Rules and Regulations for Open Class Exhibits 1. Entries will be taken from 10:00 a.m. to 2:00 p.m. Wednesday, July 13, 2011, in the exhibitors building at the Ringgold County Fair. 2. First, second and third place ribbons will be awarded if deemed worthy by judges. All entries are judged on their own merit and will receive a ribbon. Premiums are awarded as follows: Blue, $1; Red, $-.75; White, $.50. Participation ribbons can be awarded. One Best of Class ribbon and an over all Best of Show trophy will be awarded. 3. The building will be open each day of the fair for observing exhibits. 4. Exhibits will be released Sunday, July 17, 2011 from 1:00 to 3:00 p.m. 5. Each person may enter as many items as they wish in each class. 6. Exhibitors may be of any age. All classes will have a junior division (age 9 and under) intermediated division (10-18 years old) and senior division (19 and over). 7. Entry fee will be 50 cents per entry and premiums will be paid at release time. 8. Ringgold County Fair is not restricted to any area. All open class exhibits are open to any individual wishing to compete. 9. Diligence will be used to insure the safety of all exhibits after their arrival and placement, but in no case, will the fair personnel be responsible for any loss or damage that may occur. Silent Auction There will be a silent auction of handmade/donated items, generating funds for the 4-H activity fund (30 percent) as well as consignor (70 percent.) Items should be brought to the commercial building on July 13 from 10 a.m. to 3 p.m. Bidding will begin then, continuing until Sunday at 1 p.m. when successful bidders will be notified. Items may be entered in Open Class competition; after the ribbon is awarded the item can be displayed as a silent auction article. To provide a setting that encourages 4-H/FFA members to further demonstrate, learn and apply practical and university researched methods of production, management and/ or marketing of their 4-H/FFA accomplishments. To assist in the continuing life skill development of 4-H/FFA members in the areas of self concept, communication, decision making, learning how to learn, coping with change, citizenship and leadership. To provide an opportunity for 4-H/FFA youth to measure their progress and skills against individual goals and accepted standards. To provide an opportunity for 4-H/FFA youth to participate in a variety of program opportunities beyond the county level. To provide an opportunity for 4-H/FFA members to gain personal satisfaction, meet new people, share ideas and learn to work cooperatively with others.

To create an updated, comprehensive image of Iowas 4-H Youth Development program to the Fair public. To provide a showcase for accomplishments of 4-H/FFA youth. To stimulate interest and learn new ideas from the variety of 4-H/FFA projects and experiences available. In compliance with Chapter 104A of the American Disabilities Act: Handicap Parkinghandicap parking shall be available, all of which shall be located as closely as possible to the area of fair activities. Motorized Wheelchairsall motorized wheelchairs will be accepted and permitted on the fairgrounds. Request for Assistanceupon request for assistance by a disabled person to enter upon, go to and from the grandstand or other place of activity, if reasonably possible, authorized personnel will assist. The Ringgold County Fair Boards intent for a No Accident fair: Adequate police and fire protection has been arranged for the duration of the fair. Cooperation by fair patrons with these staff persons is requested. While the greatest possible care will be executed by the management to protect patrons of the Ringgold County Fair, each individual will be held personally responsible for his/her actions and the Ringgold County Fair Board will not be accountable for any injury. The Ringgold County Fair Board assumes no liability for loss or damage to any property of the concessionaire, exhibitor or patron, due to theft, fire, tornado, weather conditions or other causes. There will be absolutely NO SMOKING IN ANY OF THE FAIRGROUND BUILDINGS. There will be absolutely NO SMOKING AT ALL ENTERTAINMENT AND PUBLIC EVENTS. The Ringgold County Fairgrounds shall not solicit or accept any tobacco-related sponsorship or advertising. Distribution of tobacco products, promotional items and free samples of products identified with a tobacco company will also be prohibited. This policy extends to any entity that leases, rents or otherwise holds events on the property. Possession or use of drugs, tobacco or alcohol (for human or animal consumption) or creating a disturbance will be grounds for dismissal from the Ringgold County Fair. (Exhibitors caught with the above will be asked to leave the grounds with all their projects and will forfeit all premiums and ribbons/awards.) 1. the 2010-2011 school year. Clover Kid: completed kindergarten through 3rd grade during the 2010-2011 school year; have limited fair participation. FFA members: completed 9th through 12th grade (or that equivalent) during the 2010-2011 school year. 2. Exhibitors will participate according to the following divisions (based on grade most recently completed or its equivalent): Clover Kids = grades Kindergarten - 3rd (limited fair participation.) Juniors = grades 4th - 6th. Intermediates = grades 7th - 8th. Seniors = grades 9th - 12th (or that equivalent.) 3. A 4-H exhibitor must have participated in the project or program from which the exhibit comes. Each exhibit must be the work of the 4-Her during the current 4-H year. 4. All exhibitors and program participants are expected to be cooperative, courteous and good 4-H representatives while on the fairgrounds and participating in 4-H events. Use or possession of alcoholic beverages (for human or animal consumption) or drugs on the Ringgold county fairgrounds will result in disqualification of the exhibitors entry and/or continued participation by the 4-Her in the event. Ribbons/awards and premium monies will be forfeited as well. 5. The Ringgold County Fair Board, Ringgold County Extension staff, Ringgold County 4-H and Youth Committee and Division Superintendents will not consider a protest, complaint or appeal based upon the statement that a judge or judges are incompetent. All judges decisions are FINAL. If an individual has a complaint, it must be brought to the 4-H office (for 4-H or FFA) or fair board secretary (open class). For 4-H or FFA complaints, the Ringgold County 4-H and Youth Committee will make the final decision. 6. The Ringgold County Fair Board will use all precautions to ensure the safety of animals or articles entered for exhibition after their arrival and placement at the Ringgold County Fair. However, under no circumstances will they be responsible for loss, injury or damage. Exhibits at the Ringgold County Fair are entered and displayed at the risk of the exhibitor. 7. Appropriate dress: When exhibiting livestock Ringgold County 4-H/FFA exhibitors t-shirt or white shirt, blue jeans or dark slacks, boots are preferred (no caps or hats will be allowed); exhibitor number (exception is the horse show see Horse Department rules for requirements.) When exhibiting static exhibits (exhibit building projects) or communication presentations Ringgold County 4-H t-shirt or apparel representative of the 4-H Youth Development program (includes 4-H club specific shirts); communication presenters may wear apparel appropriate to the presentation; FFA exhibitors t-shirt and/or FFA jacket. Ringgold County 4-H t-shirts will be available for purchase: Prior to the Fair = at the Ringgold County Extension Office During the Fair = at the County Fair 4-H Office 8. The Ringgold County Fair has adopted the Iowa Youth Code of Ethics. All youth and parents/guardians MUST adhere to the Iowa Youth Code of Ethics upon exhibiting at the fair. Youth are expected to be sincere, honest and act in sportsmanlike ways at all times. Youth represent the entire program and their behavior reflects on their parents, leaders, club and the entire youth program. All adults involved with the youth program, leaders as well as parents, are expected to set positive examples and serve as positive role models by what they say and so. Any youth who breaks the code of ethics or allows another person (adult or peer) to talk them into violating the code of ethics agrees to forfeit all prizes, awards and premiums. The youth may also be prohibited from exhibiting at this and future exhibitions including the Iowa State Fair and other county, state or regional exhibitions. The following is a list of guidelines for all exhibitors and all livestock in competitive events:

a. I will do my own work, appropriate for my age and physical and mental development. This includes research and writing of exhibit explanations, preparing exhibits (such as sewing, cooking, refinishing, etc), care and grooming of animals, etc. Adult assistance should help guide and support me, not do it for me. b. All exhibits will be a true representation of my work. Any attempt to take credit for others work, alter the conformation of animals or alter their performance is prohibited. Copyright violation or allowing others to complete your exhibit is considered misrepresentation and is prohibited. c. I will treat all people and animals with respect. I will provide appropriate care for animals. d. I will present exhibits that are safe for consumption. All food exhibits will be safe to exhibit and for judges to evaluate. Other exhibits will be safe for judges to evaluate and for exhibition. e. All food animals that may be harvested immediately following the show shall be safe for consumers and shall have met all withdrawal times for all medications and be free of violative drug residue. f. If any animals require medical treatment while at the fair or exhibition, only a licensed veterinarian may administer the treatment. All medications that are administered shall be done according to the label instructions of the medication used. g. My animals appearance or performance shall not be altered by any means, including medications, external applications and surgical procedures. Any animals that are found to have changed its appearance or its performance shall be disqualified from the show and have penalties assessed against the exhibitor, parent and/or guardian by the management of the fair or exhibition. h. I will follow all ownership and possession rules and, if requested, will provide the necessary documentation. i. I will follow all livestock health requirements for this fair or exhibition, according to the state health requirements as printed in the premium book of the fair or exhibition. I will provide animal health certificates from a licensed veterinarian upon request from the management of the fair or exhibition. j. By my entering an animal in the fair or exhibition, I am giving consent to the management of the fair or exhibition to obtain any specimens of urine, saliva and blood or other substances from the animal to be used in testing. If the laboratory report on the analysis of any sample indicates a presence of forbidden drugs, this shall be evidence such substance has been administered to the animal either internally or externally. It is presumed that the sample tested by the laboratory to which it is sent is the one taken from the animal in question, its integrity is preserved and all procedures of said collection and preservation, transfer to the laboratory and analysis of the sample are correct and accurate and the report received from the laboratory pertains to the sample taken from the animal in question and correctly reflects the condition of the animal at the time the sample was taken, with the burden on the exhibitor, parent and/or guardian to prove otherwise. k. I am responsible for my exhibit and I will not allow others to violate this code on my behalf. By my entering an exhibit in this fair or exhibition I will accept any disciplinary action taken by the management of this fair or exhibition for any violation of this code of ethics and any other rules of competition of the fair or exhibition without recourse against the fair or exhibition. l. I want my exhibit to be an example of how to accept what life has to offer, both good and not so good and how to live with and learn from the outcome. m. I will not be involved in any illegal activities while participating in 4-H and FFA events, including but not limited to alcohol, tobacco or drug use. Any violation of these rules at the Ringgold County Fair will be managed by the Ringgold County 4-H and Youth Committee. 9. 4-H/FFA exhibitors will be awarded premium monies for exhibits brought to the Ringgold County Fair. Monies are based upon a formula that considers: the amount of funding available by the Ringgold County Fair Board, the overall total number of exhibits at the fair, the kind of exhibit and the ribbon received. Premium monies are distributed at the end of the 4-H year.

Baby Contest
Saturday, July 16, 2011 10 a.m. in the Commercial Building Registration at 9:00 a.m.
1. Parents of baby must be Ringgold county residents or patrons of county school districts (Mount Ayr, Diagonal, Clearfield, Grand Valley) for two months prior to contest. 2. Parents should allow children to act naturally and restrain within reason. 3. Age categories are based on the age of the baby at the time of the contest date. 4. Babies may be entered in as many as three categories. 5. Babies must be 18 months and younger from the date of the contest to be eligible to enter. 6. Judges decisions will be final. 7. A Gold Dollar will be awarded for each first place winner! A certificate will be presented to all contestants. 8. Registration will begin at 9:00 a.m. Older children will be judged first.
