чтобы убедиться, что система готова к испытанию под
давлением до начала проведения гидростатического
испытания;
рассматривания всех требований по средствам
индивидуальной защиты и следить, чтобы все работники на
участке выполняли данные требования, т.е. использовали
каски, ботинки со стальными носками, защитные очки,
средства защиты слуха и т.д;
что весь персонал не участвующий непосредственно в
проведения гидроиспытания покинул территорию,
прилегающую к трубопроводной системе, и что территория
огорожена предупредительной лентой “Не входить” и
жесткими ограждениями до начала увеличения давления до
испытательного давления;
что все оборудование и инструменты находятся в
исправном состоянии и не имеют следов модификаций и не
являются самодельными;
что ответственный за выполнение работ (ОВР) находится
на рабочем участке все время, пока проводится
гидроиспытание или, если нет, то использовать “Право на

Испытательная среда должна представлять собой воду, если температура выше 5 градусов C
(5 ºC). Температура воды должна быть между 5 и 49 ºC. Для трубопроводов пара и горячей
воды температура воды должна быть между 5 и 40 ºC. Температура воды не должны быть ниже
минимальной температуры повышения давления, указанной в тестовом пакете. Температуры
металла трубопровода и оборудования не должны падать ниже минимальной температуры
повышения давления.
Все другие виды испытательной среды должны быть заранее утверждены инженером по
строительным работам ТШО.
Вода должна браться из ближайших источников воды и не иметь видимых замутнений и
свободно плавающих инородных частиц. Если имеются видимые инородные частицы, то
испытательная среда должна быть пропущена через фильтр 50µ или меньше со скоростью, при
которой инородные частицы будут удалены до заполнения трубопроводной системы.
Примечание: В случае если вода после гидравлических испытаний будет удерживаться в
трубопроводе более 7 дней, то необходимо соблюдать требования к ее качеству согласно
спецификации PIM- SU-3541-TCO.
Испытательная среда может использоваться многократно, если она сохраняет чистоту.
При испытании трубопроводов, клапанов или фитингов, изготовленных из аустенитной
нержавеющей стали и стали с никелевыми сплавами, содержание соединений хлора должно
быть менее 50 частей на миллион.
Если испытание проводится или планируется его проведение при низких температурах
окружающей среды, то необходимо проводить замеры во избежание замерзания
испытательной среды. (Смотрите Приложение 2, Проведение гидростатических испытаний
при низких температурах окружающей среды X-000-L-PRO-0001).
Компания должна разработать план утилизации испытательной среды в соответствии с
требованиями Отдела Экологии ТШО и утвердить в Лаборатории ТШО. Компания обязана
предоставить пробы испытательной среды и получить результаты анализа в лаборатории,
утвержденной соответствующим органом РК или Лабораторией ТШО. Компания должна
заполнить форму PCL020A, последней редакции, со ссылкой на процедуры гидроиспытания/
очистки, если применимо, в которых Компания описывает методику заполнения
трубопровода, источник и объем воды, типы и объем отходов, и утвердить эту форму в
согласованной с отделом Экологии ТШО лаборатории.
Компания должна проверить температуру окружающей среды и убедиться, что она находится
в допустимых пределах в соответствии со спецификацией в тестовом пакете. Если
температура близка или ниже точки замерзания, то в тестовом пакете необходимо указать
требования по устранению опасных факторов, а также отразить это в АСОР, смотрите
Приложение 2 X-000-L-PRO-0001.
Компания должна провести замеры температуры испытательной среды и зарегистрировать их.
Если температура близка к точке замерзания, то Компания должна предпринять шаги к
снижению опасного фактора для того, чтобы предотвратить замерзание жидкости внутри
трубопроводной системы или приборов в соответствии с Приложением 2 X-000-L-PRO-0001
и требованиями тестового пакета и АСОР.
Испытательная среда должна закачиваться в трубопроводную систему в низшей точке для
того, чтобы предотвратить образование воздушных карманов. Воздушники должны быть
открыты до тех пор, пока испытательная среда не начнет беспрепятственно вытекать со

This procedure describes the measures necessary to conduct hydrostatic tests in controlled and safe
conditions that meet the requirements of TCO in accordance with the current regulations of the
Republic of Kazakhstan regulating the requirements for testing and quality assurance.
Hydraulic tests must be carried out in accordance with this procedure and the specifications and
standards specified in this document.

