The 2011 State of the City Luncheon Forum will be held on July 12 at the Bakersfield Marriott at the Convention Center. Registration and networking begin at 11:30 a.m. with the luncheon and program from 12:00 to 1:30 p.m. Join the Chamber in welcoming Mayor Harvey Hall, City Manager Alan Tandy and Police Chief Greg Williamson as we take a look at the past year and whats ahead for the City of Bakersfield. Mayor Hall will give his annual update on the Mayors activities on behalf of our community. City Manager Alan Tandy will provide updates on the citys budget and revenue, and the current active projects connected to the Thomas Roads Improvement Program. He will also discuss water in the Kern River and impacts of state legislation on our city. In his first presentation to the Chamber audience,

The Greater Bakersfield Chamber of Commerce is dedicated to: Building a Strong Economy Providing Business Education & Networking Opportunities Promoting Our Community Representing the Interests of Business with Government

From the first evening reception hosting over 25 state legislators, lobbyists and consultants to the final morning testifying at the High Speed Rail Commission meeting, the Bakersfield Chamber Governmental Review Council Delegation took Sacramento by storm last month. For the first time, the Bakersfield Chamber invited Sacramento leaders to a reception hosted by the GBCC delegation to discuss issues of importance to our business community and the central valley. Attendees were also given a copy of the Chambers newly released Public Policy Platform Document and white papers on specific key issues. The legislative Summit on the second day, sponsored by the California Chamber of Commerce, featured John Watson, Chairman and Chief Executive Officer, Chevron Corporation, who urged businesses to secure the states future by making the economy grow. He cited Chevron as an example of a company experiencing challenges with the states legislative and regulatory environment, estimating that the company incurs an an-

Chamber Board Actions


In June the Chamber Board of Directors took action on the following pieces of legislation:
Oppose SB 168, which would provide that it is a misdemeanor for a person to pay anyone to gather signatures on a state or local initiative, referendum, or recall petition; and would prescribe penalties for doing so. This denies the check and balance on the legislative branch by the public limiting the use of paid signature gathers critical for successfully sponsoring a referendum. Oppose SB 568, which bans the use of polystyrene foam containers by food vendors (restaurants, delis and school districts). It threatens thousands of manufacturing jobs within the state and central valley, creates an unfair and inadequate recycling mandate on a single product, and does not reduce litter. Oppose SB 653, which would give counties, community college districts, and county offices of education the power to levy, increase or extend a local personal income tax, transactions and use tax, vehicle license fee, and excise tax, including but not limited to, an alcoholic beverages tax, a cigarette and tobacco products tax, a sweetened beverage tax and an oil severance tax, as provided. This bill would create long-term economic and compliance challenges and uncertainty for businesses and opens the door to an unequal tax structure that hurts the low and middle income taxpayers.

In addition, recent lobbying efforts based on the Chambers Policy Platform included:
Support SJR 4, which would ask Congress to pass and enact the Korea Free Trade Agreement. Oppose SB 104, which would allow a card check type structure for agriculture labor. Oppose AB 52, which would implement rate regulation on health insurance products in California. Oppose AB 350, which expands the displaced Janitors Act, forces employers to hire a predecessors employees, undermines the at-will employment presumption in California, and ensures continued union representation despite any change in employers.

Watson further warned that the tax burden and cost of doing business in California drives out an average of five businesses per week, also stating When 84 percent of business owners say that they wouldnt locate in California if they werent here already, you know youve got big problems. Other featured speakers at the Summit included Frank Luntz, internationally recognized communications expert, political pollster and bestselling author, Mac Taylor, the Legislative Analyst for the State of California, Dan Walters, Political Columnist, The Sacramento Bee and Allan Zaremberg, President and CEO of the California Chamber of Commerce. The economy, jobs, and state budget issues were the hot topics discussed at the Summit. The Final day featured Governor Jerry Brown and Cal Chamber Chairman of the Board S. Shariqu Ysufzai at the annual Host Breakfast attended by business and Chamber leaders from around the state.

Chamber Launches New Online Events Registration System


In late June the Chamber launched its updated and improved online Calendar of Events and Member Representative Login website modules. These new modules allow Chamber Member Representatives to update contact information and register for Chamber events. Once logged into the Member Representative area, reps will be able to modify their contact information; change login and password; and register for events. Member Representative Login information was e-mailed to all Chamber Member Representatives. On Saturday evening, June 4 at 7:00 p.m., the 2011 Beautiful Bakersfield Awards was broadcast before a live audience of over 400 from the DoubleTree Hotel by Hilton on KGET TV-17. The Beautiful Bakersfield Crystal Camellia awards were presented to local businesses, groups and citizens who helped to improve the image and quality of life in our community during 2010. The evening celebration began with a hosted reception honoring all nominees and featuring visual displays of the many people and projects nominated for this years awards. The climax of the event was the live broadcast and announcement of winners in each of the 14 categories. A special Chairmans Award was presented at the end of the evening to honor one nominee from among the entire list of 82 nominations for overall excellence, not specific to the criteria of any individual category.

