Dont Ask repeal allows gay service members to become whole

For the rst openly gay assistant secretary at the Pentagon, helping to advance Dont Ask, Dont Tell repeal implementation has been a personally rewarding experience. In an exclusive interview with the Washington Blade, Douglas Wilson, the Defense Departments assistant secretary for public affairs, said Tuesday that his role in bringing about the change has had particular signicance for him because of his admiration for the nations armed forces. Its meant a lot to me personally because its been an opportunity to help realize change in an institution that I respect tremendously, Wilson said. The process leading to gays serving openly in the U.S. military, Wilson said, has been important to him because he knows there are people in uniform who feel they couldnt be whole as they served under Dont Ask, Dont Tell. I know what its like to feel like youre not a whole person, he said. This is why as the process of repeal took place, and then the process of certication took place, that was something that personally I kept upper-most in my mind. An institution that has done so much for people, that has produced so many outstanding people, that has done so much for the country itself could understand and recognize how important it is to

More than 200 people turned out July 23 for a vigil to honor Lashai Mclean, a 23-year-old transgender woman who was shot to death three days earlier in Northeast Washington. The event took place at the site where police say Mclean was gunned down about 4:30 a.m. near the corner of 61st and Dix Streets, N.E. Among those attending were Mcleans mother and other grieving family members and relatives. Deputy D.C. Police Chief Diane Groomes, who spoke at the vigil, said later that homicide detectives are pursuing information provided by a witness that the fatal shooting took place shortly after two unidentied males had some words with Mclean in an alley shortly before she was shot. The motive is still not clear to us, Groomes told the

ANNAPOLIS, Md. Flanked by lawmakers and members of a broad coalition of Maryland LGBT leaders, Gov. Martin OMalley last week announced that a law legalizing same-sex marriage would be part of his 2012 legislative package. After a disappointing 2011 session for marriage equality advocates in Maryland, ending with the death of a Senate-passed marriage bill in the lower house, the governor came out in favor of a bill that he said would address religious freedom and protect marital equality rights equally under the law. OMalleys press conference signals that he may take a more active role in leading on marriage equality legislation. He was criticized earlier this year for not taking a more visible role in support of the 2011 bill. Im supportive of this bill in the upcoming session, and so supportive that Ive decided to make it one of the handful of bills that will be an administrative priority. When asked by a reporter if his own views on marriage equality had changed, the governor said, I have always believed in the dignity of every individual. I believe in our own responsibility to advance the greater good. And I also understand that there is a unity of the spirit and matter, and that what we do in our own lifetimes does matter. He continued, As a free and diverse people of many faiths, we choose to be governed under the law governed by certain principles and beliefs. Among them, equal protection of the law for every individual and the free exercise of religion free of interference from government. Other states have found a way to protect both of these fundamental beliefs. Therefore in the 2012 legislative session I will sponsor legislation that protects religious freedom and protects marital equality rights equally under the law. While taking questions, OMalley emphasized that while he supported civil unions in the past, hes always believed in equal protection under the law. He also brought up the victory for marriage equality in New York, and noted that process will inuence strategy in Maryland as well. Each state learns from the other states, the governor said. I would like to think that in New York, they learned from our experience, and we will learn from their experience. He continued, New York showed you could protect religious freedom and you can protect rights equally and thats what were going to do with this bill. When asked about the inuence the momentum from New York had on his decision to hold last weeks press conference, OMalley said the bills prospects are

stronger because the coalition pushing the bill is much better developed. I think the broad nature of this coalition is something Im very much encouraged by and by the success in New York. It is a fundamental truth that with every accomplishment, further accomplishments appear possible. When New York was able to bring people together and do it by the way, in a bi-partisan way and were able to bring into their coalition a number of religious leaders. He said, We still have a lot to do, and this coalition is important, and this is the way to get it done, and certainly New Yorks success in accomplishing the marital equality bill in New York was something encouraging to everyone, including myself. There had been some speculation within the Maryland LGBT community that a second chance for a 2011 success may surface in the states October special session for redistricting, but the governor was quick to dismiss that strategy. I think most of us are focused on the upcoming regular session, and I think that time will be well used to broaden this coalition, OMalley said. When asked what he thought about the possibility of opponents of marriage equality bringing a referendum to the ballot undoing any new law, OMalley said, Its their right under the laws, but added that he is focused on getting the law passed by a broad coalition of leaders from throughout the civil rights and religious communities so that such efforts would not gain traction. During the press conference, several lawmakers took the podium to emphasize the size and scope of the new coalition to pass a bill legalizing same-sex marriage in the Free State. Marylanders for Marriage Equality, a new group, announced earlier this month a major coalition to begin a statewide effort to press for passage of a marriage equality bill in 2012. The coalition includes Progressive Maryland, 1199 Service Employees International Union, Communications Workers of America,

American Federation of State, County Municipal Employees (AFSCME), American Civil Liberties Union of Maryland, Equality Maryland, the Human Rights Campaign, Pride in Faith, Maryland Black Family Alliance and Catholics for Equality. Many during the past session said this was not a civil rights issue, said Sen. Robert J. Garagiola, (D-Montgomery Co). I dont see how you cant look at it as a civil rights issue. You just look at our history American history, Maryland history we had laws on the books that discriminated between different races, and right now we have laws on the books that discriminate between two loving people. To me its the same exact thing. We had a little bit of courage from one Republican in the Maryland Senate, Allan Kittleman, the senator continued. To me this is an issue where Democrats and Republicans should come together. The governor is saying this is whats right, said Del. Benjamin Barnes (D-Anne Arundel & Prince Georges County). Were a nation founded on equality, and when you deny certain individuals their rights under marriage, you deny them certain fundamental equal rights. This governor is saying this is not just, and were going to have equality in the state of Maryland. Ezekiel Jackson of the Servicemembers Employee International Union local 1199 of Maryland and the District of Columbia was in Annapolis to announce the unions involvement with the coalition taking the lead on passing marriage in 2012. Jackson claims SEIUs membership on the coalition makes sense because families should not have to leave the state of Maryland in order to get married and take advantage of the benets marriage affords. Many members of the Maryland LGBT Caucus were on hand to praise the governor as well, including Sen. Richard S. Madaleno Jr. (D-Montgomery County), and Del. Maggie McIntosh. The only openly gay member of the Senate, Madaleno enthusiastically took the microphone to praise OMalley for

pledging to lead in passing marriage equality in Maryland. This is probably going to be the second most exciting moment that I have had in this room, Sen. Madaleno said. And it will only be surpassed by the moment within the next nine months that we will stand here, with [the governor], pen in hand, to sign into law the marriage equality bill. Maryland, in history, is the seventh state in the union to have embraced the Constitution, Madaleno pointed out. And in the next nine months, we will be the seventh state in this country to embrace marriage equality. Del. McIntosh, Marylands rst openly gay lawmaker, and former majority leader, has known OMalley throughout his political career, beginning with his time on the Baltimore City Council. All of us in the legislature who are openly gay members would like to thank you for your leadership, Gov. OMalley, she said at the press conference. Your sponsorship and your willingness to continue toward marriage equality in Maryland means so much to so many families in Maryland. So were going to win! When asked how the LGBT Caucus is mapping out its strategy with the governor and who has taken the lead, McIntosh told the Blade that, while the members of the LGBT Caucus have yet to meet with the governor over this bill, ofcially, she and Madaleno have been working with the governors chief legislative ofcer, Joe Bryce. Obviously Sen. Mandeleno and I have had conversations with the governor, and many of our colleagues have had conversations with the governor urging him to take the lead, McIntosh said. We will work with Joe Bryce going forward, probably looking at the New York law, looking at ours ours was only two or three votes short so is there something we can tweak. We have to all be on the same wavelength about that. But we will introduce a bill, and I think we will absolutely work with his ofce.