Responsible persons
Duties
Site supervisor Is responsible for:
organization of hydro-testing;
compliance with HSE precautions;
preparation of systems for hydrostatic testing and subsequent
recovery.
Engineer for quality control Is responsible for:

safety during hydro-testing;
development, review and coordination of work on the under JSA
for each procedure necessary for conducting a hydro-test;
inspection of the pipeline system and adjacent sections to ensure
that the system is ready for pressure testing before the
hydrostatic test begins;
review of all requirements for personal protective equipment
and ensure that all employees at the site comply with these
requirements, i.e. use helmets, safety boots, safety glasses,
hearing protection, etc.;
that all personnel not directly involved in the hydro-testing have
left the area adjacent to the pipeline system, and that the area is
fenced with a warning tape “Do not enter” and rigid fences
before the pressure increases to the test pressure;
that all equipment and tools are in good condition and have no
traces of modifications and are not homemade;
that the person responsible for the execution of the work (WRP)
is at the work site all the time while the hydraulic test is being
carried out or, if not, use the “Right to Terminate Work” and
indicate the need to relieve pressure in the system under test
Prior to the hydrostatic test, strength test and/or leak test, the test package is compiled by a qualified
QC engineer of the Company and reviewed by a qualified engineer or authorized and approved by
the responsible representative for QA/QC TCO.
The test package should include at least the following information:
Scope of work (for which pipe system this test package was developed);
Definitions and abbreviations;
List of roles and responsibilities;
List of reference documents and drawings;
Specified specifications, standards or acts of the Republic of Kazakhstan;

The JSA of the work should include information on cleaning and flushing, if necessary, before,
during and after the tests and be attached to the procedure.
The test package should contain the following information:
Acceptable deviations +/- from the specifications for the system test pressure caused by changes
in ambient temperature during testing. If not specified in the specifications of hydrostatic tests,
the permissible deviation may be +/- 3% of the test pressure.
Determine the test medium to be used and the concentration of each component if a mixture is
used. The chloride content in the test medium should not exceed 50 particles per million. The
test package should contain information regarding the disposal of all debris collected after
pigging/flushing operations, as well as the drained test medium after the test. The representative
of the Company must approve all waste disposal plans before the start of testing, as well as
before the start of disposal.
Determine whether cleaning and flushing should be carried out at the stage of preparation for
the test according to the specification.
Determine that the pumping equipment and the supply of the flushing medium (water) for
pigging and rejection must provide a flow rate of 0.9 meters per second (2 miles per hour) or
higher, and a discharge pressure sufficient to overcome the hydrostatic pressure plus a minimum
of seven (7) bar required for the movement of the pig. More pressure may be needed if debris
is expected to accumulate in the line.

