Specialists of DIPL, PTD, QC interact with representatives of TCO/Suppliers on issues related to the
timely delivery and receipt of materials to ensure an uninterrupted supply chain and a sufficient
volume of project stocks and materials.
During transportation and storage of building materials, products and structures, it is provided:
5) safety of tightness, integrity, strength of packaging (in accordance with the requirements of
regulatory documents), excluding unauthorized access to products/materials with subsequent
changes in its consumer properties and safety indicators;
6) availability of accompanying documentation for each batch of products/materials;
7) the use of warning labels, familiarization of personnel with the measures of safe operation during
transportation and storage of building materials, products and structures;
8) goods packed in transport or consumer containers, as well as piece loads without packaging,
which by their physical and mechanical properties can be formed into packages, should be
transported in packages.
Before sending the cargo, the Supplier must notify the DIPL specialists about the expectation of
arrival, providing packing lists and noting any equipment that is dangerous or has special safety
requirements.
The storage location (outdoor area or indoor warehouse) should be determined based on the
manufacturer's and/or TCO's requirements for storage until the arrival of materials.
Upon arrival at the place of trucks with materials and before unloading them, the incoming control
engineer must conduct a first inspection to identify any damage in the cargo or in the conditions of
its packaging, photographing defects.
After the inspection, the storekeepers proceed to unload the materials at an agreed location using
forklifts, cranes or any other approved method that will not cause any material damage. Special care
should be taken depending on the type of materials and storage class during transportation.
All materials and equipment received by the Company undergo incoming control according to the
DP-18 "Incoming Control" procedure and are placed in a warehouse located at pre-designated
locations for initial verification.
When it is necessary to open the Supplier's packaging to inspect the goods, the goods must be
processed and repackaged in the same or equivalent manner as the original manufacturer/Supplier.
For items packed in airtight containers/bags, after inspection, the items being checked must be re-
sealed using the appropriate container/bag or other packaging material.
When receiving pipes, spools, fittings, the incoming inspection engineer must conduct a visual and
measuring inspection in order to identify areas of metal with risks that come to the surface (outside
and inside) cracks, sunsets, nicks (dents), flaws and other defects, as well as with in order to confirm
the presence and correctness of the marking.
The incoming inspection engineer should make a visual and measuring inspection of all surfaces of
pipes, spools, fittings accessible for this purpose using visual-optical devices (magnifiers, mirrors,
lenses, a lantern, etc.).
For measuring control, the input control engineer also uses such tools as: - caliper, tape measure, etc
The incoming control engineer and the storekeeper are responsible for the physical calculation of the
received materials in the purchase order/packing list and the assessment of visible damage to

The main place of reception and storage is an indoor warehouse. The storage location (indoor
warehouse and outdoor storage area) meets the following requirements:
− the storage and stacking areas are designed so that they are well drained;
− all materials stored outside are raised above the ground;
− materials are stored in such a way as to facilitate regular inspection and preventive
maintenance;
− storage methods protect materials from penetration of water, dust, dirt, pests, insects, etc.;
− materials subject to dust or sand blowing, freezing or elevated temperatures are additionally
protected.
A special warehouse is located in a designated place and has available utilities and facilities necessary
to carry out inspection and conservation measures.
Storekeepers, on behalf of the head of the warehouse, distribute materials within the appropriate
storage areas in accordance with the following requirements:
− materials under the same number, if possible, should be in the same storage location (shelving,
stacking area, container);
− materials are packed and reliably protected from external factors (mechanical damage,
corrosion, temperature);
− materials prone to damage should not be stored together with heavy metal products. Storage
of rubber materials (rings, gaskets, diaphragms, seals, etc.) should exclude the influence of
direct sunlight on them. In case of planned long-term storage of materials, conservation
measures must be carried out in accordance with this procedure and CPM-SU-5244-TCO.
− when storing materials, it is necessary to take into account the unit of measurement. For
example, paired products should be connected to each other. The set of elements must be
distributed and packed according to the set.
− when storing materials with a limited service life, it is necessary to place them so that the
materials, having arrived at the warehouse in the first place, are issued in the first place.
− storage of materials must be carried out in strict accordance with safety requirements and fire
regulations (strictly adhere to the conditions of joint storage of substances, taking into account
the physical and chemical properties of materials, the size of the areas occupied by materials
must be observed and fire breaks between them must be provided).
− During the storage of racks, the principle of reducing the center of gravity should be applied
to increase the stability of the racks. Heavier material should be placed at the bottom, lighter
- above. Do not exceed the permissible load on the rack when placing materials. Used racks
must be manufactured in strict accordance with GOST and certified.
Compliance and application of the manufacturer's requirements for the storage of materials and
preservation of equipment is an important criterion for ensuring the implementation of appropriate

