disciplinary/Interdisciplinary subjects other than his/her subject at the Masters level will be decided by the Subject Research Committee. APPLICATION FOR REGISTRATION: An eligible candidate who has qualified the entrance test and interview or who is exempted from entrance test and interview shall apply for Ph.D.registration in the prescribed form (Appendix-I) on payment of requisite fees prescribed. Proforma will also be available in the University Website. A candidate may apply in down loaded form and deposit the requisite fees through Bank Draft drawn in favour of Comptroller of Finance, Utkal University payable at S.B.I./Syndicate Bank of Utkal University Campus Branch, Vani Vihar.

Application for entrance examination can be made at any time during the year. The candidate shall certify that she/he has not registered for Ph.D.under Utkal University earlier or in any other University. Ph.D. Registration applications shall be placed before SRC to which members of SRC/Faculty of the P.G. Department/Allied P.G.Departments would be invited. Such presentation shall be held in the concerned P.G.Departments of the University. For other subjects where there is no P.G.Department inside the campus, the same shall be conducted in the University Office or at the approved centre. All such presentations shall be co-ordinated by Chairman, SRC. The SRC shall record the suggestions/suggested changes. The candidate shall incorporate such changes in the synopsis and submit the revised synopsis within 60 days to the Chairman SRC and the same may be approved by the SRC. The entire process has to be completed within 60 days from the date of presentation. In case the candidate fails to submit revised synopsis within 60 days she/he has to apply afresh for registration. In case the SRC rejects the synopsis the same shall be communicated by the Controller of Examinations to the candidate in writing with reasons. The candidate may resubmit a fresh synopsis within six months without any further fees. The registration shall be valid for 5 years from the date of registration. A candidate, however, shall be allowed annual renewal of the registration on the recommendation of the SRC i.e. the candidate has to make a presentation before SRC at least two times within 5 years with the interval of 2 years respectively. The extension additional three years to be reviewed at 1 years interval not more than three times after 5 years .After 8 years the registration may be cancelled automatically. The candidate would be required to make a presentation before the committee as under Clause 2.4 at the end of the `2nd year, 3rd year and 4th year i.e. after registration, detailing progress of work, survey, experimentation, review of literature, methodology and findings etc. In case the candidate fails to make presentation the University may cancel registration. Relaxation, if any, may be granted by the Vice Chancellor on recommendation of the SRC with valid reasons. Every six months the candidate shall submit a progress report through the Supervisor. The candidate who has already completed 8 years from the date of registration and has valid extension may submit his/her thesis within the valid period. Further, other categories of affected candidates may appeal to the Vice Chancellor and their cases shall be considered by the Vice Chancellor on individual merit.

SUPERVISOR / CO-SUPERVISOR: ELIGIBILITY CRITERIA: Must hold a Ph.D. Degree in the relevant Subject / Allied Area.

Must have 5 Research Publications in peer reviewed/indexed / reputed journals. Shall be a Lecturer/Reader/Professor ( including retired) in a University with P.G. Teaching Facility with minimum three years P.G. Teaching experience. OR A Lecturer/Reader/Professor (including retired) with 8 years Honours Teaching Experience or 5 years P.G.Teaching Experience in Affiliated Colleges A Research Scientist with 5 years of Post-Doctoral research experience working in Research Institute of repute. Existing Research Supervisors must fulfill the above criteria for accepting fresh candidates. SRC shall verify the same. The proforma for registration would call for necessary information from the supervisors/candidates.

Research experience and publications of the supervisor/scholar shall be considered by SRC for eligibility for guidance of doctoral dissertation. After recommendation of SRC the same be finally approved by the Vice-Chancellor for recognition as a research guide and the Controller of Examinations shall notify accordingly. A Supervisor is entitled to take a maximum number research scholars including co-guide considering all candidates registered with him/her under Universities including Utkal as follows : Professor and Associate Professors (Professor/Readers) - 08 All others - 05 The eligibility of Supervisor shall be decided by the SRC on application through proper channel. Existing recognized guides are required to fulfill the present prescribed conditions in order to be eligible for accepting new scholars as under 3.1. For interdisciplinary and multi-disciplinary works the scholar may choose to pursue research work under the supervision of a guide drawn from other allied subjects and additional guide from the parent subject need not be insisted upon by SRC.

