Despite an impassioned
eleventh-hour speech by his
lawyer and many testimonials
from students and parents, Dan
Monahan will most likely not be
returning to Lenape High School
in the fall.
The Lenape Regional High
School District recently took no
action on the case, so Monahans
termination remains.
Monahan was recently fired by
the school district for the follow-
ing reasons, according to Mona-
hans attorney, John Stapleton:
n Failure to provide appropri-
ate strategies for addressing dis-
ruptive student behaviors.
n Untimely submission of re-
quired or requested paperwork.
n Failure to follow through or
follow up on assigned tasks.
n Failure to embrace the board
model of pedagogy.
nPoor attendance.
n Failure to maintain a colle-
gial attitude with supervisors and
colleagues.
Monahan, who taught creative
writing and mass media, had
been employed with the district
for three years.
I think its a cowardly move
made by the school board, Mark
Machulsky, a parent of a Lenape
High student, said.
I think we presented the facts
that this guy is an awesome
teacher, and for them to not do
anything is I think pathetic, the
Mount Laurel resident added. I
think thats a disgrace.
Dozens of people attended the
meeting to support the embattled
teacher.
Technically, the board has
three business days to respond to
Monahans request to be reinstat-
ed. As of press time, it was doubt-
ful any board member would
make the motion to do that.
I dont believe thats going to
happen, Machulsky said.
Monahan briefly spoke before
the board.
I was honored to be part of the
Lenape system, he said. All I
want to do is be part of this
team.
Stapleton asked the board to
take a vote that night.
Nobody is here to undercut
the administration, he said, not-
ing that Monahans supporters
gathered 550 signatures on a peti-
tion asking for his reinstatement.
There was a mistake made,
Stapleton said. Thats it.
He noted that Monahans atten-
dance record was poor because he
was caring for his 1-year-old
daughter, who had an extremely
high fever.

Pleas to reinstate popular

By SEAN PATRICK MURPHY
The Mt. Laurel Sun
Residents who have vicious
dogs will have to pay more to li-
cense those dogs.
The township council recently
adopted an ordinance that calls
for stiffer penalties for owners of
vicious dogs.
According to Township Manag-
er Jennifer Blumenthal, the cur-
rent license fee is $150. The cur-
rent penalty by a judge is up to
$700. The new ordinance will
allow a license fee of $700 with a
penalty not to exceed $1,000.
Mayor Jim Keenan said two vi-
cious dog cases come to mind,
which helped prompt the issue.
One was in the Farnwood Sec-
tion of town, where a pit bull was
found to be unsecured and wan-
dering the neighborhood threat-
ening other dogs and children;
and the other was a more recent
incident where a pit bull got into
a residents back yard and at-
tacked a woman.
Luckily a police officer was in
the area, heard the screams, and
needed to shoot the dog to release
its bite on the womans leg,
Keenan said. I also heard of con-
cerns from residents where large
dogs were left tied up and left out-
side by themselves on public
property without a person to
monitor the dog for safety of peo-
ple and children walking by.
Blumenthal said the ordinance
will allow for higher license fees
for vicious dogs and would allow
judges to impose higher penalties
for vicious dogs.
A dog can be termed vicious by
a municipal judge, township so-
licitor Tim Prime said. Com-
plaints must be filed against a dog
owner by the police or a citizen.
The recent attack on a woman
by a pit bull was the reason to
amend the ordinance.
Blumenthal said the newer,
tougher ordinance allows a judge
to determine if a higher penalty
is warranted.
She also said the ordinance
adds language that a dog on a
leash has to be in the hands of a
person or persons capable of lead-
ing and controlling the dog.

Stapleton provided to all board

documentation showing his posi-

Somethings pretty spectacu-

The $700 licensing fee is now
comparable to other towns, Blu-
menthal said.
The ordinance is important to
protect humans from injury from
dogs who are not under the con-
trol of a capable person, Keenan
said. Basically it was amended
to apply with todays situations.
We removed some outdated
language and brought the exist-
ing ordinance up to todays situa-
tions, he added.
According to Dog Bite Law, a
noncommercial Web site updated
daily by dog bite law expert attor-
ney Kenneth Phillips, vicious
dogs roaming at large have killed
numerous Americans during the
past decade, requiring legal ac-
tion to make governmental enti-
ties respond.
On June 11, roaming dogs
ripped off the right arm, partially
tore off the left arm, and severely
lacerated the face of 74-year-old
Roy McSweeney in Hawthore,
Fla.
The Web site also has advice on
how to deal with dangerous dogs
in neighborhoods.
The laws are frequently weak,
city budgets for animal control
too low, and enforcement policies
too soft to get dangerous dogs off
our streets, the site states. How-
ever, you do not have to accept the
current status quo.
It suggests residents demand
that their representatives in mu-
nicipal government pass the right
laws and put teeth in them. That
includes tougher laws and strict
enforcement policies. Every mu-
nicipality needs to have a leash
law (i.e., dogs have to be on a
leash at all times unless they are
securely fenced upon the owners
property) and a dangerous dog
law that gives the animal control
department the authority to euth-
anize dangerous dogs and applies
to dogs that bite people or other
animals or requires a person to
take defensive action.