Define detailed procedures written for authorized employees to ensure trouble-free pigging and
flushing operations. Include a requirement regarding the need for pressure relief on both sides
of the pig, and a representative of the company must give permission before opening the door
of the pig launcher or receiver.
Determine the use of a certified calibrated deadweight gage to check the pressure during tests,
both for strength and for tightness.
List all equipment or devices that need to be dismantled before the start of the test and recover
after its completion.
Indicate whether the presence of a DIS representative is required according to the specification.
All written documentation must be translated into (a) English, (b) Russian as a minimum, and
(c) the predominant language for the Company's workforce, if not Russian/English.
Must be reviewed by a qualified engineer of the Company or an authorized person, the
Company's WRP, a representative for TCO construction works, a TCO construction engineer,
a representative for QA/QC TCO before the hydrostatic test. Representative for QA/QC TCO
QC must approve the test package before the hydrostatic test begins.
TCO requires the personnel in charge of hydrostatic testing to have a certificate of passing a
comprehensive exam in the permanent Examination Commission of the Republic of Kazakhstan and
certificates in accordance with the classification of pipelines: "Field pipelines", "Gas pipelines",
"Trunk pipelines" and "Process pipelines", "Pressure vessels".
The company must do the following:
Draw up an order on the appointment of persons responsible for testing, indicating their
qualifications.
Ensure the presence of the Work Responsible Person (WRP) on the site during all stages of the
work.
Perform all welding work in a timely manner to carry out non-destructive testing, certification
and approval of the test package (test reports and MS) before the start of hydrostatic testing.
On main pipelines, piping of gas distribution stations, field underground pipeline systems, all
completed butt joints must be marked with the initials of the welder and the unique number of
the welder, as well as the welding identification number must be indicated on the isometric
drawings of the corresponding pipe system.
Notify the TCO construction representative of the estimated time of readiness of the pipeline
system for inspection at least 7-10 days before the hydrostatic test.
Complete the preparation of the test package (see the requirements for the test package above)
and obtain the necessary permits from the Company before the start of the hydrostatic test
readiness inspection.
Sections of underground pipelines under road intersections for which casings are used must be
subjected to hydro-testing before coating all joints and laying in casings. All welds and joints
must be free of painting, coating, insulation for inspection during hydro-testing. All pipelines
that require State Inspection must have welders' identification data and unique numbers on all
above-ground welded joints prior to the start of the inspection, and correspond to the
identification numbers indicated on the isometric drawing for the corresponding pipeline
system.
An underground pipeline can be coated or insulated and filled in before conducting a hydro-
test. The test must be carried out within twenty-four (24) hours during the strength test and
twelve (12) hours during the leak test.

Check the working condition of the test equipment and instruments specified in the test
package, as well as the availability of all necessary calibration certificates before the inspection
before the test.
The devices must include:
(1) pressure gauge with Bourdon tube with a reading accuracy of +/- 0.1% within the scale;
(2) reliable, trusted cargo deadweight gage capable of measuring changes of 0.2 bar;
(3) pressure/temperature recorder for 24-hour operation, the accuracy of the pressure values
recorded by the recorder should be checked with a deadweight gage before and after each test.
(Note: the chart paper should display the maximum test pressure at approximately 80% of the
entire scale); pressure gauges calibrated prior to use, with a reading accuracy of 1% within the
scale, should be located on the line; and (4) a certified thermometer(s) for measuring the
temperature of the test medium, soil and ambient air. It is recommended to use a temperature
recorder capable of operating for 24 hours, with a sensor in contact with a pipe where there is
a normal coating, for long tests.
Make sure that there is a permit for use on technical devices (shut-off valves, recorder, pump,
compressor, measuring instruments, etc.), datasheets, certificates.
Make sure that the pipeline system and all components are designed for a higher pressure than
the test pressure. Make sure that the test medium is clean and does not contain foreign particles,
or filter it if necessary.
Dismantle all auxiliary equipment (i.e. thermowells, diaphragms, filter nets, filter elements, on-
line instruments, flow meters and all other components on the line) that may be damaged by the
test medium or foreign particles during flushing or purging, must be dismantled and temporarily
replaced with coils and gaskets. Dismantled devices must be listed in the procedure for
subsequent installation after the test. Control valves can be tested together with the pipeline,
unless there are specific exceptions. The valves should be left in the open position and the seals
tightened evenly before the start of the tests.
Make sure that all temporary plugs used to shut off the pipe system under test are designed for
the test pressure. Temporary plugs should be included in the list of plugs according to the
applicable methods of safe operation of TCO for the installation of locks/labels.
Make sure that all gaskets in the pipe system under test are designed for the test pressure.
Make sure that all connections of the devices are closed with sealed blind flanges
(corresponding to the specifications) or threaded/welded plugs.
For ground pipeline systems, check for an air vent at the highest point of the pipe system, and
a drain at the lowest point of the pipe system.
Check that all valves are installed correctly and are in the open position. (Note: Special attention
must be paid to all non-return valves (check valves)).
Make sure that all pipe supports are installed correctly in accordance with the test package and
isometric drawings.
Check that the pipeline system is cleaned and dried with air before testing on main pipelines,
piping of gas distribution stations, field underground pipeline systems. (The TCO construction
representative must confirm the cleaning at the appropriate level according to the specification).
Make sure that all non-destructive testing protocols and defective statements before the test are
completed and accepted by the TCO Construction Works Representative and the TCO QC
Representative.
Prior to the tests, perform a preliminary inspection of the pipeline system and the test manifold
with a TCO Construction Works Representative and with a TCO QC and PS engineer, if the
participation of an authorized industrial safety authority is required in this hydrotest.