D.C. gay Republican hosts luncheon with RNC chair


One of several gay members of the D.C. Republican Committee was scheduled to host an intimate lunch on Thursday at his Dupont Circle area home for Republican National Committee Chair Reince Priebus, which was to double as a fundraiser for the DCRC. Jose Cunningham, chief marketing and business development ofcer for the D.C.-based law rm Crowell & Moring, offered his home as the place where the fundraising event was to be held, according to DCRC spokesperson Paul Craney. The event was being billed as an intimate gathering with RNC Chair Priebus because it was limited to just 15 people who were asked to contribute $500 each to help nance the activities of the DCRC, which serves as the governing body of the D.C. Republican Party. Robert Kabel, a gay Republican activist and former board chair for the national group Log Cabin Republicans, serves as the elected chair of the DCRC. The committee has been supportive of LGBT rights issues for many years, placing it at odds with the national Republican Party. Kabel has lobbied Republican members of Congress in support of D.C.s samesex marriage law. The platform of the national party, as adopted at the 2008 Republican National Convention, opposes nearly all LGBT rights initiatives, including the repeal of the militarys Dont Ask, Dont Tell policy. Kabel said R. Clarke Cooper, executive director of Log Cabin Republicans, was expected to attend Thursdays luncheon with Priebus. He said he wasnt sure whether Cooper or Cunningham would bring up LGBT-related issues with Priebus, including whether the national party might adopt a less hostile platform on gay issues at next years Republican convention. He has been the most welcoming chairman for LGBT Republicans that the RNC has ever had, said Kabel, who noted that he meets regularly with Priebus in his role as head of the D.C. GOP.

Gay man says D.C. police lost $8,000 ring after arrest
A gay Virginia man has accused Second District D.C. police ofcials of losing an $8,000 diamond ring he says they took from him at the time they placed him in a cell following his July 21 arrest on an assault charge. Clifford Ward told the Blade that ofcers took the ring and other personal belongings from him when they processed his arrest. He said that when he was released the following day after a court appearance, ofcers told him the ring was reported missing in a police log. Our Internal Affairs Division will look into the allegations addressed in this complaint, said Gwendolyn Crump, a police spokesperson. I cannot comment further at this time. Ward said police have not returned his repeated calls asking about the ring. He describes it as a platinum ring with four black diamonds, saying its disappearance added to the emotional stress he suffered from his arrest. A police charging document led in D.C. Superior Court says Ward was charged with assault with signicant bodily injury, a felony, for allegedly punching a woman in the face with a closed st causing a severe laceration to her lip. The charging document says the alleged assault occurred on the sidewalk in front of 2130 P Street, N.W., near several gay bars, about 6 p.m. on July 21. The document says the alleged victim is the owner of the Solar Planet tanning salon at that address. It says the woman, identied as Karen Weber, accuses Ward of entering her shop and placing three bottles of tanning lotion worth $185.97 in the pockets of his cargo shorts before leaving the shop without paying for them. It says Weber followed Ward out of the store and confronted him about the items, at which time he allegedly punched her in the face. Ward, in a telephone interview, denied he took anything from Webers store. He said he entered the store to look for his sister, who he said entered the shop to ask about prices for tanning services. He said he left the store and was standing on the sidewalk waiting for his sister when Weber attacked him and began ripping off all my clothes while accusing him of shoplifting. He said he hit her with his elbow in self-defense, fearing that she would seriously injure him. But the police charging document says at least three witnesses told police they saw Ward hit Weber in the face with his st. The document says Weber recovered during the struggle with defendant Ward three bottles of tanning lotion. She told the Blade that witnesses on the street saw the bottles fall out of Wards pockets. Ward was scheduled to appear in court on Aug. 9 for a preliminary hearing on the case.

To the family and to the community, I want you to know that we are committed to making sure that justice is done, that this life that has touched many of us will be remembered and the life that she led will be remembered, said Quander, whose duties include overseeing city law enforcement agencies. We will always be reminded that what happens to one happens to all of us, he said. Injustice to one is injustice to all of us and that in this society no intolerance will be accepted. Several of Mcleans family members, including her mother, joined vigil participants by sitting in chairs or standing under a tent set up on the sidewalk on an evening when the temperature reached 100 degrees. The mother, who was not identied by name, was overcome by grief at the conclusion of the vigil and suffered a seizure. She was taken by ambulance to a hospital in a development that compounded the grief of other family members. Two other male family members were being held by police at the site of the vigil

after getting into a scufe with each other on the street where many vigil goers were standing. Police conscated a tire iron from one of the two men. Were sorting it all out, but emotions are high among the family, Groomes said later. They lost their loved one. You saw the mother, the sisters, aunts and uncles, the loved ones, and theyre very distraught. During the vigil, Groomes and Sgt. Brett Parson, former head of the departments Gay & Lesbian Liaison Unit, called on the community to provide police with any information that may lead to the identication of those responsible for Mcleans murder. Parson now works as a patrol supervisor in the Six District, where the incident occurred. I know that many of you are hurting right now, he said. I know that many of you are angry. And you have a right to be because any time a member of our family is taken from us in such a violent way it should make our entire community angry, he said. I want you to know that we get it. We

N.Y. weighs in on federal DOMA challenge


ALBANY, N.Y. New York state Attorney General Eric Schneiderman led a brief in a New York federal court in Windsor v. United States, which is seeking to overturn the third section of the Defense of Marriage Act. DOMA prevents the federal government from recognizing same-sex marriages performed in the states where such marriages are legal. The Windsor case was brought against the government by the American Civil Liberties Union on behalf of Edie Windsor. When her wife and partner of 44 years, Thea, passed away in 2009, DOMA forced Edie to pay excessive penalties because her marriage was not recognized. In ling, Schneiderman called DOMA an unprecedented intrusion into the power of the state to dene marriage. Schneidermans position is similar to that of U.S. Attorney General Eric Holder and President Obama who earlier this year announced the Justice Department would no longer defend DOMA in court.

SLDN seeks exec order barring discrimination


WASHINGTON Servicemembers Legal Defense Network is calling on President Obama to sign an executive order barring all discrimination and harassment based on sexual orientation or gender identity in the armed forces. Signing legislation that allows for repeal of Dont Ask, Dont Tell was an historic milestone, and we appreciate the presidents leadership and commitment in making that happen, SLDN Executive Director Aubrey Sarvis said. Every service member deserves equal respect in the work environment, and its critical that gay and lesbian service members have the same avenues for recourse as their straight counterparts when it comes to discrimination and harassment. Using the Change.org petition platform, the organization is calling for an executive order to give LGBT personnel avenues besides the chain of command to pursue resolution of bias claims.