Leadership Class Team Projects Enhance Our Community

Team One - Veteran Enhancement Team (VET) Team One partnered with the California Veterans Assistance Foundation (CVAF) for their community project. Team One worked with CVAF to help reach out to local homeless veterans and corporate sponsors to create an informational resource manual for use by all Veteran organizations in Kern County, partnered with Lowes Heroes to completely renovate one of the CVAF transitional housing facilities, provided decals to CVAF van to help increase community awareness and concluded the project with a barbecue serving those who served to honor local veterans and mark the completion of this collaborative effort. Team Members: Patty Keefer, Tunde Deru, Tim Maples, Charles Brown, Scott Black, Mickey Ghazarian and Jeanne Tunnicliffe. Team Two - Bakersfield Brain Drain Team Two sought to enhance the competitiveness of the local workforce by ensuring an adequate pool of educated talent and future leaders in our community. The team worked with Kern Economic Development Corporation (KEDC) and CSUBs Center for Career Engagement and Community Education (CECE) to develop and conduct surveys and focus groups with CSUB students. These research tools were used by the group to determine why students want to leave or stay in Kern County. The team then compiled the metrics and tried to determine what factors might be mitigated and what positive measures can be taken to retain intellectual talents in our community. This information was then passed along to CECE with the expectation that CECE will be the vehicle to help reverse the brain drain well into the future. Team Three - Kern County As Time Goes By Team Three compiled a thirty-minute video documentary featuring first-hand accounts of life as it was here in our Valley going as far back as the early 1920s. The film includes reflections on growing up, raising families and earning a living here in our community and captures recollections on everything from the earthquake in 1952 to personal involvement in World War II and impressions of present day Kern County. The video concludes with words of wisdom from those who have lived a long and rich life in Kern County, the place they have all come to love and call home. It provides a wealth of perspective for the community to learn from and enjoy. The public will have access to this community treasure at the Beale Library and is available to view on Bright House Networks Bakersfield On Demand,Channel 300. Team Members: Andrea Mobley, Mike Grover, Sara Stratton, Janine Hines, Summer Cunningham, Jeff Burdick, Michelle Humecky and Alan Doud. Team Four - Tree Planting Team Four chose a project that would benefit the community for many years to come and supports the existing goals outlined in the Bakersfield Vision 2020 Plan. Drawing directly from the plan they looked for ways to support the efforts to increase shade canopy to 30% and the number of trees in Greater Bakersfield from 1 million to 3 million by the year 2020. The team committed its time and resources to a beautification project at the Kern River Campground. Working with the Kern Tree Foundation, team members were joined by family, friends, Interact volunteers and representatives of Trans West Security to plant a total of 75 trees. The committee was also busy welcoming new and expanding businesses in Bakersfield with many Ribbon Cuttings (see enclosed photos in this issue). We discussed the various Air Quality issues that are impacting the industry. Additionally we heard a great presentation from Kevin Scheidt, REC Solar regarding the status of Kern County solar. We also had a brief commercial along with some cost saving energy tips from Committee member Jared Clemence, Air Care Heating & Air Conditioning. The Committee will be dark for July but will pickup in August with some exciting projects including the plans for a VIP Oil Tour and another Energy Forum. Staff Contact: Pauline Bartlett Governmental Review Council Jeff Green, Grimmway Farms - Chair n The last week of May and first week of June, Governmental Review Council (GRC) members planned and helped the Chamber host a very successful legislative reception at Frank Fats in Sacramento as while attending the Cal Chamber Legislative Summit. In June the GRC was visited by Dick Castner, Executive Director, Western Regional Office of the U.S. Chamber of Commerce, who asked GRC members a few question regarding the state of the economy and filmed them for possible promotion on the US Chamber Web site. He also discussed the Debt Ceiling and Deficit Reduction. Ron Brummett, Executive Director of Kern Council of Governments (Kern COG) provided an overview of the responsibilities and work of Kern COG. Lastly the GRC was presented with newly suggested Supervisorial redistricting maps by Allan Krauter, Legislative Analyst, County of Kern. Leigh Ann Cook has been selected as the Greater Bakersfield Chamber of Commerce Government Affairs Manager. Previously, Leigh Ann served as Field Representative to Supervisor Ray Watson who represents the Fourth District of Kern County, District Scheduler to Congressman Bill Thomas before his retirement in January 2007 and Government Relations Coordinator for the Venetian Resort Hotel and Casino in Las Vegas. Leigh Ann has a Bachelor of Arts Degree in Communications with a Minor in Business from California State University at Bakersfield. Leigh Ann Cook Leigh Ann has been a resident in Kern County for over 30 years, living in Tehachapi, Ridgecrest and Bakersfield. Leigh Ann s father, Larry Cook, was City Manager of Tehachapi and Ridgecrest and her mother, Barbara, a Spanish Teacher in local school districts. Leigh Ann and her sister, Laura, spent the majority of their childhood growing up in Tehachapi and Ridgecrest. Leigh Ann has been married to Robert Bowles, Sales Manager at Motor City Lexus, for 13 years. They have two children, Ronan, 7 and Alexandra 4.
