I am attaching a file with the full text and illustrations of the CCSP
Vision document as we sent it to the printer last evening. Please note
that graphics are already embedded in the text on pages 3 and 10. other
color graphics are attached to each of the "research element boxes" that
will be placed as noted in the text when the layout is completed.
Last evening was our latest deadline to get a full color, full layout
document ready for use by secretary Abraham and secretary evans at a
roll out schetluled for July 15. (Note: oo not disseminate this date.

Dear climate change Technology Program Principals:
I apologize for the multiple email messages on this subject. However, several points
have been raised from my previous email that deserve clarification, which are
presented below.
1. In order to ensure a comprehensive review of the Report and the comments
received

it is hoped that there are about 4-6 members will be on each
sub-comm1ttee, resulting in a total of 28-42 participants on the entire review
committee.
2. For planning purposes, the participants should assume a total of about 1 *weeks
for review and meetings. During this time, the participants will review their
respective chapters, comments and participant in reviewing meetings lasting about 3
days in washington D.c. It is anticipated that the reviews and meetings will occur
in the late August through early September.
3. The committee will be responsible for: (1) reviewing and on
the chapters to wh1ch are assigned as well as the for Pol1tymakers and
the Technical summary; (2 reviewing all public comments on the chapters
they are assigned; and (3 participate in a 3 day meeting in washington oc to
discuss and reach consensus on all comments.

Government Review of IPCC Fourth Assessment Report - Mitigation 9f climate change -- ADDEND!
Dear climate Change Technology Program Principals:
As you may be aware, the Intergovernmental Panel on climate change (IPCC) is
completing its Fourth Assessment Report (AR4)i and soon there will be a Government
and Expert Review. The climate change Techno ogy Program (CCTP), at the request of
the Department of state, is coordinating the review of the working Group III second
order Draft, Mitigation of climate change. The Government and Expert review will
take -place from 24 July 2006 to 15 september 2006.
A committee will be formed to evaluate the merit of submitted public comments and
prepare the official u.s. Government submission to the IPCC. As chair, I am
requesting your nomination of a9ency representatives to serve on this review
committee. Please directly to me at

The AR4 --Mitigation of climate change is.organized as shown below. I anticipate
will be grouped together and sub-committees formed.around

Much of our work will be performed in the sub-committees where the members will be
reviewing the collected public comments. In addition, ali committee members will be
asked to review and participate in evaluation of the summary for Policymakers and
the Technical summary.
A preliminary schedule for the review is as follows:
24 July - 23 August: comments received on Draft AR4 Mitigation of climate change
24 August: Comments collated forwarded to
25 August: CCTP sends to review committee members
6 september - 8 september: committee meeting (venue TBD but likely to be held at DOE
HQ in washington DC) .
11 September: Final collation and summary transmitted to state and ccsP.
12-14 september: state finalization of official USG position
15 september: state transmittal to IPCC secretariat
This schedule is tight with little slack; however we need to conform to the IPCC
Rules and Procedures that stipulate an eight week Government and expert review time
period.