FUNCTIONS OF THE SUPERVISOR/CO-SUPERVISOR: The Supervisor shall accept maximum no of scholar as per Clause 3.2. The Supervisor shall give a certificate that the scholar is a befitting scholar well conversant with the work which he/she intends to undertake for his/her Ph.D. The Supervisor/Co-supervisor needs to be present in the seminar presentation (Synopsis, renewal and pre-submission). In case of co-supervisor at least one of the supervisors must be present. In exceptional cases waiver can be granted by the Vice Chancellor only on recommendation of Controller of Examinations on valid or genuine ground.

The Supervisor shall endorse the progress report of the scholar to the Controller of Examinations in every six months. The Supervisor shall inform the Controller of Examinations his/her inability to guide a registered scholar giving reasons thereof when such a case arises. The Supervisor shall recommend for change of title of the thesis to the Controller of Examinations explaining sufficient reasons to that effect and the SRC will examine this change of title and recommend to the Controller of Examinations for approval. The Supervisor shall recommend the thesis for valuation with a forwarding letter and a certificate that the work done by the scholar is within the area of registration and of his own that it has not been submitted previously either in this University or in any other University for award of any Degree/Diploma. The Supervisor shall submit a panel of eight examiners drawn from outside the State of Orissa (except for Oriya where at least three names be from outside through the SRC.) The SRC/Vice-Chancellor may add or delete the names in the panel. The supervisor shall specify the area of specialization of the proposed examiners. The Supervisor shall intimate mailing address of Examiners including any change of address to the Controller of Examinations E-mail ID and Telephone Nos. (Office, Residence, Mobile) and Fax No. may also be intimated at the time of submission of the panel of examiners to Controller of Examinations. Number of Supervisors including co-supervisor shall be limited to maximum 03 (three) only. One of the co-supervisors may be from outside India provided the SRC recommends the same and the Vice Chancellor approves this. All the supervisors should participate in teaching Ph.D level courses and shall act as the examiners. The Chairman, SRC shall co-ordinate the teaching assignments of the Supervisors at the designated place of offering of the courses. The Supervisors not participating in teaching without valid reasons may be debarred to become a recognized guide/Supervisor. The first supervisor shall be Chairman of Board of Examiners. The candidate shall submit required additional copies of theses for co-supervisors. In case of death of the first, second supervisor on the second or third supervisor respectively shall automatically be considered as the first supervisor and discharge all such responsibilities under approval of the Vice Chancellor. All supervisors (including Co-supervisors) shall certify that the candidate is not a near relative (as defined for other University examinations). The Supervisor and /or the scholar must be residing within the territorial jurisdiction of Utkal University. Ph.D. in Medicine: - The eligibility of the scholar and the Supervisor shall be determined as per norms of laid down in the statutes or guide lines of MCI.