HRC launches LGBT Equality bus tour


To focus on conservative states in Midwest, South

The Human Rights Campaign announced this week that it will launch a nationwide LGBT Equality bus tour in August with stops planned for 17 cities in 11 mostly conservative states in the Midwest and South over a 12-week period. The national LGBT rights group says its aim is to draw attention to the fact that LGBT people lack legal protections in these states in employment, housing and public accommodations. A lack of legal protection for same-sex relationships, including LGBT families with children, will also be discussed through workshops, forums and other events in the locations where the bus will stop, HRC said. We are in the midst of a cultural tipping point on lesbian, gay, bisexual and transgender issues and our job is to push the scale as far and as fast as we can toward fairness, said HRC President Joe Solmonese. The tour will serve as a powerful visibility tool and support the work of creating real and lasting change in these communities. Upon announcing the bus tour on July 25, HRC released the results of a nationwide poll it commissioned showing that a majority of Americans nationwide support legal protections for LGBT people, including the legal right to marry. But the poll also shows that support for LGBT equality is not as strong in certain parts of the country, including the Midwest and South. For example, while the poll shows support for equal marriage rights of gays and lesbians at 51 percent nationwide, it shows that support dropping to 43 percent in the Midwest and South. The poll was conducted by polling and political consulting rm Greenberg Quinlan Rosner Research. It found that 79 percent of its respondents nationwide support nondiscrimination protections for LGBT people in employment, housing and public accommodations. The poll found that 79 percent of respondents nationwide believe anti-gay discrimination is a problem and 74 percent believe antitransgender discrimination is a problem. In a telephone press brieng on Tuesday, HRCs director of communications, Fred Sainz, said HRC believes the polling numbers show that most Americans are ahead of their elected ofcials and the nations politicians when it comes to supporting legal protections for LGBT people. He noted that while the poll shows that voters in the Midwest and South dont support LGBT equality to the degree shown by voters in the Northeast and West, it shows that support for LGBT legal protections among the people who live in the Midwest and South is considerably higher than that of the politicians elected to represent them in state legislatures and the U.S. Congress. Dave Walker, an ofcial with Greenberg Quinlan Rosner who worked on the poll, echoed Sainzs assessment of the polling data. Even in the most conservative parts of the country, where the majority of people are clearly opposed to marriage equality, theres a lot of attitudes toward lesbian and gay people that are well ahead of where legislation is, Walker said. And theres a degree of acceptance, which is growing nationally, even if its growing unevenly. Among the 11 states selected for the bus tour, none has adopted through its state legislature a non-discrimination law based on sexual orientation or gender identity. None of the states has adopted laws recognizing same-sex relationships through marriage, domestic partnerships or civil unions. Each of the 11 states has adopted, over the past decade, laws or state constitutional amendments banning same-sex marriage. Sainz said HRC hopes to use the equality bus tour to remind otherwise supportive voters in these states that LGBT people lack legal protections that the voters believe should be in place. A schedule released by HRC shows that the tour kicks off on Aug. 12 in Salt Lake City, Utah, where the bus and HRC participants will stay for three days.

Effort to undo LGBT history bill in Calif.


SACRAMENTO, Calif. After passing two weeks ago a historic law in California requiring school curriculum to include the contributions of the disabled and LGBT people, a group received the secretary of states permission to begin collecting signatures for a ballot measure repealing the law. The Capitol Resource Institute has launched a new website, stopsb48.com, in an effort to assist in gathering the 504,000 signatures needed to repeal the FAIR Education Act via ballot referendum, which would reverse the rule requiring schools to include the achievements of disabled Americans and LGBT people like Harvey Milk, Mark Bingham and Bayard Rustin, which some experts say may have a positive effect on the self-esteem of young people in these groups. Equality California has launched its own campaign in support of defending the law in order to promote the well-being of young LGBT people, whose suicide rates are four times those of their straight counterparts.

Lesbians T-shirt deemed offensive at Dollywood


NASHVILLE A woman visiting Dollywood with her partner was confronted by an employee and asked to turn her shirt inside out, claiming the Marriage is so gay slogan might offend other visitors. Olivier Odom initially complied with the request during a July 9 visit, according to the Associated Press, but now wants Dollywood to take steps to be more inclusive of LGBT visitors. Dollywood staff contend the park does not discriminate but often asks visitors to cover tattoos or clothing that could offend others. The park is open every day to everybody, Park spokesman Pete Owens told the AP. We try to provide an environment for families of all shapes and sizes to enjoy themselves.

Apple ends partnership with Christian Values Network


SAN FRANCISCO Following the lead of Microsoft, Macys, Delta Airlines and others, Apple this week removed its iTunes store from the Christian Values Network, following allegations the site is linked to controversial anti-gay organizations like the Family Research Council deemed hate groups by the Southern Poverty Law Center. A total of 35,000 people signed petitions at Change.org and AllOut.org demanding Apple cut ties with the website in only a few short weeks. Apple is a fair-minded business, said the petitions author, Ben Crowther. Im glad this petition helped make Apple aware of this issue, and I am thrilled that they removed iTunes from CVN.

