To Dr .

Man Mohan Singh Honble Prime Minister, Parliament House,New-Delhi-11001 Subject: convey approval to the GOK proposal to form SPV to build Commuter Rail Corridor inBlore city &-urged to start commuter train facilities between Tumkur-Blore-Ramanagar using existing corridor Ref:1]Honble Chief Minister GOK letter No.CM682 GOI 10dtd11-9-2010 addressesd to your kindself 2]GOK infrastructure Dept Bangalore letter No.IDD60 NSW2009 addressed to the Railway Board New Delhi In inviting your kind reference to the captioned subject, I write to state that thousands of families reside in satellite-cities/towns around Bangalore city. Hence people in lakhs make journey to Metro city Bangalore for their lively-hood daily. As such the GOK with a vision to help this population by creating fast mass connectivity system. Hence with this vision, the Govt. of Karnataka with the intention to provide Mass Rapid transits system to central Business District Bangalore from the surrounding cities/Towns visualized Commuter Rail Service [CRS]. Creating this service also provides link from Suburban areas to traffic hubs at Metro,Mono in Bangalore city, as a integrated facility. Further these attempts will certainly disperse crowd in the Bangalore. The State Government identified existing 10 rail routes to build commuter Rail corridor, of the one such route is TumkurBangalore-Ramanagar .Concept of commuter rail exists in all metros, as such GOK proposed SPV model concept to the Ministry of Railways for building such corridor by augmenting the existing Rail lines destination Bangalore city. .In past Ministry of Railways have created one separate company Mumbai Rail development corporation Ltd.[MRDCL] to augment the existing corridor in Mumbai, to enhance the funding opportunities from WB/ADB with equitable share from MOR & Govt. of Maharastra for smooth implementation. In similar to this, proposal already been submitted to the Rly Ministry by the GOK indicating its desire to participate on cost sharing for acceptance this model. These exercise ie.building Commuter Rail system, I understand, will add value to the Social Economic Benefit Index to the suburbans of Bangalore city as seen counter magnet cities developed around Mumbai/Delhi. Hence I urge you Sir, to give green signal to the proposals made by the GOK to create commuter Rail System services for building dedicated corridor under SPV model. Recently for Calcutta one such separate entity approved. Further, Tumkur city is just one hour drive from Bangalore [like Kalyan to Mumbai Noida to New -Delhi] Officials /Industrial Workers especially women Garment workers travel daily to Bangalore for their livelihood. [Please see exhibit News paper report]. Now they depend on crowding long distance trains to make jouney to Bangalore in view of only a few passenger trains are available, hence I urge you sir, the following-

> To issue necessary instructions to the Railway Board to take positive action on the proposals submitted by the GOK regarding formation of SPV to build commuter Rail corridor > As immediate solution to the problems of Tumkur- issue instructions to appropriate authorities to start commuter Rail model services between TumkurBangalore city-Ramanagar as an 1st attempt using existing double line corridor. This will help poor Industrial workers. As you are very kind and having sensitive we hope you give suitable direction to the Railway Board, in the matter. With high regards yours sincerely,
