Sex Education Controversy

Both the Department of

Education & the Catholic Church recognize the need for Sex Ed.

But why the controversy?

Felt-Need
Sex Ed is necessary to address social problems such as:

Promiscuity, Teenage Pregnancy Sexually-transmitted diseases Sexual abuse, Rape, Abortion Pornography & others

Felt-Need
Sex Ed is also vital in promoting fundamental values such as:

Health & hygiene Respect for persons Sacredness of human life Chastity & decency Marriage & Consecrated life

DepEd Solution
Provide Sex Ed to students in primary and secondary schools. Now pilot tested in 80 public elementary and 79 high schools, starting with grade five pupils aged 11-12.

The RH Bill has provision for:

Mandatory Reproductive Health Education Shall be taught by adequately trained teachers Grade 5 to Yr IV, and non-formal education programs Curriculum to be formulated by POPCOM and Dep Ed Common to both private and public schools

DepEd Solution

Objectives include teaching students about proper hygiene, healthy

sexual behavior, and consequences of sexual actions.

DepEd says Sex Ed won't include

information about contraceptives (???)

DepEd Solution

Sex Ed will be

integrated in regular subjects including science, health, English and physical education.

DepEd Solution

It will be better if the schools teach sex education rather than children just picking this up from just anywhere like the internet.
-Education Secretary Mona Valisno-

Catholic Church Position

Education of children in human sexuality must be accomplished in the home.

Verbal instruction, when needed, is best done privately

mother to daughter father to son

Parental example in fidelity, chastity, correct attitudes is more important, irreplaceable Emphasis is on true meaning of sex, moral values, formation of conscience and selfcontrol, rather than on biology only
By their very nature, sex and sexuality are

Catholic Church Position

Sex Ed should be the primary responsibility of parents.

No one is capable of giving moral education in this delicate area better than duly prepared parents.
TMHS, no. 43

Catholic Church Position

Other educators can assist in this task but they can only take the place of parents for serious reasons of physical or moral incapacity
THMS, no. 23

Catholic Church Position

"Sex education, which is a basic right and duty of parents, must always be carried out under their attentive guidance, whether at home or in educational centers chosen and controlled by them."
Pope John Paul II

Catholic Church Position

Moreover, Catholic Church criticizes the

content of secular Sex Ed and their methods of teaching. It is inadequate.

Sex Ed that is too focused on the reproductive faculties will only lead to promiscuity among the youth. Must be Education for LOVE and for proper living of ones sexuality. This is called CHASTITY EDUCATION.

Catholic Church Position

Chastity Ed would aim to help young people on the way to psychological and spiritual maturity and to protect them from the dangers of ignorance and widespread degradation. Chastity Ed would lead the youth towards the vocation to true love.

Vocation to True Love

TMHS Nos. 11-15

As the image of God, the human person is created for love. Love, the ability to give of self, is the fundamental and innate vocation of every human being.

Vocation to True Love

Love is equal to Christ. He is the full embodiment or expression of genuine loving. Christ' love is characterized by self-denial, responsibility, selfgiving and fidelity.

Vocation to True Love

Love is incarnated in the body, and expressed by one's sexuality. SEXUALITY, which characterizes man and woman physically, psychologically, and spiritually, is the human persons way of relating and being open to others. It has LOVE as its intrinsic end.

Sexuality

SEX makes us unique and distinguishes us from each other.

God created man in His image; in the divine image He created them; male and female he created them (Gen 1:27)

Though each one of us is distinctly male or female, God made us all equal in dignity and worth.

Sexuality
Though different from each other, we complement each other.

Sexuality

God looked at everything he had made, and He found it very good (Gen 1:31). Before Original Sin, our sexuality was fully integrated, meaning free from abuse and malice. The man and his wife were both

HUMAN SEXUALITY is created very good.

Sexuality

HUMAN SEXUALITY has two faculties:

(a) As a relational power -- it enables us to

establish warm, tender, loving relationships. It is not good for man to be alone (b) As a procreative power it enables us to beget life. Go and multiply.

Sexuality

The procreative power must be

exercised only in the context of marriage. God intended sexual intercourse to be shared exclusively by a husband and a wife. Catholics based this teaching on the nature and finality of the sexual act.

Nature: Sex act is personal,

Sexuality

Vocation to Chastity

Chastity matures the person, gives inner peace, and helps develop true self-respect, while making one capable of respecting others.

Vocation to Chastity

Chastity is not the absence of love, tenderness, desire and affection; rather, it is the responsible expression of one's sexuality in whatever state of life a person is in. There is chastity in the consecrated life, there is chastity in marriage, and there

Vocation to Chastity

Formation for chastity goes with formation for the other virtues such as temperance, fortitude and prudence. Chastity cannot exist as a virtue without the capacity to renounce self, to make sacrifices and to wait.

Vocation to Chastity
I am chaste, you?

Readiness of Catholic Parents

TMHS, no. 1

Many parents are unprepared to do their role as teachers, particularly on matters of sex. More so in conservative Philippine setting, where sex talk is a taboo.