Defense Dept. to review benets for gay troops

President Obama and Pentagon leaders gave the green light on July 22 to start the 60-day time period for when Dont Ask, Dont Tell will be off the books and openly gay Americans will be entirely free to serve in the U.S. military. After consultation during a Friday meeting at the White House, Obama along with Defense Secretary Leon Panetta and Chairman of the Joint Chiefs of Staff Adm. Mike Mullen issued certication to Congress that the armed forces are ready for open service. Today, we have taken the nal major step toward ending the discriminatory Dont Ask, Dont Tell law that undermines our military readiness and violates American principles of fairness and equality, Obama said in a statement. In accordance with the legislation that I signed into law last December, I have certied and notied Congress that the requirements for repeal have been met. Dont Ask, Dont Tell will end, once and for all, in 60 days on September 20, 2011. Under the repeal law signed in December, the militarys gay ban will be lifted once the president, the defense secretary and the chairman of the Joint Chiefs of Staff certify the armed forces are ready for open service. Consequently, now that repeal has been certied, Dont Ask, Dont Tell will be off the books on Sept. 20. I believe the U.S. armed forces are ready for the implementation of the repeal of Dont Ask, Dont Tell, Mullen said in a statement. I conveyed that opinion yesterday to the President and to the secretary of defense, and today we certied this to Congress. My opinion is informed by close consultation with the service chiefs and the combatant commanders over the course of six months of thorough preparation and assessment, to include the training of a substantial majority of our troops. Aubrey Sarvis, executive director of the Servicemembers Legal Defense Network, said the nal countdown to repeal is now underway as a result of certication. Service members celebrate this historic announcement, and they are ready for this change, Sarvis said. Our nations top military leaders have testied that commanders see no signicant challenges ahead, and now the president, Secretary Panetta, and Chairman Mullen have certied to Congress that the armed forces are prepared for the end of Dont Ask, Dont Tell. Alex Nicholson, executive director of Servicemembers United, said certication of repeal means gay service members can breath a huge sigh of relief. the anti-gay law. As a result, gay service members can already serve openly without fear of discharge, although openly gay people are still barred from enlisting in the armed forces. In a related development, possible benets that could be afforded to service members with same-sex partners will be the the largest piece of what the Pentagon intends to examine in the time remaining before Dont Ask, Dont Tell is off the books, according to DOD ofcials. Marine Corps Maj. Gen. Steven Hummer, chief of staff of the Dont Ask, Dont Tell Repeal Implementation Team, identied benets last Friday as among the policies important to the department and service members and said theyll be examined before and after the militarys gay ban has been lifted. The department will continue to study existing benets to determine those, if any, that should be reviewed based on policy, scal, legal and feasibility considerations, to give the service member the discretion to designate persons of their own choosing as beneciaries, Hummer said. Hummer made the remarks during a news conference at the Pentagon intended to address questions about the path forward for the military now that Dont Ask, Dont Tell repeal has been certied. Even with Dont Ask, Dont Tell off the books, gay service members with partners or spouses face inequities compared to straight married service members on issues such as living expenses and medical care, travel and housing benets. Much of this inequity is because of the Defense of Marriage Act, which prohibits federal recognition of same-sex marriage. Asked by the Washington Blade whether the Repeal Implementation Team identied any partner benets that could go to gay service members despite DOMA, Virginia Vee Penrod, deputy assistant secretary of defense for military personnel policy and co-chair of the Repeal Implementation Team, said the group decided to hold off on those determinations until after repeal takes effect. When we looked at the plan for implementation of the law, our priority was to develop the training and ensure that the force is trained, Penrod said. And looking at that priority, we realized the benets, although very important that we would wait until repeal before we decided to look in the benets; which we will do upon repeal. Pressed by the New York Times for an example of a benet that may be afforded to service members despite DOMA, Penrod said legal counsel may be among them. We have, like, legal policy for where an individual could come in and would request legal assistance, Penrod said. And whether or not is that just for the service member or can I bring in my partner and also have assistance, and so thats an example.

While we still must wait 60 days for this change to formally take effect and for the law to ofcially be off the books, this step is nothing short of historic, Nicholson said. This is the nal nail in the cofn for the discriminatory, outdated, and harmful Dont Ask, Dont Tell law. Gay service members who had left the U.S. military because of Dont Ask, Dont Tell hailed certication for repeal as an important milestone. Stacey Vasquez, a former Army recruiter who was discharged under Dont Ask, Dont Tell in 2003, said she nds it hard to believe that the long struggle to end the militarys gay ban is nally coming to an end. I think its hard for me to put into words because there have been so many steps for me, Vasquez said. I went through a court battle for seven years and worked on repeal in my job for a year, and then Ive lobbied Congress for nine years. She continued, I dont know if youve had one of those moments where you say, Is it really done because youve had so many steps and you feel like you move forward and then you move back a step? Im kind of thinking to myself, Is it really done? Still, Vasquez said shes happy that certication has happened and plans to make an attempt to re-enlist in the Army after Dont Ask, Dont Tell is off the books. Brian Fricke, a gay Iraq war veteran who left the Marine Corps in 2005 because

of Dont Ask, Dont Tell, also said certication brings him a sense of relief. and vindication that he thinks is shared by other service members. For me, personally, theres a sense of vindication, he said. When I left, I had a partner at the time and I was always afraid of being found out. I couldnt relax when I was on my R&R away from work because I was fearful of that. Additionally, Fricke said he thinks other service members will share his feelings following the formal lifting of Dont Ask, Dont Tell. I feel like a lot of the gay and lesbian troops are going to feel a lot of relief immediately, even if theyre not going to come out to people, he said. They are going to be able to relax when theyre off duty and be able to go in public to the movies and hold hands and not have to worry about retribution. Fricke wasnt discharged under Dont Ask, Dont Tell, but opted not to enlist in 2005 because of the burden of serving under the militarys gay ban. He said he doesnt plan to return to the armed forces. Although Dont Ask, Dont Tell will remain on the books until Sept. 20, discharges under the anti-gay law have already been halted. The Pentagon earlier this month put in place a moratorium on separations in response to a court order imposing an injunction against enforcing

Dont Ask repeal has personal meaning for gay ofcial

be a whole person. Wilson, whom the Senate conrmed in February 2010 to a senior position at the Pentagon, serves as assistant secretary of defense for public affairs. His duties include being a principal adviser to Defense Secretary Leon Panetta on public information and community relations. Its not the Tuczon, Ariz., natives rst job at the Defense Department. Under former defense chief William Cohen during the Clinton administration, Wilson, 60, was a deputy assistant secretary for public affairs, and later principal deputy assistant under public affairs. Wilson has had numerous other roles in government service and in work for nonprot organizations. Previously, he served as executive vice president of the Howard Gilman Foundation, where he oversaw the development and implementation of the organizations domestic and international policy programs at its White Oak conservation center. But in addition to his current duties at the Pentagon, Wilson had a direct role in bringing about Dont Ask, Dont Tell repeal because he served on the executive committee for the Repeal Implementation Team. Ive never seen myself as either a gay community leader or poster boy, Wilson said. Ive always seen myself as a person with a whole lot of different components to me as an individual, and being gay is one of them. The culmination of that work took place when President Obama, Panetta and Chairman of the Joint Chiefs of Staff Adm. Mike Mullen certied that the U.S. military is ready for open service. Under the repeal law signed in December, Dont Ask, Dont Tell will be off the books 60 days after certication so the law will ofcially come to an end on Sept. 20. In the Blade interview, Wilson discussed a variety of topics including what the lifting of the militarys gay ban means to him as well as implications for service members in the future. His partner of 16 years is an educator. His piece of advice for gay service members after Dont Ask, Dont Tell is the off the books? Feel condent and believe you can be whoever you want to be. The military cliche, slogan is be all that you can be, Wilson said. Never has this been so true as itll be on Sept. 20 for thousands of people. Wilson had few words about potential partner benets that could be offered to gay service members upon repeal of Dont Ask, Dont Tell because hes not a specialist on benets. Pentagon ofcials have said they intend to examine the possibility of extending certain benets to gay service members although the Defense of Marriage Act prohibits major benets like housing and health insurance from going to service members. I wouldnt want to speculate because