methods and compliance with the requirements, the implementation and compliance with which
ensures the application of the instructions for the preservation of materials and equipment.
Materials temporarily or permanently stored on the floor area must be stored on pallets. Storage of
materials in wooden boxes in one or more levels is allowed no more than 2 meters in height. Wherever
possible, the boxes of the same
material must be stacked. Before putting the boxes on top of each other, it is necessary to make sure
of the strength and ability of the lower box to withstand the weight of the upper one (according to the
marking on the box, available indicating the weight, storage capacity in the stack). Materials stored
on the floor inside the warehouse should be stored in groups. The width of the group should not
exceed 6 meters. Between groups of materials should be provided
fire breaks of at least 0.8 meters.
• Arrangement of racks and shelves
Where racks and shelves are used for storage, before placing materials, it is necessary to check that
the weight of the goods is within the maximum safe workload specified for the rack/shelf and the
forklift/stack unit to be used for searching for items. In case of doubt, the goods must be weighed.
Heavy items should be placed on the lower shelves.
In the case of placing materials on racks, exceeding in size the shelving pallets, make sure that the
goods will not protrude from the area of the rack causing an obstacle, or into the space of another
pallet. If necessary, oversized items should be stored on two adjacent pallets, oversized items placed
on the upper shelves should be fixed on pallets.
When storing materials on racks and shelves "in bulk", it is necessary to use pallets with side
protection. The filling of the pallet should ensure a quick calculation and selection of the material.
The material in the pallet (before and after delivery) should be packed, laid in a timely manner.
• Storage of containers
Before placing the materials, select the appropriate container that meets the storage conditions of the
stored material. Make sure that the items will not be damaged or spoilt during storage. If necessary,
arrangements are made for long-term storage of the material (appropriate preservation, packaging,
etc.).
Inside container locations, it is necessary to place information about the warehouse numbers of items
stored in them, and the storage location must be clearly marked.
Storage of materials inside containers can be arranged on the floor or on racks/shelves. If secure
access to the material occupying the entire area of the container is required,

If there is no specialized storage room for paint and varnish products on the sites, then paint and
varnish materials must be stored so that direct sunlight does not fall on it (under a canopy). In winter,
paint and varnish materials are stored in heated rooms. Many paint and varnish products contain water
that freezes at zero degrees. Therefore, it is necessary to observe the peculiarities of storage and
transportation of paint, emulsion, etc.
All the material must be stored on pallets. At the same time, premature delivery of paint and varnish
materials to the mounted objects should be avoided.
Carbon dioxide fire extinguishers and boxes with sand are always located at the places where paint
and varnish materials are stored, and inscriptions prohibiting smoking and handling fire are placed.
In places where paint and varnish materials are stored, each drum, each can and other containers must
have tags, stickers or labels indicating the paint and varnish materials and solvents stored in them. In
industrial premises where surfaces are painted, it is allowed to store paint and varnish materials in
hermetically sealed containers in the amount necessary for one shift. It is forbidden to close the
openings of metal drums in which paint and varnish materials are stored with wooden stoppers or
rags; it is forbidden to close or unscrew metal stoppers with objects that cause sparks.
• Storage of metal products
Steel pipes, rolled non-ferrous and ferrous metals, their alloys and metal products can be stored in
open areas (on pallets), under a canopy, in closed unheated and heated warehouses.
All kinds of metal products are stored in closed unheated, but dry rooms: nails, bolts, nuts, cotter pins,
screws, washers, studs, wire, mesh.