PLACE OF RESEARCH/ PLACE OF Ph.D COURSE WORK Only P.G.Teaching Departments of University/constituent Colleges with sufficient infrastructure in terms of Lab. and Library shall be places of Research. Ph.D. programmes can not be conducted through Distance Education mode as per the UGC regulations, 2009. Recognized Research Institutes/autonomous colleges can be the Place of Research, if recognized by RCU and the Syndicate on the recommendation of an expert committee. Other Universities on request can be recognized as a Place of Research by the RCU and the Syndicate on the recommendation of SRC. GRANT OF REGISTRATION: The date of registration shall be date on which SRC recommends the Synopsis or the revised Synopsis as the case may be. The candidate has to undertake a course work of one semester (six months) in the concerned discipline. The Head of the Department or Head of the recognized centre will issue a course completion certificate to this effect to the successful candidates on the basis of performance in the examinations conducted under the guidance of the SRC. Before registration letter is issued by the Controller of Examinations the candidate has to submit the course completion certificate to the Controller of Examinations. The performance of the candidate will be evaluated by the SRC by conducting an examination for the same. Normally the course work will be carried out in the P.G.Departments or in a recognized centre of the University. If somebody has already done the course work in other University/Institutions/Departments due credit be given to him and she/he may be waived from undertaking another course work. The course curriculum of the coursework and the place of course work will be framed by the respective SRC. While registering candidates for Ph.D. programme, the University shall pay due attention to the State Reservation policy. The total number of seats for Ph.D. Registration may be notified earlier and this shall be filled up by the respective Department taking the State Reservation policy into consideration. SUBJECT RESEARCH COMMITTEE (SRC):There shall be a SRC for each subject covered under this regulation comprising ordinarily 5 members out of which at least three shall be drawn from the faculty members of the P.G.Department of the University. For subjects for which there is no P.G. Department in the University, the Syndicate may nominate faculty members from other Universities/allied Departments Disciplines. The tenure of the members of SRC shall be for two years from the date of notification by the Controller of Examinations. Vacancy, if any, owing to death or retirement or transfer or other reasons including poor performance or based on complains received by the Vice-Chancellor shall be filled by the Vice Chancellor for the remaining period.

Ordinarily the meeting of the SRC shall be convened by the Controller of Examinations at least twice a year i.e. in August September and February March or by the Chairman, SRC with intimation to the Controller of Examinations. The Controller of Examinations may convene the meeting more frequently to ensure that applications are not kept pending for a long period of more than six months. In view of introduction of the new admission procedure as well as the course work system in the Ph D Programme, the Head of the PG department of the respective subject shall be the ex-officio Chairman of the SRC. For the research centres other than the Pg Departments, the Chairman of the SRC shall be nominated by the Vice Chancellor. Any other deviation needs approval of the Vice-Chancellor. Quorum of SRC shall be more than 1/3rd of the total members or at least 3 whichever is higher. SRC Chairman will conduct the entrance test for Ph.D. and will publish the result after valuation of answer scripts.. The qualifying mark in the entrance test will be decided by the SRC. The candidates who qualify in the entrance test will be called for an interview. The interview shall be conducted by the SRC. The final select list will be notified by the Controller of Examinations. SRC Chairman will coordinate the course works and the evaluation of the Ph. D students and submit the results for approval of the VC through the Contoller of Examination. FUNCTIONS OF SRC:

9.1 SRC shall scrutinize the applications and select the candidates for Ph.D registration taking proposed topic of research, presentation of the Synopsis SRC shall allot the candidates from the select list to the supervisors depending on the specialization and the vacancy available with them. 9.2 SRC shall consider eligibility of Supervisors. It shall also consider requests of scholars for change of supervisor with (or without) the consent/recommendation of the Supervisor. Change of supervisor may be allowed with the recommendation of the supervisor by the SRC. However, the request of scholars for change of supervisor (without the recommendation of the Supervisor) would be considered on merit of the case and in extraordinary circumstances the SRC may give a hearing to the scholar. Appeals on the decision of the SRC can be made to the Research Committee of the University (RCU). In case of change of supervisor, the SRC may allow the scholar to work on the topic under the supervision of a new guide. The SRC in extreme cases with sufficient reasons may direct the scholar to work on a new topic under a new supervisor. The Vice Chancellor shall be the authority for allowing change of Supervisor/cancellation of the Topic and Title etc. 9.3 SRC shall consider and recommend the names of Ph.D. examiner, change of topic/title of the research if found necessary/genuine at the request of the scholar with approval/ recommendation of supervisor. 9.4 The Controller of Examinations on the recommendation of the SRC may allow minor changes in the Topic / Title of Thesis, if found, necessary and genuine.