EDITORIAL
Pension and health care system
changes finally adopted
The state legislature has finally adopted needed
changes to the pension and health care system,
known for years to be a problem to New Jersey tax-
payers. The Democratic party in power for the past
decade has refused to change a pension system
known to be underfunded.
The same group failed to support municipalities
when our communities asked for help to address
skyrocketing costs of health care for our own mu-
nicipal employees who do such a good job.
This has forced municipalities to pass those
costs on to us, the residents of the respective towns
and cities. The same group in power now wants
you the voters to conclude it is union members
who are at fault. It is not, however, the fault of rank
and file union members.
It is the fault of the up till now majority of those
who control the state house.
If they had acted years ago or gradually over
time, we would not be in such dire straits today,
and the impact upon government employees would
not be as severe.
New Jersey residents elected Gov. Christie to
right a sinking ship, but he is forced to work with
politicians who worry more about getting re-elect-
ed then they do about the people they represent.
Three years into a major recession and now the
Legislature finally acts. Though this is the first
large step in the right direction, I hope it is not too
little too late.
Mayor Jim Keenan

Lose the decals
Red license plate stickers need to go
T
he folks who brought us Kyleighs Law five years ago
meant well. They wanted to protect young drivers. And
most of the law does just that by mandating curfews and
limiting driving privileges.
But theres one huge problem
with the law: the requirement
that teens place red decals on
the license plates of the cars
they are driving.
The intent is to let folks know
that the person behind the
wheel is a young, inexperienced
driver.
The problem with the law is that it lets folks know that the
person behind the wheel is a young, inexperienced driver.
If youve driven in New Jersey for more than 10 minutes, you
have encountered your share of idiots. Often, said idiots are en-
raged at something or someone, real or imaginary. And they
usually are in a hurry to get somewhere probably to hang out
with other idiots.
They honk horns, yell, use creative sign language, cut people
off, swerve in and out of traffic, speed and otherwise get some
kind of perverse joy in showing the world that they indeed are
the north end of a southbound mule.
Its not a huge jump to believe that these slack-jawed knuckle-
draggers will get quite the hoot in going after an easy target
like those drivers with red decals on license plates.
And those are just the normal idiots. To pedophiles and the
traditional criminal element, these red stickers are giant red
flags that say Hey, the person driving this car probably is a re-
ally easy target.
Lose the sticker requirement. Or, instead, put red license
plate stickers on a bunch of unmarked police cars. Have the
biggest, most ill-tempered cops you can find drive these cars.
Eventually, one way or another, word will get around that you
should give extra space and courtesy to those red-tag drivers.
Sticker shock
Should the state drop the
requirement that young driv-
ers have red decals on
license plates? You can visit
www.mtlaurelsun.com to
share your thoughts.

the age of 5 drown in pools and
spas each year. In honor of the
start of summer and June being
National Safety Month, the
YMCA of Burlington and Cam-
den Counties offers important
water safety tips.
n Learn to swim. The Y offers
swimming lessons for all ages, as
early as six months. The Ys pools
are equipped for people with spe-
cial needs and include chair lifts
to assist swimmers into and out
of the water.
nDesignate a water-watcher
during swim time. Parents and
guardians are responsible for
children even if a lifeguard is on
duty. Whether its one child or a
large group, make sure someone
is keeping an eye on them at all
times.
nBe prepared in case of emer-
gency. Its important to take the
time to learn life-saving skills like
CPR, and to have a phone handy
in the pool area.
n Educate others about pool
safety. Talk to babysitters and
other caregivers about appropri-
ate pool behavior.
n Dont play games underwa-
ter.
nMaintain appropriate lifesav-
ing equipment. Keep a life pre-
server and rope in the pool area,
hanging from the fence so they
are accessible but not in the way.
nSafeguard pool area for chil-
dren. Keep pool gates locked and
all furniture away from fence to
ensure a child cant climb over.
Make sure to use gates that are
self-closing and self-latching.
n Avoid entrapment. Suction
from a pools drain is so powerful
it can trap an adult underwater.
Make sure drains are in working
order and replace any missing or
broken drain covers.
nNever dive into above-ground
pools. They are too shallow, as are
most in-ground pools as well. Al-
ways be aware of the depth before
jumping in.
