The council has met twice and could complete the document as early as March when ISO/TS 16949:2002 is expected to be launched. The document will be straightforward with minor changes expected. Five Steps to Transition from QS-9000 to TS 16949:2002

automotive sector-specific quality management system (QMS) requirements? And what should your organization do to plan for the transition you need to seriously consider making in 2002? In previous articles, we have indicated that TS 16949:2002 will align with ISO 9001:2000. Also, the International Automotive Task Force (IATF) additions to TS 16949, with only a few minor edits, have been mapped directly to ISO 9001:2000s structure. (Go to www. omnex.com/news/news.html for more details.) Although changes could still be made, the issue remains whether and when automotive suppliers should consider making the switch from the third edition of QS-9000 to TS 16949:2002. There are 5 steps your organization can take to use ISO 9001:2000 and TS 16949:1999 and be ready for the future. continued on page 2

1. Create a Process Map and Understand Customer Requirements Before you do anything, study your organization follow the product develop ment process from product initiation to shipping and interview personnel in the process. Document the product realization process in your process map. Identify all the support processes that affect the development and delivery of your product. Next, decide whether the Quality Management System will support only customers or whether it will satisfy the requirements of all the interested parties of your organization. This may result in incorporating many more processes to your process map. Lastly, check to see whether the process map includes every TS-16949:2002 process. (See Figure 1 Process Map below.)

The issue remains whether and when automotive suppliers should consider making the switch

documentation needs for satisfying customers and/or interested parties. Once you have taken the steps above, it is now time to conduct an audit or gap analysis to prepare for revision of your QS-9000registered quality system to conform with TS 16949:2002s draft requirements. Implementing TS 16949 requires two methodologies: Business Operating System (BOS) process, and the Process Review Methodology (PRM).

2. Conduct Gap Analysis of the Existing System Now, examine the documentation structure behind your organizations QMS. Do you have the seven procedures required by TS-16949:2002? Typically, QS-9000 companies will already have these procedures. Next verify whether you have documents needed by the organization to ensure the effective planning, operation, and control of its processes and determine if both the operation and control of these processes are effective. The process map is a good place to start evaluating your documentation needs. Taking these steps should result in the clarification of your organizations

3. Implement BOS The first step in implementing BOS involves identifying customer and interested party expectations. In working with our clients, our organization uses a process by which we list group and rate expectations using Post-It notes. Through these groupings into Customer Expectations Categories, we are able to better align the customers or interested parties expectations with processes and metrics. Another key step in this methodology is the use of alignment charts to link each expectation category to the key processes and process measurables that need to be measured and monitored. To effectively satisfy Subclause 5.4.1, PlanningQuality Objectives, of ISO 9001:2000, the organization should use benchmarking to determine what its short- and long-term objectives should be. With BOS, the organization will be on its way to achieving both enterprise improvement and breakthrough process improvement. 4. Implement PRM PRM is a method of documenting and controlling QMS processes. It takes the processes in the process map and your organizations documentation and applies Process Flows (PFs), Process Failure Mode and Effects Analyses (PFMEAs) and Control Plans to ensure the documentation your organization has is effective and that its QMS processes are under control. This document links the BOS process measurables and the PRM approach. 5. Implement TS 16949:2002 One of the greatest challengesand benefitsof implementing TS 16949:2002 is that it will require QS9000-registered organizations to become customerfocused as well as process-focused. Becoming customer-focused requires an organization to implement a methodology like the BOS process, however, it also requires an organizational culture change. Most important, implementing methodologies to become customer-focused and process-oriented do not require any standards to initiate the process, so you should start your organizations change to the new requirements now, because they make business sense in an increasingly competitive marketplace. An Alternative: The Minimalist Approach Make No Change: This is the approach some organizations may take. The inputs and outputs between two processes need to be carefully defined.. Organizations and auditors need to be careful not to fall into continued on page 3

trap of the minimalist approach. In effect, no improvement will be evident in such a system. More important, the organization will not make any movement forward in becoming customer- or process-focused, which could be detrimental in the long term.

