Note the running averages of the four 5-yr periods (see the last 4 columns) don't change much, suggesting the municipality's trend of granting sizeable wage increases to
senior staff remains current practice.
By definition retirees fall off at the higher end of the pay scale while many new entrants in the above-$100K group tend to be at the lower end--people who were in the $90K to
$99K range in the year before. That explains why the large number of new entrants in 2009 caused the average salary of the over-$100K group to be lower in 2009 and 2010
than in earlier years (see below). Particularly the firefighters were a large part of this.

For 2010 the actual percentage increases are difficult to determine due to the special conditions affecting 2009, particularly the firefighters and the extra pay period. A
sizeable group of firefighters who were just above the $100,000 mark in 2009 were back in the upper $90,000 range in 2010. To remove the distorting effect of this, that
group of firefighters has been deleted from the 2009/2010 % increase comparison, leaving in only the most senior firefighters (who were not affected). Thus while the
percentage increase calculation is still not entirely precise, the main distorting effects are removed. That leaves the distorting effect of the 27 pay periods in 2009 which in
theory in the aggregate is 3.8% but may vary significantly depending on the individual. Hence 2009 is still overstated by several % points and 2010 understated by the
equivalent, but in the 5-year rolling averages this would in any case come out.

For 2009 the number of employees over $100K more than doubled, primarily as Firefighters' salaries were adjusted for 2007 and 2008 and, affecting everyone, as there were
27 pay periods in 2009 vs. the normal 26. The 20 staff also receiving $100K in 2008 had an average 8.3% increase in 2009. Of the 15 staff over $100K in 2009 who were in
receipt of over $75K in 2004, the average increase over that 5-yr period was 38.5%, an average annual increase of 7.7%.

The retirement of six senior staff (Beachamp, Boswell, Leavers, Nicholls, O'Meara + Pike) in 2008 on an individual basis causes some sizeable distortions, up or down
(see the 2008 % column), primarily due to retirement issues such as unused vacation pay. The data indicate that some who retire show these items in the year of
retirement; others in the year prior. For example, the retiring staff with low or negative increases in 2008 show very large increases in 2007. Hence we are not
adjusting for retirement years but show the data exactly as in the FIA reports. Note the 2002 data are only for the top managers whereas starting in 2003 we are
capturing all staff who had remuneration above $100K in 2008. (Hence the jump in staff included in the analysis for 2003 and following years.