Moreover, it has become very difficult for parents to prepare children for adult life,

Situation & Problem

Gradual diminishing of Fundamental Values such as:

- respect for the body - regard for women - decency & modesty - true love waits

Situation & Problem

Decline of Traditional Models

- single blessedness - virgin bride - faithful spouse

Situation & Problem

Reduction of sex to something casual & common by society & mass media.

- promiscuity, adultery - Sex-talk on TV & Radios - Pornographic magazines & videos

Situation & Problem

Thus, many parents have given up their duty to educate their children in matters of sexuality, or agreed to

delegate it to others, because of the difficulty & lack of preparation.

Situation & Problem

Wrong methodology (Secular Sex Ed) it should not be coed and not in groups processing and using visuals is a violation of the personal, private and intimate nature of sex difficult to gauge age-appropriateness in a class esply on a very intimate topic young students shyness about sex is violated not gender-sensitive some topics are presented bluntly and insensitively ( e.g. sexual abuses)

Situation & Problem

Wrong content (Secular Sex Ed)

Focus is on biological aspect of sex Focus is on safe sex: avoid pregnancy and sexually transmitted diseases by avoiding premarital sex but if you cannot avoid, use contraceptive Emphasis is on reproductive rights Right to access to contraceptives Right to consult a doctor on reproductive health without interference Teaches that population growth is bad Imposes western feminist biases

Situation & Problem

Youth will be tempted to try out Proven by personal testimonies If one feels safe from unwanted effects, no more barriers from getting into relationships, leads to bad psychological effects: Teens have no coping mechanisms for failed relationships can lead to depression, feeling of being used, numbness of conscience, low self esteem

Situation and Problem

Sex Ed has been in the curriculum for the past many years in the guise of different names
Population education Life skills education

Recent version has more features of the full blown UNESCO curriculum RH bill approval will give way to complete curriculum which starts in pre-school, more explicit

Sex education is not the solution to the problems

cited in the Dep Ed goals!

It is the cause!

The cause, not the solution

The curriculum has been around for several years, why are the statistics on youth sexual behavior getting worse? In the USA, where sex ed curricula are very developed, in existence for decades, there continues to be many unwanted pregnancies and abortions

SEX EDUCATION
Its real objective is to restructure the attitudes and beliefs of the student according to the philosophy of Planned Parenthood and Sexual Liberation Movements and their cohorts E.g. to tolerate perversions, to accept safe sex, and eventually abortion

Rights & Duties of Parents

Two forms of concerned actions:

(1) Preventive and critical education

with regard to their children.

(2) Courageous denunciation to the appropriate authorities.

- To demand from the authorities laws that prevent and eliminate the exploitation of the sensitivity of children and adolescents.

Goals in Catholic Sex Ed

(a) to maintain in the family a positive atmosphere of love, virtue and respect for the gifts of God; (b) to help children understand the value of sexuality and chastity in stages; (c) to help them understand and discover their own vocation to marriage or to consecrated virginity for the sake of the kingdom of heaven.

Principles for Catholic Sex Ed

(a) Each child is a unique and unrepeatable person and must receive individual formation.

(b) The moral dimension must always be part of their explanations. Information about sexuality without moral guidance is an offense against the child's dignity.

Practical Guidelines
(TMHS nos. 112-120)

(a) Parents should associate with

other parents; be informed on the content and methodology of supplementary education; be allowed to attend classes; be free to remove their children from improper instruction.

Practical Guidelines
(b) No material of an erotic nature should be

presented to children of any age.

(c) Methods that introduce graphic material to the young must be rejected. (d) No one should ever be pressured into acting against modesty.

Practical Guidelines
(e) Secularized and anti-natalist sex ed, which

puts God at the margin of life and regards the birth of a child as a threat must be avoided.

(f)Avoid organizations that promote contraception, sterilization and abortion.

[TMHS no. 136]

Practical Guidelines
(g) Avoid sex educators,

counselors and therapists that do not recognize the true value of chastity.
[TMHS no. 138]

Practical Guidelines
(h) Avoid methods that would

encourage young people to reflect upon, to clarify and to decide upon moral issues with the greatest degree of "autonomy", ignoring the objective reality of the moral law.
[TMHS no. 140]

Practical Guidelines
(i) Avoid methods that would

promote "safe sex" or "safer sex", based on the deluded theory that the condom can provide adequate protection against AIDS.
[TMHS no. 139]

Practical Guidelines
(j) Above all, parents are to be made

aware both of their right, their duty, and their competence to teach their children the truth about human sexuality, in a spirit of faith, and with reliance on the grace of God and the support of the Church.

Pastoral Challenges

Strengthen & motivate Family & Youth Apostolates. Prepare & Organize contextualized Chastity Education seminars for parents & teens.

Pastoral Challenges

Advocate for clean, decent media

entertainment programs.

Organize concerned groups to denounce anything that would jeopardize the moral health of our people.
