1877-1878,

In the period 1878-1908, Bulgaria became again a free and independent state after the Russo-Turkish war 1877-1878, and after 5 centuries as a part of the territory and under the rule of the Ottoman Empire.
Year 1887 - 2 years after the factual Bulgarian unification of the Principality of Bulgaria and Eastern Rumelia - 10-11 years from the beginning of the Russo-Turkish war and Bulgarian April uprising suppressed in blood.

The Bulgarian legislature has established important existing social relation, namely: 1.Presence and actions of the robbers, who: - Rob and harm civilians, - Do not comply with official state powers and authorities of Bulgaria. 2. Available police is not sufficient to ensure the internal public order in the country, although in a larger composition than the army. And created law and order for its implementation, to ensure public order throughout the whole countrys territory.

ACT on Extermination of Robbery State Gazette. 146 of December 24, 1887 Art. 1. In districts, where the robbers appear, if police custody was insufficient to destroy them, the Minister of Internal Affairs, based on the proposal of district Governor, give permission to be created special kind of armed units.

Art. 2. To be accepted, in such special kind of armed units, the Person has to be in compliance with the requirements for a policeman and has to have local preferences as: 1) be well familiar with the area well where the robbers act, and 2) to be recommended, by the municipal government , as honest and fearless. The nomination and dismiss ls, in special armed units, are been done by the district Governor based on presentation of the district Chief policeman. Art. 3. The members of special armed units , of all time during their service, shall be paid by the state in a month - 65 leva to infantryman and 90 leva to horseman. Weapons and forms clothes they are given from the state, too. Art. 4. Special armed units are led by district Chief policeman, or appointed by him policeman. In the case of troop needs, special armed unit may request assistance from the nearest municipal authorities, and also to m ove in another district. Municipal authorities are obliged to provide assistance , requested by the troop, immediately and not less than 10 people out of every hundred households. For the weapons, of the temporary appointed in help individuals ,by the municipal authorities, timely are granted necessary rifles and ammunition from government warehouses , on the disposal of the Minister of Internal Affairs.

Art. 5. In districts, in which the Chief policeman has no Deputy, Minister of Internal Affairs, on the proposal of district Governor, appoint one Deputy Chief policeman for extermination of robbery. Costs shall be covered by credit to police custody.

Art. 6. Special armed units are not entitled to anything free from the population, but benefit from the rights provided in Art. 29 "Statute of police custody." Art. 7. Each member of special armed units is supplied, by a district Chief policeman with a certificate, which certifies the personality and his position. Art. 8. If someone of special armed units crippled or die, in the performance of official duties, to him or his family be given disability pension, upon Law for disabilities from 25 November 1880. Note. If the performance of official duties causing injury or death of horse , its value is paid by the State Treasury. Art. 9. Each member of special armed units, who kill or capture alive some robber, upon importance of the robber, and the degree of heroism, has to be granted award from 50-500 leva, upon order of Minister of Internal Affairs.

Art. 10. Officials from the police, as well as member of special armed units immediately are fired and given to Court for punishment with imprisonment from 6 months to 3 years ,if evidences for negligence and lack of reaction , which provide conditions for robbers to hide or escape. Art. 11. If village, neighborhood or hut, hiding robbers, or refusing timely help , as it is in Art. 4 of this law, will be punished upon decision of the Council of Ministers. Decree of the Council must be reasoned and published in "Official Gazette". It defines what will take place and how many days will last the punishment. Art. 12. Minister of Internal Affairs may prohibit the residence of shepherds, woodcutters and others in wooded areas, where robbers are torturing, and also to exile in the villages those in huts, suspected in robbers support, and the same with the suspicious robbers relatives.. He may prohibit migration, to state border location, to settlers , suspected in robbery, And to exile, to inside countrys location, settlers, whose stay at the border is bad for public safety. Art. 13. Robbers, concealers, accomplices, and all persons, who by force of arms could afford to produce or would produce rebellion against the state, are judged by Military Field Courts. Art. 14. Interim measures for termination of robbery, by 29 September 1883, are cancelled.
