Analysis of Election Expenses of MLAs from the Tamil Nadu 2011 Assembly Elections
Why election Expenses are important? 1. An analysis of expense statements of all newly elected MLAs is being done for the first time ever within the deadline of 45 days(from the date of declaration of results) during which the election of a candidate can be challenged on grounds of under-declaration of election expenses. 2. Since these results were declared on 13 May, the last date of such a challenge through an election petition will be 28 July 3. As per section 81 of the Representation of Peoples Act, any candidate or voter can file an election petition Highlights of this Report: Based on the election expense declarations of 234 newly elected MLAs of Tamil Nadu to the ECI, the average amount of money spent by them in the elections is only about 7.12 lakhs, which is about 45% of the expense limit (16 lakhs). The average election expense declared by MLAs party wise for AIADMK's 150 MLAs was Rs 6,96,316, for DMDK 's 29 MLAs was Rs 7,23,068, for DMK's 23 MLAs was Rs 7,23,421, for CPI(M)'s 10 MLAs was Rs 6,26,022. INCs 5 MLAs showed the highest average expenditure of Rs. 9,15,187 amongst main parties. Only 4 MLAs have declared that they have spent more than 90% of the amount (i.e. over 14 lakhs). A total of 161 MLAs have declared election expenses less than Rs 8 Lacs (that is less than 50% of Expense Limit set by ECI). (Detailed tables are given below) The maximum expense of 15,73,700 has been declared by K.T Pachaimal of AIADMK, from Kanniyakumari Constituency followed by 15,35,993 by Dr. K. Krishnasamy of Puthiya Thamilgam, from Ottapidaram constituency and 15,04,490 by Anitha R. Radhakrishnan of Tiruchendur constituency . The minimum expense of 75,595 has been declared by A. Soundararajan of CPI(M) from Perambur constituency. He is followed by S. Ramachandran of DMDK from Alandur with election expenses of about 2 lakhs and T. Indira Gandhi of AIADMK from Thuraiyur with expenses of 2.5 lakhs. Expense on Public Meetings and Processions: Out of all the 234 MLAs analyzed, 58 (i.e 25%) have not shown ANY money spent on public meetings, processions etc. 77 MLAs (i.e 33%) have shown less than Rs 10,000 expense on public meetings etc in their abstract statements.

Expense on Campaigning through electronic/print media: 58 MLAs have declared that they have not spent ANY amount on campaigning through electronic/print media. Expense on Campaign Workers: 56 (i.e. 24%) MLAs have declared that they have not spent ANY amount on Campaign workers. 77 MLAs (i.e. 33%) have spent less than Rs. 10 thousand on this. Expense on Vehicles used: 5 MLAs have declared that they have not spent ANY amount on vehicles used during campaigning. 43 MLAs (18%) have declared expenses of less than Rs 1 Lacs. Expense on Campaign Materials and Erection of gates, arches etc.: 7 MLAs have declared that they have NOT spent any money on campaign materials. 20 MLAs (9%) have declared expenses of less than Rs. 10,000 only. The National Election Watch demands that the ECI should specifically investigate the election expenses of candidates who have declared very little or no expenses on use of vehicles, campaign material, public meetings, campaign workers and print/electronic media to check the verity of these disclosures. Tamil Nadu/Delhi, June 25th, 2011: Association for Democratic Reforms (ADR) and National Election Watch (NEW), a nationwide campaign comprising of more than 1200 NGOs and other citizen led organizations, have been working on electoral reforms, improving democracy and governance in India. Tamil Nadu Election Watch (TNEW) has analyzed the abstract statement of expenses of the 30 MLAs who have won the Tamil Nadu 2011 Assembly Elections. National Election Watch (NEW) analysed the abstracts of election expenses submitted by 30 MLAs. This report is based on the analysis of the information provided by the MLAs and submitted to ECI. The Election Commission released expense abstract statements of the winners, first and second runners up of each state on the Chief Electoral Officer (CEO)s website. In few cases where the abstract statement of the MLAs was not available, the summary sheet uploaded on the CEOs website which was instead uploaded has been used for taking information for our analysis.

Tamil Nadu 2011 Assembly Elections Expense: Introduction

Tamil Nadu Assembly Elections, 2011 was held in April, 2011. Tamil Nadu Election Watch and Association for Democratic Reforms analyzed abstract statements of election expenses for winners, first and second runners up for all the 234 constituencies in Tamil Nadu. Whereever the abstract statement of election expenses of Winners is not available, data from the summary sheet of election expenses of the MLA provided by Election Commission is used. This report is based on the analysis of the same.

Top 5 MLAs with highest declared election expenses in 2011 Assembly Elections
K.T Pachaimal of AIADMK has declared the highest expenses of Rs. 15,73,700 followed by Dr.K.Krishnasamy of Puthiya Thamilagam as shown in the table below for the top 5 expenses declared by MLAs in the Assembly elections.

The table below gives the average election expense of each party during the Assembly Elections 2011. It is seen that the highest average expenditure amongst all the main parties (with 5+ MLAs) was only 45% of the expense limit stipulated by the ECI for each candidate per constituency.