The test medium should be water if the temperature is above 5 degrees C (5 °C). The water
temperature should be between 5 and 49 °C. For steam and hot water pipelines, the water temperature
should be between 5 and 40 °C. The water temperature must not be lower than the minimum pressure
rise temperature specified in the test package. The temperatures of the metal of the pipeline and
equipment should not fall below the minimum pressure rise temperature.
All other types of test medium must be approved in advance by the TCO Construction Engineer.
Water should be taken from the nearest water sources and have no visible turbidity and free-floating
foreign particles. If there are visible foreign particles, the test medium must be passed through a filter

of 50µ or less at a speed at which the foreign particles will be removed before filling the pipeline
system.
Note: If the water after hydraulic tests is retained in the pipeline for more than 7 days, then it is
necessary to comply with the requirements for its quality according to the specification PIM- SU-
3541-TCO.
The test medium can be used repeatedly if it remains clean.
When testing pipelines, valves or fittings made of austenitic stainless steel and steel with nickel alloys,
the content of chlorine compounds should be less than 50 parts per million.
If the test is carried out or is planned to be carried out at low ambient temperatures, measurements
must be carried out to avoid freezing of the test medium. (See Appendix 2, Conducting hydrostatic
tests at low ambient temperatures X-000-L-PRO-0001).
The company must develop a plan for the disposal of the test medium in accordance with the
requirements of the TCO Ecology Department and approve it in the TCO Laboratory. The Company
is obliged to provide samples of the test medium and obtain the results of the analysis in a laboratory
approved by the relevant authority of the Republic of Kazakhstan or the TCO Laboratory. The
Company must fill out the form PCL020A, the latest edition, with reference to the hydro-
testing/purification procedures, if applicable, in which the Company describes the method of filling
the pipeline, the source and volume of water, types and volume of waste, and approve this form in
the laboratory agreed with the Department of Ecology of TCO.
The company should check the ambient temperature and make sure that it is within acceptable limits
according to the specification in the test package. If the temperature is close to or below the freezing
point, then the test package must specify the requirements for eliminating hazardous factors, and also
reflect this in the JSA, see Appendix 2 X-000-L-PRO-0001.
The company must take measurements of the temperature of the test medium and register them. If
the temperature is close to the freezing point, the Company must take steps to reduce the hazard factor
in order to prevent the liquid from freezing inside the pipeline system or devices in accordance with
Annex 2 X-000-L-PRO-0001 and the requirements of the test package and the JSA.
The test medium must be pumped into the pipeline system at the lowest point in order to prevent the
formation of air pockets. The air vents must be open until the test medium begins to flow freely from
the drain hole. The air valve must be opened/closed periodically until all the air is released from the
test environment. The TCO construction representative must make sure that only the test medium is
present in the air duct of the pipeline system at the highest point.
Before applying pressure to the pipeline system, all unauthorized personnel must leave the test site.
This area should be barricaded with a warning tape or fences for access control.
For pipeline systems: The company must test the system by filling with water and running the
appropriate sized pipeline pigs. 3 pigs should be passed along the entire length of each section of the
pipeline. Before launching each pig, water is pumped for at least one (1) kilometer or for fifteen
minutes.
The pigs should be as follows - one (1) foam type equipped with brush wires, followed by two
(2), three (3) or four (4) pigs for displacing cups. The third (3rd) pig must be equipped with a
measuring plate before the first (1st) cup or in the center of the pig. The diameter of the
measuring plate must be 95% of the minimum nominal inner diameter of the pipe in the test
area. Cleaning/calibration pigs must be designed so that they can move in both directions (the
pig must be reversible). This is necessary so that the reverse flow can be used to return the pig
to the launch chamber in case it gets stuck.
The pumping equipment for launching the pigs must have sufficient power to push the pigs at