9.5 SRC shall consider and recommend the change of supervisor/Co-supervisor on the written request of scholar if the original guide is dead. 9.6 The Supervisor in consultation with Chairman, SRC shall organize all Presentations/ Seminars (Synopsis renewal and pre-submission) and a letter to this effect may be sent either by the Guide or Chairman, SRC well in advance to all the members The Controller of Examinations be intimated about this to all candidates and all members of SRC well in advance. 9.7 Any other duty assigned by the Syndicate from time to time. 9.8 SRC will formulate the course curriculum to be undertaken by each research scholar/TF and the course completion certificate will be issued by the HOD of the concerned P.G. Department after evaluation or by the Head of the organization recognized for course work 9.9 SRC will prepare the list of examiners based on the panel of examiners submitted by the supervisor by addition/deletion etc. 10. 10.1 RESEARCH COMMITTEE OF THE UNIVERSITY (RCU): The Research Committee of the University (RCU) shall consist of at least 7 members: Vice-Chancellor ( as the Chairman) Chairman, P.G. Council Prof.-in-Charge, Research and Development/ Prof.-in-charge, Evaluation A member of the Syndicate nominated by the Syndicate Two faculty members not below the rank of Professor from the P.G. Department of University or from the Research Institutes (equivalence to Professors position) to be nominated by the Vice Chancellor. The Controller of Examinations (as the Convener).

The RCU may invite any Chairman of a SRC/Supervisor if need arises. The tenure of RCU shall be two years .Vacancy, if any, within the tenure would be filled by the Vice-Chancellor. The quorum for meeting shall be more than 1/3rd or 3 whichever is higher. 10.2FUNCTION OF R.C.U.:(a) Shall decide the eligibility of an institution as a place of research independently or on the basis of the recommendation by SRC or on the recommendation of an expert committee after they visit the institute. Shall deal with the adverse reports/lack of unanimous recommendation by the examiner/doubts on such matters. Shall deal with such matters as may be brought before it for consideration by the Vice Chancellor, the Controller of Examinations or by any member of RCU/SRC. Shall deal with the complaints of the research supervisors/research scholars. Shall deal with all appeals on the decision of the SRC and Controller of Examinations.

FUNCTION OF THE CONTROLLER OF EXAMINATIONS (C.E.):The Controller of Examinations shall Issue notification inviting application for Ph.D. examinations/Registration at least once in a year. Take steps for formation of Subject Research Committees (SRC). In exceptional cases the Vice Chancellor may waive examiership of CoSupervisor both from theory and Viva-Voce examination. This be read along with clause 4.10 and 4.11. Examination of the Thesis by Board of Examiners as above shall be mandatory components of Examination for Ph.D. examination. However, in case of the ViceChancellor receives any complain about any examiner, he may change the composition of the Board

11.7 Seeking consent for examinership 11.8 To seek the consent of examiners from the panel approved by the Vice Chancellor, or to seek consent of any examiner declines to be the examiner or does not respond within six weeks. 11.9 Request the SRC to submit another panel of six names to be selected as examiner of the thesis, if nobody from the approval list agrees to be the examiner. 11.10 Send the thesis to the examiners in the manner he deems proper, but within a month from the receipt of the consent letter from the examiner. 11.11 Constitute of Board of examiners as under clause 10.7. 11.12 Communicate any adverse comment from examiner immediately to the Supervisor/Chairman SRC (i.e. for scholars working independently) under approval of the Vice Chancellor for compliance by the candidate. The Controller of Examinations shall not wait for reports of all the examiners to communicate the adverse report, if any. The candidate may be allowed to offer clarification, if any, carryout the suggested changes and re-submit the thesis within two months from despatch of the adverse comment/ report. The matter may be placed by the Controller of Examinations before RCU for a final decision. Adverse comments/reports should be communicated within 30 days of receipt from examiners. Communicate all the examiners report to the Supervisor/Chairman SRC (for Scholars working independently) before the conduct of Viva-Voce. The scholars should prepare accordingly for the Viva-Voce. Scholars would be kept informed of the contents of the report by the Supervisor /Chairman SRC (for scholars working independently). The candidate has to defend the thesis in an open seminar under the Chairmanship of the Supervisor, who will issue notice about the Vivavoce well in advance among the members. If the presentation is not satisfactory as per the report of the Chairman, SRC the candidate will defend the thesis after a period of 3 months without the external examiner