I think all of these are on the table and I think there is a true determination here to do the right thing and to follow the law, Wilson said. Additionally, Wilson addressed the possibility of an executive order barring discrimination against troops based on sexual orientation and gender identity. LGBT advocates have called for the order because no non-discrimination rule will be put in place for the military even after Dont Ask, Dont Tell is lifted, but the Pentagon ofcials have said they dont believe such an order is necessary. Wilson said channels are already in place for gay service members to make complaints about discrimination while enabling the Pentagon to keep its policies sexual orientation-neutral. Still, Wilson left the door open for further discussion on a non-discrimination order. People here are aware that there are different views on this issue, Wilson said. I expect that discussion on this issue is going to continue but that is the rationale. The transcript of the interview between the Washington Blade and Wilson follows: Washington Blade: You were involved in the Repeal Implementation Team as the Pentagon made its way toward certication. As an openly gay man, what did that role mean for you personally? Doug Wilson: I was a member of the executive committee of the RIT, and Ive also have been here as the assistant secretary of defense for public affairs since February of 2010, and I think Im the rst openly gay assistant secretary in the Pentagons history. Its meant a lot to me personally because its been an opportunity to help realize change in an institution that I respect tremendously. I served here in the late 90s under [former Defense Secretary] Bill Cohen, and I had never in a million years thought that I would be working at the Pentagon. It was a transformational experience for me. I met the most outstanding people in uniform, and civilians as well. But the people I met in uniform were absolutely remarkable people. The things they were required to do and did, the sacrices that they made it made a huge impression on me. It also made an impression on me that there were men and women in uniform who couldnt be whole. And I know what its like to feel like youre not a whole person. This is why as the process of repeal took place, and then the process of certication took place, that was something that personally I kept uppermost in my mind. An institution that has done so much for people, that has produced so many outstanding people, that has done so much for the country itself could understand and recognize how important it is to be a whole person. It has demonstrated that when it came

to the integration of the armed forces. It has demonstrated that when it came to the role of women in combat. And I knew that it could demonstrate that when it came to allowing gay and lesbian men and women to be whole and equal. Blade: But have you ever found it challenging or felt out of place working for a department that had you been working on the uniform side until recently would have forced you out of your job because of your sexual orientation? Wilson: Yes. I have been well aware that as a political appointee and as a civilian that I was able to do things that my counterparts in uniform were not able to do. Ive never seen myself as either a gay community leader or poster boy. Ive always seen myself as a person with a whole lot of different components to me as an individual, and being gay is one of them. The thing that mattered the most to me was the folks in uniform would be able to be that. To be recognized as that that being gay or lesbian is a component of who they are. It was always uncomfortable that there was that gap. Blade: Do you feel like youve experienced any sort of anti-gay bias or discrimination while working at the Pentagon? Wilson: No. Even when I was here in the late 90s and I was quite close to secretary and Mrs. Cohen. They knew my sexual orientation, they extended their hands and welcomed me and at social events welcomed me and my partner. That meant a tremendous amount to me. I felt the same way being here as an assistant secretary for public affairs, particularly within the ofce that I had, which consists of a large number of military as well as civilian, political appointees all of whom know that Im openly gay, all of whom have been nothing but supportive. Its not been a factor ... its a part of who I am, and thats how Ive been treated. Blade: Are there any openly gay gures in government whove inspired you to be out? Wilson: I dont know that theres been anybody whos inspired me to be openly gay. I think that there are gures in government who are friends, who Im proud to call colleagues people like John Berry, people like Eric Fanning, who used to work for me at [Business Executives for National Security], is now here with the Navy. ... I work with a large number of men and women in this government who are openly gay and lesbian. Certainly on the Hill, theres an even larger number who are. I think the thing that were all extremely different people. But I think the approach is similar, that this is a component of who we are. I dont think John Berry looks at himself as the gay director of [the U.S. Ofce of Personnel Management.] I

think he looks at himself as the director of OPM, and hes a gay man. Thats how I approach what Im doing here. As I say, everybody has their own path in life that they follow, and whether youre gay or straight how you come to be who you are is your own path. For me, its wanting to be accepted for everything that I am in terms of the whole person that I am. It took a long time to get here because I grew up in the 50s and 60s when it was a very, very different time, and its been a long time coming, and Im really proud of who I am. Im proud of this institution. Im proud of this administration, and mostly Im proud of the literally thousands of people who are going to be able to take advantage of the opportunities that Ive been able to advantage of earlier. Blade: Did you know Pete Williams, the openly gay former Defense Department spokesperson? Wilson: Yes I did. He was not openly gay. He was not open when was here. Blade: But he has since come out. Wilson: I believe he has. Youll have to ask him. I mean, I cant speak for him. Its very well known, but youll have to ask him how he wants to be characterized, but I feel very condent in saying Im the rst openly gay assistant secretary in any capacity here. Blade: What was going through your head when certication was happening last week? Were you reecting on anything personally? Wilson: Yes. I was reecting on the process that it took to get to this place in terms of repeal. In December of last year, it was kind of a crucible. And there were points during that month when people thought this ultimately was not going to happen, including very senior people here. And I never did believe that it wasnt going to happen. I thought that we really had reached a tipping point in December when [Sen.] Susan Collins stood on the oor after that vote on the [scal year 2011 defense] authorization [bill], and, within a couple of hours, she and [Sen. Joseph] Lieberman were back down there talking to [Senate Majority Leader Harry] Reid, and they were going to offer this bill. At that point, I thought this is not dead. I didnt see how it could die. I thought there were so many chances to kill it, and it wouldnt die. And I really thought that this was going to happen in December because I thought too many people could not look themselves in the face, look themselves in the mirror and say with a report that showed what it showed, that attitudes in the United States being what they were that they were the ones to be the anachronism. I won some money as a result of that.

understand that the anger is not just that Lashai was gunned down senselessly, he said. But its that Lashai was forced to be in a place and time to be ripe for victimization and that those circumstances have to change. Although Parson did not say so directly,

he may have been referring to the fact that Mclean was shot shortly after 4 a.m. in an alley near the corner of 61st and Dix Streets, N.E., which is a location well known as a gathering place for transgender prostitutes and the men that patronize their services. Groomes said police could not immediately determine whether the

incident was prostitution related but said investigators were looking into that as a possibility. This is an area where there are transgenders that hang out, she said. So how do we know that someone lled with hate didnt come up here and do this? she told the Blade. Its not clear. Right now were not saying

anything we dont hear anything about hate-bias overtones. So its frustration. I mean, what is it? she said. Earline Budd, an ofcial with the local group Transgender Health Empowerment, and Ruby Corado, a member of the D.C. Trans Coalition, were the lead organizers of the vigil. Both described Mclean as a vibrant, charming, and outspoken young woman who made a lasting impression on everyone who came in contact with her. Budd and other transgender activists have said workplace discrimination against transgender people often forces young transgender women into prostitution as a means of survival. D.C. Trans Coalition member Vanessa Crowley told the gathering that Mcleans murder was another in a series of violent crimes targeting transgender women in the city in recent years. She noted that Mcleans murder comes two years after a transgender woman was stabbed to death in August 2009 in broad daylight in the citys Shaw neighborhood in a case that remains unsolved. While nothing can bring back those that we have lost or undo the suffering that we share, we can and should confront the daily terror and anxiety that trans and gender non-conforming people face, Crowley said. We can do this by building networks of mutual support and solidarity and sustain our efforts to feel safe and to make change. Crowley also made reference to an initial police news release that identied Mclean by her legal birth name of Myles Mclean and did not list the case as that of a transgender-related murder. We must stress once against the absolute necessity for the police and the media to respect Lashais gender identity, Crowley said. The least we can do is respect her chosen and lived identity. Others speaking at the vigil included A.J. Singletary, president of Gays & Lesbians Opposing Violence; Jeffrey Richardson, director of the mayors Ofce of GLBT Affairs; Nick McCoy, gay activist and community member of the police departments Critical Incident Team; Ron Mouton, founder of the local anti-crime group Peaceoholics; David Mariner, executive director of the citys LGBT community center; Jenna Miller, an ofcial with the local group Helping Individual Prostitutes Survive (HIPS), which provides services to transgender woman involved as sex workers; and Budd and Corado. Rev. Dyan Abena McCray, pastor of D.C.s Unity Fellowship Church, which has a largely LGBT congregation, told the gathering in an opening prayer that while the family, friends and community members share feelings of hurt and bitterness over Mcleans loss, the scripture cautions against vengeance. We know that justice is going to reign down, God, she said. We claim justice right now ... We claim the victory over the adversary right now. He has no power over our lives.

