Background: This position is linked with the Technical Unit on Support to Civil Society , within our Technical Resource Divsions (TRD). This technical unit aims at providing projects implemented in the field to strengthen Disabled People Organisations (DPOs). The role of the Technical Advisor on Support to Disabled People Organisations is to ensure quality of related projects aimed at strengthening the disability movement and to develop Handicap Internationals know-how in this area. Main objectives: 1. Produce and develop technical policies and tools of Handicap International in the field of strengthening the disability movement. 2. Ensure active follow-up of developments linked with this thematic area and develop professional networks on related issues such as the monitoring of the United Nations Convention on the Rights of Persons with Disabilities. 3. Provide technical support to field-level projects, ensuring tranfer of knowledge and capacities to partners and field staffs: support the design, implementation , and evaluation of projects strengthening the disability movement, take part in the recruitment and support of technical human resources. Desired profile: Masters Degree in link with at least one of these thematic areas: human rights, development /international cooperation, political science At least 5-years experience, including in developing countries, in managing projects aimed at strengthening civil society actors Knowledge of the disability movement, related actors and networks English and French mandatory

Salary : between 2300 and 2450 euros monthly according to the profile + Tickets

The Tibet Autonomous Region (TAR) remains one of the latest developed areas in China. Given the natural and socio-economic level of the region, the situation of persons with disabilities in general and children in particular remains precarious. Very few services or specialized facilities for people with disabilities are available in the field of rehabilitation and the needs remain tremendous in terms of detection and diagnosis, special care, physical rehabilitation, technical aids, integrated education, vocational training, information, counseling, awareness and social integration.
Responsibilities Global objectives Tibet: Support, and supervise the training of physiotherapists (PTs) from Chamdo and Shigatse Limb Department (training provided in Lhasa) Support the setting up of the Chamdo Limb Department (Dpt) and provide guidance for the setting up of Shigatse Limb Dpt. Tasks Tibet: Supervise the training of Chamdo and Shigatse PTs to be provided by the PTs of Lhasa Limb Department Ensure that the newest PTs of Lhasa Limb Dpt are participating to the training of PTs of Chamdo and Shigatse (refreshing training) Provide training of trainers to Lhasa (if needed), Chamdo and Shigatse PTs Adapt and print the training material if needed Support the set up of Chamdo Limb Dpt (once the Rehab Center is built)

Assess the PT department of the Chamdo OWS (as no follow-up visits could be organized since the PT went back to Chamdo) and provide recommendations for refreshing training if needed. Guide the set up of Shigatse Limb Dpt Provide refreshing training to the PTs of Lhasa Limb Dpt or OWS if needs are identified Ensure collaboration between Limb Dpt and other services in Lhasa but more specifically in Shigatse and Chamdo. Participate in planning sessions (seminaries, etc.); Write monthly, quarterly and yearly reports.

Travel Travels between sites in Tibet and China Profile required for the job Handicap International Belgium welcomes applications from persons with disabilities. Knowledge - Degree in physiotherapy - Strong theoretical/practical knowledge and experience with rehabilitation cares for children with Cerebral Palsy; - Theoretical and practical knowledge and experience for rehab care of patients with other types of injury: Spinal Cord Injury, hemiplegic, amputation (LL and UL), clubfoot - Extended knowledge on assistive technologies (orthopedic devices, assistive and positioning devices for children with Cerebral Palsy) and Community-Based Rehabilitation principles - Language(s): English

TERMS OF REFERENCE (ToR)

Consultancy for External training of Senior Disability Camp Supervisors from Dadaab Refugee Camp on Management and Leadership Skills.

1. Background Handicap International [HI] is an NGO specialised in the field of disability. It is neither exclusively a development NGO nor exclusively an emergency relief NGO, but exercises its mandate, whatever the context, in the aim of creating sustainable change. HI implements a disability inclusion project in Dadaab refugee camp with the aim of improving the living standards and inclusion of people living with disabilities in Dadaab refugee camps. HI with support from UNHCR and BPRM is implementing a project aimed at improving access to quality and comprehensive services and community inclusion of refugees living with various disabling conditions in Dadaab refugee camps. HI has been providing mobility and prosthetic aids, rehabilitations services both centre based and community based, disability mainstreaming and currently has a mental health program as a pilot project in one camp. HI has been in Dadaab refugee camp since 2008. 2. Justification The project seeks to empower the refugee staff, caregivers and families of PWDs for enhanced quality provision of rehabilitation services. There are 3 camps in Dadaab and in each camp, there is a disability centre that offers rehabilitation services. The centers are supervised by senior disability camp supervisors who oversee implementation of activities by refugee staff in the camp. The senior supervisors, who are also refugees, have limited capacities in management and leadership skills. The training is therefore aimed at improving their management and leadership skills for enhanced service delivery. The 3 senior camp supervisors will be expected to attend a 2 weeks external training on management and supervisory skills in an identified training institution. 4. Methodology The training methodology employed should be experiential and participatory. This shall entail: Evocative exercises will facilitate participants self exploration of personal issues, values and beliefs pertinent for effective management and leadership. Case studies and case scenarios Mini lectures, Discussions Group work and practical sessions during the training period.

3. Target The training will target 3 senior disability camp supervisors from Dadaab refugee camp.

4. Expected Results It is expected that by the end of the 2 weeks period, the senior disability camp supervisors will be empowered in management and leadership skills through the following areas: Participatory community development methodology Management and leadership attitude and method Life skills Group dynamics and interpersonal skills for team building. Workplace conflict management and resolution skills 5. Role of HI Facilitate the transport, meals and accommodation for participants. Pay tuition/consultancy fee for the training 6. Role the Consultant/Institution Organize venue for the training Provide training materials/handouts for participants Facilitate the training

Provide a comprehensive training report with an action plan for follow up by Handicap International.

7. Time frame The training will run for two weeks from 1st to 12th August 2011. 8. Qualification for the Consultant/Institution The trainer will provide his/her services in compliance with HI project objectives and in doing so the trainer will liaise with Operations Manager - Dadaab. It is expected of the trainer to possess the following qualities: Masters in Project Management, Community Development or related field. Registered as a consultant/institution by relevant government authorities. At least 3 years experience as a training consultant/institution in Management and leadership.