the pipeline. In addition, it is necessary to record the meter readings and the pressure at the
pump outlet in comparison with time.
The company must provide the appropriate means to drain the water at the end of the section
through which the pigs pass, and must also organize the disposal of water in accordance with a
pre-approved TCO disposal plan (PCL038A, see Reference document 9 X-000-L-PRO-0001).
Depending on the condition of the received pig and the visual state of cleaning with the use of
a pig, TCO may indicate to the Company that additional pigs should be passed through the
pipeline. The company is responsible for the costs of passing additional pigs to ensure the
suitability and appropriate cleanliness of the pipeline.
The pipeline system under test should never be left unattended. If the test cannot be completed before
the end of the working day, the Company must extend the working day or release the pressure from
the system and, if the test is carried out at low temperatures, completely empty the system.
The company must take all necessary precautions and follow all procedures when conducting the test.
All employees should review the JSA before applying pressure to the system in order to take steps to
reduce risk factors. Before testing the pipeline, it is necessary to equalize the temperature of the water
in it and the temperature of the soil and its stabilization.
The company must apply pressure to the pipeline system at the speed specified in the test package
and as indicated in the report/protocol of acceptance of hydraulic tests, PCL 004A (see Reference
document 3 X-000-L-PRO-0001). The rate of increase in pressure should not exceed 70 pounds per
square meter inch (5 bar) per minute. Record pressure values (readings of the control pressure gauge
and the deadweight gage, temperature values, the volume of injected water and the number of strokes
of the pump plunger (if necessary) every five (5) minutes. After the specified pressure (Ptest) is
reached, it must be maintained for a sufficient time to compensate for the stress and until all joints
(threaded, socket, butt and flanged joints) are visually checked for tightness, however, in no case, at
least 1 hour. Any deviations from this requirement must be approved by the Company.
After the first stage of pressure supply, the TCO construction representative must check the integrity
and stability of the system and give permission to continue.
After receiving permission from the TCO construction representative, the Company must increase
the pressure to the test pressure in accordance with the test package.
After reaching the test pressure, the TCO construction representative must check the pressure and
temperature. Hydrostatic strength testing should be carried out at a minimum temperature drop. If the
pressure rises above the maximum test pressure, the test medium must be slowly drained in order to
lower the pressure to the test pressure. If the pressure drops below the test pressure for several minutes
and then stabilizes, it is necessary to continue pumping to increase the pressure to the test pressure,
while continuing to register the necessary indicators. All types of pressure must be checked using a
control pressure gauge and a deadweight gage. When the test pressure is reached, the pump must be
disconnected, the pressure values must continue to be recorded every five (5) minutes for at least one
hour, and thereafter at intervals of fifteen minutes until the test is completed.
Requirements for testing pipelines covered by this procedure should be accepted according to Table
1 of the TCO X-000-L-PRO-0001 procedure: Stage 1 – tests in accordance with the requirements of
ASME standards, and Stage 2 – acceptance tests in accordance with the requirements of regulatory
documents of the Republic of Kazakhstan, with the participation of a representative of regulatory
authorities.
Intermediate (preliminary) tests of technological pipelines of production facilities of the field can be
carried out in the workshop or on the site before the installation and mounting of the pipeline on