Perrys marriage remarks echo Obama


In contradictory view, Texas guv backs state rights, federal amendment

White House Press Secretary Jay Carney declined to directly address a question this week about President Obamas continued lack of support for marriage equality and a potential Republican presidential candidate taking on a virtually identical position. Under questioning from the Washington Blade, Carney declined to directly answer when asked about concerns of misjudging support from the LGBT community heading into the 2012 election by holding off on support for marriage equality. Meanwhile, Texas Gov. Rick Perry (R) said marriage should be left to the states echoing Obamas recently articulated position on the issue. I think you know that this presidents record on LGBT issues is exceptional, Carney said. Hes very committed to it. He worked very hard for [Dont Ask, Dont Tell] repeal, and he continues to work hard on these issues. And its not an issue of political support; its what he believes is the right thing to do and he will continue to do that. as civil unions. Later during the speech, Perry brandished his conservative leanings by taking pot shots at Obama and criticizing the presidents decision to pull 33,000 troops from Afghanistan by the summer of 2012. According to the AP, Perry said Obama should listen to his military commanders and not his political advisers. Perrys remarks on marriage are similar to the position Obama expressed recently on marriage during a news conference last month when he said the legalization of same-sex marriage was a good thing. What Ive seen happen over the last several years, and what happened in New York last week, I think is a good thing because what we saw was the people of New York having a debate talking through these issues, Obama said. It was contentious, it was emotional, but ultimately, they made a decision to recognize civil marriage, and I think thats exactly how things should work. Obama added he believes each community is going to be different, each state is going to be different to work through them. But when later asked whether his views mean his personally supports samesex marriage, Obama replied he wasnt going to make news on that.

According to the Associated Press, Perry said last week at a Republican fundraiser that hes ne with New Yorks recent approval of same-sex marriage because he believes in the 10th Amendment right of states to regulate marriage as he remains personally opposed to gay nuptials. Our friends in New York six weeks ago passed a statute that said marriage can be between two people of the same sex. And

you know what? Thats New York, and thats their business, and thats ne with me, he was quoted as saying. That is their call. If you believe in the 10th Amendment, stay out of their business. Boehner says no House vote on DOMA repeal


But supporters say much has changed since anti-gay ban enacted in 1996

U.S. House Speaker John Boehner (R-Ohio) indicated last week that he wouldnt bring to a vote before the House legislation pending before Congress that would repeal the Defense of Marriage Act. Asked by the Washington Blade if hes be open to bringing the measure to a oor vote, Boehner replied, Congress has acted on this issue some number of years ago, and I think that the Congress acted on [it] in a bipartisan way. It is the law of the land and should remain the law of the land. A DOMA repeal bill has received renewed attention since the White House announced last Tuesday that President Obama supports the DOMA repeal legislation, known as the Respect for Marriage Act. The president campaigned on full legislative repeal of DOMA. Also last week, the Senate Judiciary Committee held a hearing on DOMA repeal featuring testimony from individuals in same-sex marriages who were negatively affected by the statute,

which prohibits federal recognition of same-sex marriage. Boehners indication during his news conference that he wouldnt hold a vote on DOMA repeal shouldnt come as a surprise. When Obama declared that the law was unconstitutional in February and that he would no longer defend the law in court, Boehner directed House general counsel to take up defense of the law in March following a party-line vote in the Bipartisan Legal Advisory Group. Evan Wolfson, president of Freedom to Marry, said he hopes Boehner will change his mind about DOMA repeal and recalled testimony that took place before the Senate in favor of DOMA repeal on Wednesday.

I hope Speaker Boehner will reconsider his apparent refusal to allow for a vote on repealing the so-called Defense of Marriage Act, which civil rights hero, Congressman John Lewis, rightly called a stain on our democracy, Wolfson said. Much has changed since 1996 including the fact that we now have tens of thousands of married same-sex couples, many with children, directly harmed by DOMAs departure from the traditional federal practice of honoring lawful marriages. Wolfson, among those who testied before the Senate, noted that former Rep. Bob Barr of Georgia, a conservative Republican and the sponsor of DOMA in 1996, has since come out for full repeal of the legislation.

Just as the Republican sponsor of DOMA then now supports its immediate repeal, so should other members of Congress be permitted to reconsider bad legislation, the unfairness of which was powerfully demonstrated at the Senate hearing yesterday, Wolfson added. Rep. Jerrold Nadler (D-N.Y.), sponsor of DOMA repeal legislation and witness at the Senate hearing, said in a statement that despite Boehners remarks, hes condent we will soon see growing Republican congressional support for repealing DOMA. A number of House Republicans have told me privately that they feel the same way, Nadler said. This, coupled with the fact that there is now a majority of Americans who support equality and with the recent polling data showing that a majority of Republican voters want GOP leadership to give up their position on this matter, means that it is only a matter of time before we act in a bipartisan manner and repeal DOMA. And, believe me, we will keep pushing to get it done until we have succeeded. But one of the prominent voices in the movement against same-sex marriage commended Boehner for his apparent assurance that DOMA repeal legislation wouldnt come before the House.

