что конгресс возместит убытки, но не получил ответа» 47. Кроме того, процесс
заключения договоров требовал обеспечения сильной военной поддержки и
оплаты дорогостоящих агентов, сведущих в местных традициях и языке,
которые работали среди аборигенов. Все эти траты также ложились на
Континентальный конгресс, который в послевоенный период страдал от
недостатка средств в общесоюзной казне и от отсутствия рабочих механизмов,
чтобы ее пополнить.
Договоры, заключенные от имени Континентального конгресса и всего
союза тринадцати штатов составляли лишь малую часть американо=индейской
дипломатии в послевоенный период. Она также реализовывалась посредствам
заключения договоров штатов с отдельными племенами, а также
разнообразных сделок с частными компаниями и лицами. Если договоры
центральной власти в лице Континентального конгресса преимущественно
касались вопросов войны и мира с коренным населением, разграничения
территорий индейских племен и США, то легислатурам штатов с
предварительного одобрения центральной власти позволили проводить
переговоры о покупке новых земель у индейских племен. Ф. Дженнингс
отмечает, что это было вынужденным шагом для Континентального конгресса,
когда штаты, в частности, Нью=Йорк, Пенсильвания и Виргиния, заявили свои
права на индейские владения, а у конгресса не оказалось рычагов влияния для
разрешения земельного спора48.
Можно сказать, что договоры штатов с индейскими племенами стали
одним из способов расширения границ Соединенных Штатов и политики
экспансионизма.
