Background
The block was allotted to Bhushan Power & Steel Limited (BPSL) in Sundergarh district, Orissa for its integrated SIP. The associated EUP is already operational. This block was actually allotted jointly BPSL with M/S Shri Mahavir Ferro Alloys (P), in the year January 2006 for captive consumptions. An investment of Rs 12000 Cr has entailed to develop the plant which is in dire need of coal supply from the allotted mines.

Geological Report: A GR was to be taken up by M/s CMPDI Ltd. a Govt. of India Enterprise under the administrative control of MoC. The GR has been purchased from CMPDI with making a payment of INR 4.80 crores on May 02, 2007. Submission of BG: BPSL jointly executed an agreement with MFA to operate the coal mining at Bijahan.

Mining Plan: Mining plan has been granted by MoC, Govt. of India on August 13, 2008. The MP was the initial clearance ascertained which imperatively became the start - up operation for the project.

Environmental Clearance: EIA and EMP plans were taken up earlier to the submission of application to the concerned authorities. ToR was submitted to MoEF on March 07, 2008. State pollution control board has instructed to conduct a public hearing for the grant of pollution clearance, followed by the environmental clearances. Land Acquisition: A request for LA has been filed to IDCO on October 06, 2007. Further, after verification IDCO, forwarded the application to IPICOL, which was accorded on January, 2008. LA is initiated and a proposal is submitted to the District Authorities in Sundergarh in June, 2008. INR 5.29 crore were deposited with IDCO and Collector Sundergarh. The total area in four villages is 2718.10 acres. All the land falls under private, village forest, government and reserve forest land. Gram Sabha was conducted on November 21, 2008 and October 12, 2009. However, after all the efforts the gram sabha has failed thrice. The gram sabha for two villages Jharpalam and Girisuan had already been conducted for the adjoining coal block. Proposal for issuance of notification u/s 4(1) and 6(1) could be initiated. An amount of INR 15.80 crores have been submitted as the cost of land on June 09, 2010.

Mining lease: The ML for 1100 ha land was submitted in August, 10, 2007. The applications were forwarded to the Forest Office, revenue scrutiny of land schedule. After acknowledging field investigation reports the proposals were forwarded to Directorate of Mines by District mining Officer. The prior approval is expected to be granted shortly. Forest Clearance: Total forest area 1503.94 acres out of which there is 588.02 acres forest land invited for its diversion for Non Forest use. MoEF instructed that a certificate is required by the Collector verifying various facts and status about the rights of the schedules Tribes and other traditional forest dwellers claimants if any for which the Gram Sabha is to be conducted. However, gram sabha has failed thrice earlier. Therefore, it is delaying the process adversely.

R&R Package: As proposed to set up R&R colony at Garjanjore village at a distance of about 6-8 km away from the project site. The developments has already started, the location and design & construction of houses have been approved by the committee. The package is likely to be finalized after the RPDAC meeting. The works to conduct a Socio economic study M/s OUAT, Bhubaneswar has been appointed.

Status of End Use Project

Existing: BPSL has successfully implemented 2.3 million integrated steel and power plant in
Orissa. It comprises 8 DRI Kilns of 500 TPD, 376 MW Power Plant, coal washery, CSP plant, blast furnace, coke oven plant, sinter plant, steel making &Dolomite plant.