Taxicab Confusions: inferior service, regulatory chaos

devolve into a dysfunctional agency worthy of parody by any cable comedy show. An interim chair bouncing around in multiple seats in order to declare a required quorum with no other commissioners present and the forceful removal of media from a recent commission hearing only lend a carnivallike atmosphere to proceedings. Drivers and riders alike are dismayed, albeit for different reasons. Most drivers, having abandoned their losing opposition to the meter system mandated by former Mayor Adrian Fenty in 2008 and welcomed by most of the public, complain that the fares now based on time-anddistance result in less income requiring longer shifts and are set too low. However, fares for cross-town trips remain essentially unchanged and the cost of short hauls are justiably more equitable although long-distance one-way trips to destinations outside the city are capped at articially low levels. Drivers also complain that enforcement by hack inspectors is overzealous, selective, and unfair and nes are too high. They worry that pending policies to impose a uniform exterior cab color and maximum age of autos will result in new operating costs too expensive to bear. Tell that to riders long accustomed to cabs of cramped size, inconsistent age and unpleasant condition, despite improvement in the overall safety and condition of cabs in recent years due to stepped-up inspection efforts. Ask a consumer about the all-too-common lack of (or failure to operate) air-conditioning during the summer, fare gouging, poor knowledge of the area, inability to accept payment via credit and debit cards or even produce a legally required fare machine receipt and be prepared for an exaggerated eye roll. Above all else, drivers fear that Council consideration of legislation to convert the current accept-all-comers licensing protocol to a signicantly downsized number under a medallion system found in most other

LGBT taxicab customers in Washington represent both a cherished clientele and the No. 1 fare category and customer demographic, says Larry Frankel, head of both the Small Business Association of D.C. Taxicab Drivers and the industry advocacy group Justice for D.C. Taxis. Frankel, a gay long-time D.C. taxi driver operating under the moniker Taxi By Larry, admits that this doesnt always appear to be the case. Although the well-known cabbie and high-prole taxi driver advocate has long made serving late-night gay, lesbian, and transgender nightlife and hospitality patrons and employees a priority, he readily acknowledges that while not commonplace community members are occasionally subjected to inappropriate treatment or ridicule by a distinct minority of drivers. Frankel characterizes these oftenunpublicized occurrences as disturbing and isolated incidents not representative of overall driver attitudes. But periodic media reports and the personal tales of those on the receiving end of such prejudice spread far and fast within the communitys social network. These instances are, however, only a small measure of the contentious and complex issues continuing to roil and divide the fractious taxi industry and swirling around chaotic city government regulatory oversight. None of which well serves a hospitality and tourism dependent national capital. Unbeknownst to many, D.C. cabbies are independent contractors operating under one of a number of large and small taxi companies. This driver scheme tends to result in a renegade environment and an unpredictable rider experience. Inconsistent efforts by the District to improve customer service standards and enforce regulations are often met with opposition and lingering resentment by the approximately 9,000-plus licensed hackers (not even the city knows how many active

cities is a thinly veiled attempt to corporatize the industry. They contend this will lead to control by a small number of well-connected large cab companies able to afford the acquisition of a vast majority of licenses over time eliminating what has historically been a path to individual entrepreneurship for lower-income and minority entrants. Riders are unsure what to make of medallions, especially given the fact that there are drivers on both sides of the issue (although most are opposed). Will it lead to higher fares, longer wait times for fewer available cabs, a decline in overall service and more service refusals, as some fear? In the past few days, evidence surfaced that the campaign of Mayor Vincent Gray allegedly laundered cash contributions totaling $56,000 primarily from taxi drivers and cab company interests. Grays campaign is also charged with failing to report in-kind contributions of more than 6,000 taxi rides providing voters transportation to polling locations. This, of course, is merely the latest embarrassment for a scandalplagued local leadership class knee-deep in the muck of ofcial impropriety. Gay D.C. Council member Jim Graham (D-Ward 1) surrendered his oversight of the industry when formerly chair of the Councils Public Works and Transportation Committee following an FBI sting of his ofce that ensnared chief of staff Ted Loza. Loza was sentenced on June 28 to an eight-month federal prison term after being found guilty of accepting cash, trips and other gifts from taxi industry sources. Although not charged with any wrongdoing, Graham strained credulity among many for not reporting Lozas passing along a cash-stuffed envelope which Graham did not pocket or ring him. The incident has likely resulted in nal closure for any aspirations Graham had to seek a citywide at-large Council seat. The bottom line is that cab drivers have largely lost the publics support. While once sympathetic to the benet afforded those pursuing employment as sole proprietors, years of poor service, rude treatment, overcharging, crummy cabs and general disrespect for the customer has resulted in a new reality no one really cares anymore. They just want a cab system that works and rides well. Even if theyre not sure whether an attempt to professionalize and standardize service via medallions is the right thing to do or will yield the desired results. One thing is certain: D.C. taxi drivers have nally wasted the last remnants of good will and support riders are willing to easily offer.

Supporting LGBTQ youth in foster care


We cannot afford to waste precious young lives
is often more difcult. We know that LGBTQ youth encounter a disproportionate amount of cruelty simply because of who they are. For youth in foster care, too often the system has been unable to respond to their needs for community, kindness, sanctuary and services that are specially designed for them. Thats why the Department of Health and Human Services Administration for Children and Families is urging child welfare programs in every state to train their caseworkers and tailor their practices so that they are maximally responsive to the unique challenges of every child including LGBTQ youth. Our intent is to ensure that every single young person has the opportunity to lead a healthy, productive life with the support of loving, respectful caregivers. This past spring, the Administration for Children and Families wrote to state social service providers to remind them of the challenges these young people face. We outlined a series of supports that the federal government can provide to systems that serve foster children across the country, such as help with training caseworkers to better serve LGBTQ youth, recruiting and orienting foster and adoptive parents, addressing unique safety issues, and encouraging LGBT parents to adopt. And of course, we are also urging states to diligently pursue all forms of permanent placements, including reunication with biological parents and families, as long as these are in the best interest of the child. A recent study that followed a group of young people as they moved from foster care into adulthood found that as many as 1 in 10 males and almost 1 in 4 females identied their sexual orientation as other than 100% heterosexual. More often than not, these young people have experienced discrimination, bullying, scorn and ostracism and have remained in foster care longer than their straight peers. They are also at higher risk of suicide, homelessness and sexual exploitation on the streets. LGBTQ youth need our protection and they deserve our help. The practices we are encouraging states to adopt are designed to provide that. Overall, we are at a point of progress in the child welfare system. During the last several years, states have consistently been able to reduce the number of children in foster care, nding permanent homes for many of them faster than ever before. This allows us to push the system forward to address the needs of children and youth for whom we struggle to nd permanent families and homes. Our focus on LGBTQ youth is part of a larger mission to craft strategies that respond to the needs of children in foster care. With a grant of almost $10 million, several child welfare systems are taking the lead, pioneering approaches that we hope will be suitable for replication across the country. Kansas is testing an innovative program with severely emotionally disturbed children; California and Arizona are both striving to speed up the placement of African-American and Native American children into permanent homes; Nevadas Washoe County is targeting children with immediate safety risk; Illinois is targeting children exposed to serious trauma. The Los Angeles Gay & Lesbian Center is working with LA Country to develop a model program to protect the health and well-being of LGBTQ foster youth and to eliminate the barriers that keep them from settling into permanent homes. The child welfare system is moving forward in recognizing the specic needs of LGBTQ youth. As social service providers and as leaders who care about Americas future, we cannot afford to waste precious young lives. Instead, we look forward to a time when the success stories will outnumber the sad ones, when more youth have stories like Darryns to tell. Thats the outcome we want for all of our young people.

