DPSC/JKN SUBSTATION/SWYD/10-11 (Design, Manufacturing, Supply, Delivery, Installation, Testing & Commissioning of 220/33 kV Substation on EPC Basis)

i) 220KV XLPE Cable: The length indicated is 300m while manufacturer is ready to quote for a minimum length of 1.5 Km only. This is expensive item and it will unnecessarily scale up the price. It would be better had M/s. DCPL provided us alternative using OH structure. DPSCL Reply: because of multiple agencies line over the installation and road crossing adjacent to the side, we have to go for this underground solution. Please try to follow the same. (ii) Concrete Grade for Civil Foundation: The Technical Specification (TS) calls for M-25 concrete grade while we feel; M-20 grade would suffice the requirement. This will save cost handsomely. Please clarify. DPSCL reply; Follow the specification as it is. (iii) Future Bays on 220KV Side: It is not clear if we are required to do the construction of gantry-tower and stringing work for the two bays indicated in the switchyard layout. Please clarify to prepare our offer. DPSCL Reply: The specification section VI/1 General clause 3.01.00 Item 1 & Drawing E400 clearly shows the scope work. We do not foresee any further elaboration. (iv) Pumping Station: There are no details given in the TS for motor size or pump rating or the flow rate. The details are required. DPSCL reply: See Section VI/21_fire Clause 4.01.02 for arriving at Pump rating. 100 MVA transformer dimension shall be a standard one.

(v) Lightning Protection: Use of shield wire is indicated in the electrical layout. This may suffice the protection for outdoor equipments. However, Lightning Mast (say, 25 m high tower with spike) will be required for 100MVA transformer protection. Kindly provide us details.

DPSCL Reply: Not required. Shield wire between 33 kV & 220 KV towers will serve the purpose. (vi) Culvert to Switchyard: It may be required. Kindly indicate if this is in the scope of work and in that event brief spec. and necessary drawings have to be furnished. DPSCL Reply: Switchyard civil design is in the tenderers scope. If required same is to be

provided within the total cost quoted. vii) Transformer Foundation: This is under the scope. However, neither detail of transformer nor indicative drawings are given in the TS. DPSCL Reply: Indicative drawing is shown in the layout E-400 (viii) Transformer Soak Pit & Fire Wall: These are not indicated on the layout drawing and space is also a constraint as per layout. Please clarify the point and kindly arrange to provide us details. DPSCL Reply: These are required as per IE rule and to be provided.

Size has to be decided by the Bidder & justified through manufacturers calculation during detail engineering. 2. Quantity of Bus post insulators is given as LS. Quantity is required. DPSCL Reply: Bidder to decide and & justified through calculation during detail Eng 3. Length of 36kV, 3C, 300 Sq.mm. is given as LA. Quantity is required in Km DPSCL Reply: To be decided by the bidder based on the layout and trenches shown 4. Quantity for Cable Trays is given as LS. Quantity is required in Mtrs DPSCL Reply: This is a turnkey work. The Bidder to estimate and supplied at actual without any further increase in cost. 5. Quantity of Steel Structures is given as LS. Quantity is required in MT. DPSCL Reply: This is a turnkey work. The Bidder is to estimate and supplied at actual without any further increase in cost.

Please clarify whether Switch on to fault is required in transformer feeder Kindly clarify ,the panel mounted Main Audit meter loose supply is required or panel along with scheme shall be in our scope .And also clarify the meter required quantity For remote communication PLCC modems have been mentioned (Requirement for IEC 101 protocol), however IEC 104 for remote communication has also been mentioned. Request you to clarify the protocol for remote communication. We propose a single RTU for acquiring the station auxiliary signals which shall communicate on IEC 61850 protocol. Will this be acceptable

Yes Energy meters will be procured by DPSC separately. Only wiring & Cut out is required Protocol will be decided during detail engineering

Acceptable. Even BCPUs in Bus coupler panel is also acceptable