The company must complete the report/protocol of acceptance of hydraulic tests, PCL 004A (see
Reference Document 3 in procedure X-000-L-PRO-0001) and the applicable CERTIFICATE. The
company must provide certificates of shop hydraulic tests of blinds and valves to verify compliance

with the pressure of field hydraulic tests of the pipeline. In the report/protocol of acceptance of the
hydraulic test, PCL 004A, the boundaries of the hydraulic test with the length (in meters), the serial
numbers of the valves, the list of isometric drawings should be clearly reflected.
TCO Construction Works Representative and QA/QC representative of TCO must check the
completion of the protocol of acceptance of hydraulic tests, PCL 004A and the availability of
signatures from all parties, according to the requirements. The pressure/temperature diagram should
indicate the number of the test package, the object (if applicable), the date, the conclusion, the
corresponding acceptance or rejection, and the necessary signatures.
If it is required to conduct a DIS state inspection in accordance with the requirements of the
specification, the rules of the RoK or the expert opinion, section 5.5 “Testing and verification”,
specified above, should include a requirement for the participation of not only a representative of the
TCO construction works, but also the DIS for verification and approval.
The TCO construction representative must inform the Company about the need to recover the pipeline
system. (See Reference Document 4, System Recovery Checklist after hydro-testing, PCL 004B in
procedure X-000-L-PRO-0001). The company must completely empty, flush and dry the pipeline
system, if necessary, according to the specification in the test package. Specific requirements for
pipeline systems: Crude oil pipelines: Leave the pipeline filled with water after the test, if there is no
indication from the TCO. Gas pipelines: pump out water and drain the pipeline. The company must
submit a form (PCL020B, see Reference document 10 in procedure X-000-L-PRO-0001)) upon
completion of pumping water and drying with the use of multi-disc pigs, in combination with a
number of foam pigs, which are forced through compressed air. The entire volume of collected waste
must be accounted for in this form and disposed of in places approved by the TCO Ecology
Department, as indicated in the form (PCL020B, see Reference document 10 in procedure X-000-L-
PRO-0001)). The TCO inspector must make sure that the vents in the upper part of the pipeline are
in the open position before opening the drainage valves, and that drainage is carried out at a speed
that does not create a vacuum at the vents. The company must drain the system in its lower part to
effectively wash out suspended particles. The hydrostatic safety valve should remain in place until
the completion of the main drainage, so that there are no blocked parts in the system, and drainage is
carried out not too quickly after the hydraulic test. This ensures that the test medium does not remain
in the system and will not undergo thermal expansion. For pipeline systems that require water
draining and drying, use the process described in Appendix 1 "Final water Draining/Drying" in
procedure X-000-L-PRO-0001).
Note: The pressure must be relieved throughout the system and the system must be purged before
leaving the work area.
The company must completely empty, flush and dry the pipeline system, if necessary, according to
the specification in the test package. The company must first open all the air vents before opening the
drain holes. The company must drain from the lowest points of the system to effectively remove
suspended particles.
Note: The pressure must be relieved throughout the system and the system must be ventilated before
leaving the work area.
It is necessary to collect and transport the waste to the appropriate site specified by the TCO for
disposal, as indicated in the test package.
The company must dispose of the test medium in accordance with the requirements of the TCO
Ecology Group and obtain permission from a Laboratory approved by TCO. The Company is obliged
to sample the test medium, plan and perform analysis in a laboratory approved by the TCO.
Note: The test medium can be saved and used for testing other systems if it is approved by the TCO
Construction Representative.
The company must dismantle all temporary plugs, fill in the list of plugs according to the applicable
methods of safe TCO work on the installation of locks/labels.

The company must dismantle temporary coils, plugs and test gaskets.
The company must install the appropriate gaskets according to the specification, i.e. temporary
gaskets must be dismantled.
The company and the TCO construction representative must verify that all gaskets, valves,
instruments and auxiliary equipment dismantled before the start of the hydraulic tests are re-installed
according to the design drawings and the system recovery checklist after the hydraulic test, PCL
004B.
After completion of the work, the checklist for recovering the system after hydro-testing, PCL 004B,
must be signed by the Company, the TCO construction works representative and the QA/QC
representative of TCO.
