PREFACE
The purpose of the Comparison of County Assessor Statistics is to provide property tax
assessment administrators and decision-makers with a uniform set of comparative
statistics to assist in the analysis and evaluation of their assessment operations and the
adequacy of assessment resources.
Data was compiled from various sources considered reliable, and verified when
available, yet not guaranteed. Users of this report are cautioned to exercise judgment
when drawing conclusions or using data contained within the report. Washingtons
thirty-nine county assessors operate within unique local geographical, political, and
economic environments that often influence the attributes of a countys assessment
system and the level of services they provide. Consequently, making direct
comparisons between individual counties may result in distorted or misleading
conclusions unless additional information is considered or more in-depth analysis is
conducted.
The numbers counties reported for their budgets, FTE levels, and appeals were as of a
specific point in time (March 2011). Due to county budgets being repeatedly revised
and the number of appeals changing, the figures reported on the County Comparison
Report may have changed since they were originally reported. The comparison report
is designed to serve as a starting point for the administrator or decision-maker.

Notes:
(a) This table may reflect a different number than the taxable parcels (locally assessed) on page 4.
Other report comparisons that reference real parcel count are based on the locally assessed taxable parcels (pg. 4).
(b) Administrative parcels typically are secondary to a primary listed parcel--used for administrative purposes.

There may be counties that use internal cut-offs, based on cost or location, for listing new construction. These
are internal measures, not supported by statute, which may distort the "current" status of NC.

Notes:
(a) Appeals--Number of petitions for appeal filed with County Board of Equalization and/or Board of Tax Appeals--Includes
actual hearings, pending hearings, stipulations and withdrawn petitions.
(b) The appeal information was reported to DOR by county assessors and is representative as of March 2011. The assessor's
reports have not been audited. Comparisons between data reported by the assessor and data tracked by the appeal
boards may vary due to different processes used for tracking appeals.
(c) Each county has their own unique appeal tracking method which can impact comparison statistics compiled for this report.
We have modified our data gathering process to address this issue for future reports.
