MINUTES MUNICIPAL BUILDING COMMISSION March 24, 2011 7:30 P.M.

The Winfield Municipal Building Commission regular meeting was called to order at 7:30 p.m. on March 24, 2011 at the Winfield Town Hall by Dick Whitney, Chairman. Members Present: Steve Hanna, John Marshall, Dick Whitney, and Pat Woodrum. Members Absent: Huey Lovejoy Others Present: Ron Stone, Mayor; Jackie Hunter, Town Recorder; Tim LaFon, Town Counselor; Gloria Chapman, Staff, and Jessie Parker, Town Engineer and Laura Cox, Planning Director. Public: None Minute Approval February 2011 regular meeting. Motion was made by John Marshall to approve the minutes, seconded by Steve Hanna. Motion carried. Minute Approval March 15 special meeting. Motion was made by John Marshall to approve the minutes, seconded by Pat Woodrum. Motion carried. Financial Report February 2011. Motion was made by John Marshall to approve the February 2011 Financial Report. Pat Woodrum made a second. Motion carried Reports Infrastructure Projects. No action taken Old Business: Craigo Drainage Issue The trial date has been set for May 23, 2011. 21 Second Street property- Discussion, no action taken. New Business: Storm water Construction Project Jessie Parker reported that work would commence on the Storm water project on March 29th in the Riverview area.

Agreement Regional Intergovernmental Council Storm water project. Steve Hanna moved to adopt the agreement between the Winfield Municipal Building Commission and the Regional Intergovernmental Council. The Council will review our invoices to ensure we meet USDA loan requirements. John Marshall made a second. Motion carried. Handrails on Woodland Forest Bridge- Jessie Parker requested a hold on the Woodland Forest Bridge handrails until the C.J. Hughes Storm Water project has progressed further. Street Paving Woodland Forest Discussion, no action. Good of the Order. The Mayor reported that according to the latest census records, the Town of Winfield is now a Class 3 City with a population of 2,301. This represents a 24% growth rate since the last census records. Laura Cox presented layout and photos of the 21 Second Street property.