The Biggest Challenge for QS-9000 Organizations In a Nutshell


The Final Draft International Standard (FDIS) of the ISO/TS 16949:2002 is finally available. Though the circulation is limited to a small circle, it is a sign that it will be released to the larger public. What is still missing is the Customer-Specific document (GM, Ford and DaimlerChrysler) accompanying the ISO/TS 16949:2002 standard. In a nutshell, the ISO/TS-16949:2002 is more influenced by the ISO 9001:2000 Standard than any new automotive-related change. For the most part, the ISO/TS 16949:1999 has now been faithfully mapped into the ISO 9001:2000 to create the ISO/TS 16949:2002. Elements influenced by ISO 9001:2000 include 4.1 General Requirements, 5.2 Customer Focus, 5.4.1 Quality Objectives, 5.5.3 Internal Communication, 5.6 Management Review, 6.1 Provision of Resources, 6.2 Human Resources, 6.2.2.3 Training on the Job, 6.2.2.4 Employee Motivation and Empowerment, 7.0 Product Realization, 8.2.1 Customer Satisfaction, 8.2.3 Monitoring and Measurement of Processes, and 8.4 Analysis of Data. The biggest challenge for QS-9000-registered companies is the customer focus and process focus represented by this standard. (See the Omnex website or next months Informed Outlook for more information and a table on the subject.)

TS 16949:2002 Vote
It is suspected that SEMATECH, a consortium of 13 semiconductor manufacturers in the US and six other countries, may have had an influence on the balloting by several P-members, including the United States. Evidence of this is found when one compares the US position paper with a SEMATECH white paper. But why would SEMATECH oppose the

The US TAG voted to disapprove the draft, which came down to three key objections: 1. 7.4.1.2 requires an organization that is actively pursuing registration to TS 16949:2002 to use only suppliers that are registered to ISO 9001:2000 and then have a plan for evaluating those suppliers and helping them achieve conformity with TS 16949:2002. 2. The US TAG and TG 18 leadership felt that the addition of 7.5.2.1 to Subclause 7.5.2 of ISO 9001:2000, Validation of Processes for Production and Service Provision, would be a hardship for organizations registered to TS 16949:2002 and their suppliers. They would have to comply with this expanded requirement in TS, which Page 5 of 20 would not have a clearly defined endpoint.

Jim Mroz of The Informed Outlook explains that may have been the perceived inability of an organization to self-declare conformance with the second edition which was the issue. SEMATECH includes several companies that have previously raised the banner for selfdeclaration instead of registration.

In many cases, semiconductor companies adopted excellence standards outside the QS-9000 or ISO 9001 systems. TS 16949:2002 privides an excellent opportunity for semiconductor companies to integrate their Business Management System with their Quality Management System. And as Jim Mroz says, I dont expect that TS 16949 will have a significant impact on the processes semiconductor manufacturers follow. However, the
formal incorporation of those processes into a QMS and into documented procedures may be an implementation burden for the sector. It also depends on whether a

manufacturer is a Tier 1 supplier to an OEM or a supplier to a Tier 1 Continued on page 4

supplier, since only Tier 1s will be required to register to the TS, while Tier 2s and below will be required to register to ISO 9001:2000 and pursue compliance with the TS. 7.4 Purchasing, with the requirement for product and service suppliers to become ISO 9001:2000 could indeed prove challenging to all organizations, not just the semiconductor manufacturer. The drafters of the second edition of ISO/TS 16949 agreed to pursue their objectives through the proper procedures provided by ISO, which involves review and addressing of comments submitted in balloting. There were 63 pages of comments submitted with the balloting, and these comments have been considered in rewording of ISO/TS 16949 second edition. The IATF is already working on a version that addresses the comments provided in the balloting process. Jim Mroz notes, The rewording is not very important unless it leads to changes in the requirements, which I do not expect to change significantly. Most of the comments come down to requests for restrictions on ISO 9001:2000 to be modified or removed from the TS, and the options in ISO 9001:2000 are not likely to be of much use to production and service parts manufacturers anyway. After that, we will have to see if the Automotive Task Group that drafted ISO/TS 16949:2002 will pursue development of the automotive QMS requirements as a full ISO standard by the time the TS is to be revised in March 2005.

