CBR in Indonesia Introduction

Indonesian local NGO attempted to replicate the United Nations Community-based Rehabilitation (CBR) strategy in order to promote the independence of the survivors of that earthquake by providing medical, livelihood, educational, political and social interventions. CBR is a strategy within general community development for the rehabilitation, equalization of opportunities and social inclusion of all people with disabilities (ILO, UNESCO and WHO, 2004:2). It is an example of Michael Olivers theory of a social model of impairment (Oliver, 1986:16; 1990:10-11; Suharto, 2010:8) that refutes the individualization of diffabled peoples problems, raises community awareness and acceptance towards diffabled people, promotes social inclusion and treats diffability rights as an integral element of human rights. However, the term rehabilitation treats a diffabled person as a target rather than an active actor of development. CBR, therefore, merely provides treatment, both medical and non-medical, with the aim of making impaired people as normal as possible. It is a pseudo-social model - an individual model with an additional requirement of community participation (Suharto, 2010:11-2).

In this year we were able to provide an operation for more than 120 very poor children with harelips and cleft palates .105 children from poor families with cleft palates or meningocele are still waiting for operation in Malang and Bondowoso in 2007 Training Rehabilitation Workers. Bhakti Luhur is training field workers and volunteers for Community Based Rehabilitation In teh second half of 2007 2 CBR courses are running. 1.The course in rehabilitating the blind and low vision children 2.Speech therapy and Rehabilitation. of deaf and low hearing children. Furthermore The basic training for Community Based Rehabilitation for 420 participants. Partnership. C.B.M. Christian Blind Mission is helping for the training of fieldworkers. The Liliane Foundation the best Dutch foundation for direct help for disabled children rehabilitation work in the villages ,is assisting 12 centers. The foundation Dark and Light is helping our blind children. The foundation Develpment Aid for South Asia "SOZA" is assiting by financial adoptation of more than 300 disabled children. 30 Indonesian families in Singapore have financially adopted 30 disabled children of Bhakti Luhur but we are still in need of many more Publishing The book "Disabled Village children " of David Werner. Translated in the Indonesian Language "ANAK-ANAK DESA YANG MENYANDANG CACAT " is now distributed in the whole of Indonesia. Inclusive Education For Children With Special Needs We are helping now many village schools where there are intellectually disabled children and the teachers do not know how to help them through courses for inclusive education and preparing children through CBR for Inclusive education.We are in need of assistance for 600 disabled children to be integrated in 2007-2008 spec. On 20 December 2006 at the occasion of the HKSN the director of BHAKTI LUHUR received a national award ; The LENCANA KEBAKTIAN SOSIAL

Our mission is to help physically disabled young adults, particularly those from the poor families, with training in a vocational training program and providing work so that they are able to afford the cost of medical

treatment, and earning enough income to live on. Most of them are from very poor rural areas, or live in the poorer areas of the cities. A Community Based Rehabilitation (C.B.R.) program is intended too.We aim to expand our team of producers, who produce high quality handcraft products. After the May 2006 earthquake, we have also trained some earthquake survivors in the skills to earn their own income. Many survivors had lost everything and needed support to start their lives again. Increasingly, they join our team of producers. Mandiri Craft's main activity is to produce handcrafts making money for disabled people so that they may earn a living. Secondly, Mandiri Craft provides training to disabled persons by giving them the skills to earn their own income and thus increase their self-confidence which should lead to greater independence. However, those producers who prefer to stay with the Mandiri Craft community can do so.