The Controller of Examinations may use e-mail for correspondence with examiners. E-mail consent shall be valid. SUBMISSION OF THESIS:Every registered candidate can submit his/her thesis on completion of two years from the date of registration on presentation of pre-submission-seminar and approval by SRC. The candidate should have at least one publication based on the findings of the Research in referred journal .Such publication has to be after six months from the date of registration. In exceptional cases, if permitted by the Vice Chancellor , the thesis can be submitted six months earlier on recommendation of the Supervisor and SRC and on production of reprints of at least three quality research publication based on the Doctoral Research Work in referred /reputed journals.

12.3 Each candidate shall be required to make a Seminar presentation before being allowed to submit the thesis before a committee as under clause-2.4 .The presentation shall be preferably a power point presentation. It shall include the problem, the methodology, the findings/results and discussions contribution to the field, and improvement over earlier work etc. She/he shall also elaborate how changes, if any, recommended by SRC has been incorporated in the thesis. Only on recommendation by the SRC and approval of Vice-Chancellor the candidate may submit the thesis within two months of notification by the Controller of Examinations. The SRC shall issue a No objection certificate for submission immediately after satisfactory presentation of the pre-submission seminar. In case there are no experts in the relevant field available in the SRC/Faculty of P.G.Department, the Chairman SRC may invite an outside expert to the presentations (Registration/ Renewal /Pre-submission) in consultation with the Supervisor of the candidate. At the stage of pre-submission Seminar the SRC may allow suitable modification in the title of the thesis, if any. The Supervisor / Co-Supervisor shall be present in all the presentations /seminars (Synopsis /Renewal / pre-submission).Vice Chancellor may grant waiver to CoSupervisors/Supervisors depending upon the merit of the case on the recommendation of Controller of Examinations. The Supervisor in consultation with the Chairman SRC shall organize the presubmission/ defence seminar presentation before submission of the thesis .The Supervisor shall issue notice to all members of SRC and faculty members of the concerned Department and a general notice through the HOD of the respective Department inviting all concerned to the seminar with a copy to Controller of Examinations for record. 12.4. Every candidate six month before submission of his/her thesis shall inform the Controller of Examinations, through his/her supervisor about plan of submission. The thesis shall be submitted in triplicate (Ph.D.) with additional copies for co-supervisors along with. (a) Original letter including renewal letters of Ph.D. registration. (b) Five copies of the abstract (not exceeding 500 words) including soft copies. (c) A certificate from the supervisor that the work done by the candidate is original and is consistent with the approved synopsis. (d) Prescribed fee in the form of DD payable to the Comptroller of Finance, Utkal University. (e) Two soft copies (CD/DVD) of the thesis in PDF. (The University shall submit a soft copy of Ph.D. thesis to the U.G.C. within 30 days of notification of Award for hosting the same in INFLIBNET accessible to all Institutions/Universities. (f) A certificate from the SRC to the effect that the candidate has successfully presented the pre-submission seminar and the SRC has recommended him /her to submit the thesis.

LANGUAGE OF THE THESIS:The language of the entire thesis will be in English. But in case of language subjects, the candidate shall be required to write the thesis in the same language or in English,

TYPE AND BINDING OF THE THESIS:A thesis shall be typed preferably on both the sides of the paper and be soft bound. A hard bound copy will be required for preservation in the library.

STRUCTURE OF FEES & PROCESSING CHARGES The structure of fees and processing charges shall be decided by the Syndicate from time to time .The existing structure is as follows:Fees & Processing Charges Amount Rs. 200/Rs. 1,000/-

Anomaly, if any may be referred to the Vice-Chancellor and if need arises the Vice-Chancellor may refer the matter to RCU depending on the case. The Ph.D. Regulation 2010 shall come into force from the academic session 2010-11. The University shall issue a Provisional Certificate to the effect that the Ph.D. Degree has been awarded with the provision to the UGC (Minimum Standards and Procedures for award of Ph.D. Degree) Regulations, 2009.