India TELCO, Indias biggest OE manufacturer of heavy vehicles, has selected Omnex for a large supplier training initiative. Omnex will be training around 300 suppliers of TELCO. Omnex and TUV Rheinland India have announced joint training programs on quality improvement to the Indian industry. Thailand Our Thailand office has recently signed two consulting projects for ISO/TS 16949:2002 (Second Edition). It also completed its first ISO 17025 implementation and an ISO 9001:2000 implementation for BASFs regional chemical operations. Participants include targeted suppliers from the Transportation, Construction, Machinery & Equipment, Industrial Materials, and Service industries.

New Software Releases from Omnex Systems


Omnex Systems recently released new versions of Audit Pro and Document Pro. In addition, the industry has taken notice of the full Enterprisewide Quality Management System (EwQMSTM). Omnex Systems has implemented several suites in the US and abroad. Already, the suite that does it all is doing it worldwide. (See below, and the article about the EwQMS Suite on page 7.) AQuA was written up in the October issue of Quality Digest in the Newsoftware section. A screenshot was shown, and a description told about how it links with the rest of the EwQMS Suite.

The Hitachi Cable Story

nterprise-wide software solutions are just starting to come out on the market. The Omnex Systems EwQMSTM Suite may be the answer to what companies are looking for one package for all of their quality management needs. Companies today are tired of addressing their documentation, auditing and measurement systems analysis needs by stringing several packages together.. And organizations who have locations around the world are looking for Internetbased solutions like EwQMSTM. The EwQMSTM solution allows the organizational entity and the supply chain to act as a cohesive whole. How does this work? Read the Hitachi Cable Story below. Though this implementation is in its infancy, the potential is huge. Savings with AQuA Hitachi worked with Omnex because of the large savings they got while using Omnex Systems AQuA software. Hitachi Cable had been using AQuA software since May, 2000. Greg Walts, Quality Manager at HCI, found AQuA user friendly and powerful to use. By the end of 2000, Greg had documented over $200,000 in savings using AQuA. (Go to www.omnexsystems.com to download a presentation from HCI on the savings it got from AQuA.) Hitachi QMS Strategy Hitachi Cable Indiana along with other Hitachi Cable companies were looking for a system to 1) bring standardization to their quality systems worldwide, 2) allow communications between companies concerning quality matters by using the Internet, and 3) help information travel more easily. Also, 4) Hitachi management was seeking an efficient means of obtaining critical performance measurements for each operating unit. Due to their experience with AQuA, it seemed natural for HCI to expand their involvement with Omnex Systems by implementing its EwQMS

software. What surprised them was the relative ease with which Omnex Systems got their implementation going. While most of the time it takes weeks or months to install new software and convert existing systems, Omnex Systems told Greg that the web installation would take one day and that Audit Pro and Document Pro would take a day each to get up and running. So in a matter of three days the core of the EwQMS suite would be functional. Omnex Systems purchased the server and configured the system for Hitachi. Next we carried the software and hardware to Hitachi and installed it that day. In two more days, we uploaded the existing documentation to Document Pro and got Audit Pro up and running. Omnex delivered on its promise. Greg says, We found the software to be very user friendly, with no so-called bugs in the software. The software required very little additional programming to meet our companys specific requirements. Basically, the software can be loaded off the shelf and it becomes functional immediately. Chad Kymal, Omnex Systems President, says, We run against competitors that give quotes where the set-up and implementation costs for the software are much larger than the quote for the software itself. On the other hand, Omnex Systems can typically get a company up and running and the documents converted in a day. On top of that, we dont need to customize the programs. Why? Quality and quality systems are Omnexs business already. The flexibility is built in to accommodate most organizations quality systems. We not only accomplished it at HCI, we just did it again in a Lear Seating plant last week. At HCI Omnexs web-based solution has been a major boon. Greg Walts says, Document Pro and Audit Pro are both web-based software packages. Our desire to use the Internet for global communications will make it much easier to achieve our inter-company goals. We envision an audit program that will be used by all of the

satellite companies at one time. HCI is still in the process of implementing Doc Pro, Audit Pro, and BOSS to their fullest potential. Their implementation of the AQuA software helped them to realize a savings of $225,000. The initial estimation of the savings for the suite will definitely be at least that much, if not more.
