KHYBER TEACHING HOSPITAL

Background
Khyber Teaching Hospital, NWFP, Peshawar was commissioned in 1976 for the development of scientific and research base of the province. It is octagonal in shape with extension of Y shaped wings in the form of units. The present capacity of beds is 1202. The recently constructed underground passage and the over-head bridge have made safer the smooth flow of patients and students between KMC, IRNUM and KTH. During this period of 1976 to 2000 additions and deletions taking place within the developmental phases of the 3 tertiary care hospitals namely KTH, LRH, HMC made these institutions more effective, viable and productive for the beneficiaries i,e patients , undergraduate and postgraduate trainees playing major role in human resource development in the health sector.

Components of the Institution


Although mutually reliant and a product of the advancement in the core institution i,e The Khyber Medical College, The Khyber College of Dentistry and The Khyber Teaching Hospital; the three institutions remained independent ever since their creation. Need for the integration of these institutions was felt in the best interest of the public. In the year 1999, the NWFP health and Medical institutions Reform Act was passed by the provincial assembly thus declaring the Khyber Teaching Hospital, Khyber Medical College and Khyber College of Dentistry as autonomous institution headed by the Chief Executive.

The Khyber Teaching Hospital


Khyber Teaching Hospital (KTH) Peshawar has been providing tertiary health care delivery and teaching facilities to local population in NWFP ever since 1976. established over a covered area of 962,000 square feet on busy Jamrud Road, this 1202 bed hospital caters for the health requirements through OPD, Casualty and Evening OPD of over 739500 patients (in the Year 2007) (approx) an year. However with massive increase in urban population during Afghan war (1978-98), its ability to serve the local population has been seriously impaired. The local population has also grown manifolds admission and treatment facilities domestically. Coupled with presence of 0.6 million Afghan refugees and their rush on this hospital, the institution seems over burdened given its present physical size, administrative human resource and financial position.

Training Components
In line with its basic purpose of its creation, the Khyber Teaching Hospital has been training facilities to a large number of medical students, nurses and paramedics. Quality teaching to the above mentioned categories of the students is provided in the basic health sciences and certain specialties with due regard to the professional requirements of the Pakistan Medical and Dental Council. Khyber Teaching Hospital has developed specialized treatment of diseases in various fields. The Management
With the introduction of the Health and Medical Institution Reform act 1999, the management of the affairs of medical institutions has been vested in the Management Council of the Institution.

The management Council comprises of a total of Ten members with Chief Executive as its Chairman. Following is the present composition of the management Council. Viz;

The Health and Medical Institute Reform Act has created the Directorate of Finance for controlling the financial affairs of the Medical institution for sustainable growth under the autonomous set up. The Director Finance as member of the Institutional Management Committee covers all financial aspects of the Organization. Following is the organization Chart of the Directorate of Finance.

Budget released for Khyber Teaching Hospital, in the financial year 2007-08 is Rs. 194759500/ + Rs. 600000/- Financial Assistant ace + 16 million for Emergency Medicine.

OBJECTIVES
CHARTER OF THE HEALTH & MEDICAL INSTITUTION REFORM ACT 1999 It was considered expedient by the Government to establish and improve medical and health institutions and to give them an autonomous character in order to provide quality health care for the people of the Province of the N.W.F.P. The objectives of an institution have been therefore considered to be the following: a) b) To undertake all functions required for providing medical deduction, To perform such other functions as are assigned to it by Government. training and health facilities to the people.

OBJECTIVES & TASKS OF THE MEDICAL INSTITUTES (KTH/KMC/KCD)


1. To improve health services to the patients with quality assurance. 2. To restructure and organize teaching / training, and research needs based on problem envisaging and orientations in medical education, with emphasis on application of skills, attitudes and ethics.

3. To work within the policy guidelines and frame work covering National and Provincial Health Policies. 4. To develop, promote and market the services to make the system sustainable and self reliant.

MISSION STATEMENT
The Management Council of the Khyber Teaching Hospital and allied institutes keeping in view, the objectives entrusted by the Health and medical Institutions Reform Act have adopted the following mission to be accomplished within three years of the autonomy on sustainable basis. Viz;

Is to improve, develop and sustain quality assurance of Health care to the patients with an impact on over all health care delivery in strengthening of the TRI-POD of the system linking training, service delivery and research through an interactive approach focusing mainly on the human resource development

Clinical Services
This hospital provides both indoor and outdoor clinical services of the following specialties. Medicine, Surgery, Ophthalmology, ENT, Pediatrics, Gynecology, Orthopedic, Dermatology, Psychiatry, Anesthesiology, Radiology, Nephrology, Oncology and Pediatric Surgery. There are well-equipped units, which provide specialized services to the different wards of the hospital like CCU, Medical ICU, Surgical ICU, Pediatric Nursery, NICU Dialysis unit, Burn Unit and Laboratory. There is Physiotherapy Department and Artificial Limb workshop, which provide rehabilitation and support services. Hospital has well equipped blood bank, sterilization and laundry section and medical record room.

Teaching Training and Research Facilities


Hospital has qualified teaching staff which provides teaching / training facilities to the undergraduates students of Khyber Medical College and to Post Graduate students. House Job facility is given to Graduates of Medical Colleges. Training is also given to Nurses Students for which there is a nursing school attached to the hospital. Hospital has well-equipped and updated Library for the purpose of study and reference for the medical staff. The hospital acts as a major resource center for medical research.

Keeping in view the adverse financial and administrative conditions and the objectives laid down by the Health and Medical institution Reform Act 1999, the Management in Khyber Teaching Hospital has embarked upon an ambitious plan for the sustainable growth of the organization. Two factors have been considered to be top priority. Viz 1. 2. Quality Service Providence and Re-assurance Financial Discipline and Sustainable Growth

Computerization in Khyber Teaching Hospital,


Computerization was started in the hospital form a Payroll System in 2000. in 2002 it was decided that gradually the other units are also be computerized, for which full fledged I.T department was established. For which System Analyst, Computer Programmers, Data Entry Supervisor, Hardware Technician and number of Key punch operators were hired on fix pay. The hospital is running the I.T department in its own recourses as there is no separate Budget allocation for the computerization from the finance department till now. So far OPD, Casualty, Pathology, Radiology, Physiotherapy, 4 wards, ECG Section, Ward Admission and Almoner Section is computerized and the rest are in progress.
