Whopaysforthestreetlightinstallation? Whenaretheydenied? Haveyoudevelopedanydesignstandards? Anyotherinformationonapolicyforthestreetlightinstallationwillbehelpful. BonneyLakehas,overthelasttwoyears,becomeveryinvolvedinimprovingourstreetlighting system. InJuly2005,weformallymodifiedourmunicipalcodeasshownbytheattachedordinance. Basically,itsaidstreetlightingonallpublicroadswastheresponsibilityoftheCity.Inthepast, someHomeOwnerAssociationswerepayingtheirownstreetlightbills.Wetransferred ownershipandO&MresponsibilityfromthoseHOAstotheCityin2005.Theordinancealso requiredthattherebeastreetlightateverystreetintersection.

Weestablishedasystemforrankingmissingstreetlightsinordertodeterminetherelative priorityofinstallingthesestreetlights.Seetwoattacheddocuments.Alsoattached,isachecklist ofissuestoaddresswhenpreparingastreetlightprogram. Weestablishedanewstandardforstreetlights.Theywillbeplacedonblackconcretepoleswith onlyonetypeoflampfixture.Streetlightsarenowrequiredtobebuiltateachintersectionby developers.DesignStandardsareavailableonlineattheCityofBonneyLakewebsiteby clickingontheDepartment/PublicWorks/GeneralInformationtabs.Then,doubleclickonthe City2005designstandardstoseethisdocument.DetaildrawingsS15andS16showourstreet lightdetails(excludingtheSR410streetlights.) WeestablishedarecurringannualCIPbudgettoupgradeourstreetlightingsystem. WehavehadPSEaccomplishacitywidesurveytodeterminewhatstreetlightscouldbe installedmodifiedcheaply tomeetnewcodes.CityCouncilauthorizedtheselowhangingfruit typeimprovementstooccurin2006andtoaddtheadditionalO&Mcoststoour2007budget. PSEalsopreparedalistofotherintersectionstobeimprovedthatrequiredbothCIPandan O&Mbudget.Wewillphasetheseimprovementsinoverthenext23yearswithournewstreet lightCIPbudget. Finally,PSEispreparingalightingplanforSR410whereitiswithintheCityLimits.Thisplan willresultinconstantilluminationalongSR410insteadofonlyatintersections.Weanticipate fundingthisprojectin2008. LessonsLearned:

HavePSEdesignandinstallallnewstreetlightsandinstallationsfundedbytheCity.Itismuch cheaper.Also,PSEcangetthestreetlightsinstalledquickerthencontractors. Additionalstreetlightscanberequestedbycitizens.Thesearecommonlyreferredtoasmid blockstreetlights.Normally,theywillbeaddedtothebacklogofnewstreetlightinstallationsas alowpriority,unlessthepoliceconfirmthereisasignificantsafetyissueatthislocation. Installationofstreetlightsforthepurposeofsecurityisgivenalowprioritybecausestreetlights onlyhavealimitedimpactonsecurity.Thebestsolutionisforresidentsandbusinessestoinstall theirownlightsaroundtheirproperties. Newstreetlightsaredeniediftheyaretooclosetoexistingstreetlights.Generally,onlyone midblockstreetlightisallowedperblock.Itislocatedonapropertylineascloseaspossibleto themidpointoftheblock,regardlessofwheretherequestorwantsittobe. Newstreetlightsinstalledinanareawheretherearealreadystreetlightswillmatchthestyleof theexistingstreetlights.Thiswillavoidhavingonestreetlightmeetingthenewcodebut lookingoddbecauseitistheonlyonelikeitinaarea.