another facility, etc.
In all cases, the warehouse must prepare a waybill (Appendix B) for the shipment of material.
The Company is responsible for the timely submission of a TCO request for all materials that must
be provided by TCO. The request must clearly indicate the quantity, specification, date of the required
materials and any other requirements for materials supplied by TCO. The Company will be
responsible for the safety and traceability of materials, tools and equipment provided by TCO, and
ensuring that they are handled with due care, properly maintained, used and operated in accordance
with the requirements of this procedure.
5.9 Preservation
The storage and preservation procedures recommended by manufacturers should be reviewed by the
Company and included as they are received from Suppliers.
In general, the stricter recommendations of the equipment manufacturer take precedence over the
general preservation requirements contained in this procedure. Any deviations must be approved by
the Company and agreed in writing with the Supplier to ensure that the equipment warranty will not
be invalidated.
All data on the preservation and maintenance of equipment must be registered and documented in the
preservation dossier.
Evidence of the implementation of equipment protection methods will be documented and filled in
for each piece of equipment or package requiring preservation and used to record preservation
activities as they arise.
All damaged and/or corroded materials will be stored separately from undamaged materials until
corrective actions are applied.
The following general requirements for the protection of equipment must be met, except when they
are modified by specific applications or recommendations
of the supplier
− all carbon and low-alloy steels must be protected from moisture penetration;
− painted surfaces should not need any additional protection, but should be periodically inspected
for signs of corrosion.
− all internal and external surfaces will be cleaned, dried and checked for
− ingress of moisture as necessary for the application of any anticorrosive materials. If any ingress
is detected, it must be thoroughly dried and isolated from the environment. Mineral alcohols
such as Varsol or any Stoddard solvent, as appropriate, should be used to clean the exterior
surfaces before applying any anticorrosive compounds. Kerosene or gasoline should not be used
as cleaning agents.
− unpainted surfaces that cannot be isolated from the environment should be monitored
periodically. If signs of excessive corrosion are detected, the QC engineer must inform about
the necessary actions.

− the treated surfaces must be coated with appropriate anticorrosive properties, regardless of the
storage method. All items with treated surfaces should be stored in such a way as to provide
easy access for periodic inspections (at least monthly) for any signs of corrosion.
− if any special storage measures have been taken by the Supplier, then such goods must be
clearly marked. During storage, the condition should be checked periodically.
− corrosion protection should be applied to the threaded parts of anchor bolts and nuts, as well as
to the contact surfaces of sliding steel plates when materials and equipment arrive at the site.
− For the inner surfaces of bearing housings, the choice of preservative product is provided by
the Supplier, these products based on vapor phase inhibitors will maintain a lubricated and
protected surface in cold weather conditions and for long periods of time.
Identification of the received materials, products and structures during storage in warehouses
is carried out to ensure their traceability, to prevent their erroneous use. Materials must be marked in
accordance with the requirements set out in Annex A of the L-ST-2006 procedure, and marking must
be carried out using the methods described: stamp, marking, color coding.
According to L-ST-2006, each product must be marked with a white waterproof ink (or similar
paint) indicating:
4) Purchase Request numbers, Product numbers, Computer code numbers;
5) Product size, class, nom. diameter, wall thickness, quantity, brand;
6) Grades of the material according to the technical conditions.
The identification process of the received material takes place in the following order:
− carry out the appropriate sorting of the material;
− a tag is attached to each product, or a marking is applied, which indicates the project / object
for which the material is intended, the quantity, all geometric dimensions of the material, the
brand of the material;
− products that cannot be identified with tags are marked with a marker or paint products.
Identification and traceability of the manufactured product is carried out by the Company at all stages
of its life cycle.
To identify the brand of the finished material, you must perform the following steps:
• On the basis of marking, identification, determine which project this material belongs to;
• For each project, an FM-401.37 Pipeline Welding Log is kept, where all material data is
tracked.
When cutting carbon steel pipe, the heat numbers should be transferred to the cut parts using a round-
nosed stamp on the manufacturing or installation surface. In the case of cutting stainless steel pipe,
where the label is not applied continuously, the heat number is transferred to the manufacturing or
installation surface using an agreed marking procedure (for color marking, paint, according to L-ST-
2006).
When installing the elements, the location of each tracking identifier must be recorded in the control
documentation for inclusion in the piping data sheet. When the material identifier of an element is
unknown, this element must be placed in "Quarantine" storage and be subject to actions according to
the procedure DP-04 "Nonconformities and corrective actions".
During the manufacture of the product, inspection protocols, certificates, control sheets are drawn up,
confirming the correct use of materials in the production of this product.
To track the delivery of the finished product from storage sites to the installation site, records must
be kept (Appendix B), which describe the name, quantity of the product being sent, initials and