Two minority groups with a lot in common


Oppression of LGBT, disability communities has encouraged marginalization
journalist Peter Fagan and Helen Keller, the deaf-blind author and American Civil Liberties Union co-founder. Then, many states prohibited people with disabilities from marrying. Some of these laws remained on the books until the 1970s. Fighting for marriage equality is one of many things that the LGBT and disability communities historically (and today) have in common. This month is Disability Pride Month, observed to celebrate the history of people with disabilities and passage 21 years ago of the Americans with Disabilities Act (ADA). The ADA prohibits disability-based discrimination. As a legally blind lesbian, watching the rst same-sex couples getting married in New York, Im proud to be queer and crip. (Reclaiming the pejorative word cripple, many of us proudly call ourselves queer and crip.) Nearly one in ve Americans (51.2 million) has a disability and from three to ve million people are LGBT and have disabilities, according to the U.S. Census Bureau. We queer crips are of all races, classes, genders, orientations and occupations. Our disabilities include HIV, diabetes, cancer and depression (all covered under the ADA). If youre LGBT and a recovering alcoholic, you, too are protected by the ADA. As a queer crip, the idea of Rep. Michele Bachmann being president makes me shudder. When youre LGBT and have a disability, you run into people who not only want to pray the gay away, but folks who believe if you only prayed more, youd no longer be disabled. The sexual oppression of the LGBT and disability community has encouraged both groups marginalization, said Bethany Stevens, a policy analyst and sexual health expert at the Center for Leadership and Disability at Georgia State University, in a telephone interview. Both [groups] are sexually demonized. This is the root of homophobia and ableism [prejudice against disabled people], said Stevens, who uses a wheelchair and is marrying her partner Sara in Washington, D.C., on Aug. 5. LGBT people and disabled folk have a common history of being scorned by the government and medical establishment. The late Dr. Linda Laubenstein, who had polio, was one of the rst to ght for HIV research funding in the early AIDS epidemic (when President Reagan wouldnt say the word AIDS). People who are queer and who have disabilities both experience bullying, said Calif. state Sen. Mark Leno (D-San Francisco) author of the Fair, Accurate, Inclusive and Respectful Education Act, which requires California schools to begin teaching gay and disability history, in a telephone interview. Both experience the cruelty of harassment ... for the mere fact of being different. Yet though LGBT people and disabled folk are marginalized groups, queer crips often dont feel welcome in the queer community. This is partly because of the inaccessibility of many bars and other LGBT meeting places. But a key reason why queer crips are outsiders in the LGBT community, is because people perceive us as undesirable and uninterested in sex, Stevens said. Not true. We not only have sex, we love it! Many able-bodied LGBT people have visualized their ideal lovers right down to their preferred physical requirements, never once thinking that their perfect lover may have a disability, wrote Raymond Luczak, a deaf gay writer and author of Road Work Ahead: Poems, in an e-mail. Years of prejudice wont be easily swept away. Yet, lets make a beginning during this season of Pride. I invite you to get know us queer crips.

Dolly Parton has always embraced her gay devotees, even before it was trendy

When it comes to singers with huge gay followings, Dolly Parton has one of the most loyal and most rabid. Dolly obsession, explored memorably in the 2006 documentary For the Love of Dolly, is at fever pitch these days. The 65-year-old country/pop singer released her latest indie album, Better Day, last month and is just starting her latest road outing, the Better Day World Tour, which will nd her playing dates throughout North America, Europe and Australia. She comes to the D.C. area this weekend with a Sunday night sold-out show at Wolf Trap (wolftrap.org). Shes earned solid reviews for both the new record and the tours rst shows in her native Tennessee and last weekend at the Hollywood Bowl. (The D.C. stop presents a dilemma for some gay music lovers Britney is at the Verizon Center the same night.) Everybody knows gay men love their divas Cher, Judy, Barbra, etc. but how has Dolly managed to be the only country singer to attain that level of adulation? We talked to three of her LGBT fans from wildly different walks of life to nd out. Duane Gordon, a 36-year-old gay Jackson, Miss., native now living with his partner in Middletown, Ohio, was entranced with the singer even longer than he can remember. His parents tell him when he was as young as 1 and 2, he would drop everything to stare enthralled at the TV anytime Dolly was on. When Barbie-sized Dolly dolls were issued by Goldberger in the late 70s, Gordon begged for one. His parents refused, though they didnt otherwise discourage his infatuation. He taught himself to read looking at lyric sheets from Dollys albums, which he played on his plastic toy kiddie turntable. At age 3, she was his rst concert. His whole family went. His mom says the only time he moved the

Despite being a New York native, Meaghan Hearn had known since college she wanted to live in Washington. The 28-year-old West Nyack, N.Y., native (its 30 minutes northwest of New York City) had gone to law school at Syracuse and growing up had spent every other weekend in the Big Apple. Her parents are divorced and her father lived there so she was there all the time going to baseball, hockey and basketball games. And one or two Broadway shows. New York is nice, but D.C. is so much cleaner, nicer and better and it has all the things I love about New York without all the other stuff, she says. Shes been here since August of 2008 shortly after successfully nishing her bar exams. She began her career doing pro bono work as a D.C. public defender and odd paralegal jobs wherever she could nd them. She met Glen Ackerman coming out of jail where shed met with a client. She eventually joined his general practice law rm where she does mostly criminal defense work. She likes the rm because she can be out. Everybody at the ofce is living who they really are whether theyre gay or straight, she says. Everybody there really prides themselves on that. Hearn and her girlfriend live together in Columbia Heights. She enjoys going to Nationals games, museums, reading American history, shing and is training for her rst half marathon this fall.

HOW LONG HAVE YOU BEEN OUT AND WHO WAS THE HARDEST PERSON TO TELL? Ive been out for about four or ve years now, but Ive known I was a lesbian for as long as I can remember. The hardest people to tell were members of my family, but they were incredibly supportive. I am incredible fortunate to have amazing friends and family. WHO IS YOUR LGBT HERO? My heroes are the young children who are strong and condent enough to come out at such an early age and live who they are. WHATS WASHINGTONS BEST NIGHTSPOT, PAST OR PRESENT? Any place that has a good vibe, good music and a decent selection of craft beers is all right by me. DESCRIBE YOUR DREAM WEDDING. It doesnt matter where the wedding is. So long as I am marrying the person I love, my family and friends are there the rest is not that important to me. WHAT NOT GAY ISSUE ARE YOU MOST PASSIONATE ABOUT? Juvenile justice issues. Too often, children are placed in this legal system and they dont fully understand what is going on because no one takes the time to explain it to them. Children deserve to have an advocate who will speak and argue for them and vigorously protect their interests. WHAT HISTORICAL OUTCOME WOULD YOU CHANGE? The Citizens United decision rendered by the U.S. Supreme Court. I am simply appalled that there are now no monetary limits on how much a corporation, or even a non-prot, can contribute to a candidate for his or her election. In no way, shape, or form is that protected speech under the First Amendment. WHATS BEEN THE MOST MEMORABLE POP CULTURE MOMENT OF YOUR LIFETIME? Its not really a pop culture moment, but what I will always remember Tim Russert using his dry-erase whiteboard during the coverage of the 2000 presidential election, explaining why Floridas electoral votes were so important and nishing with, Florida! Florida! Florida! ON WHAT DO YOU INSIST? Honesty in both my personal and professional life. Representing a client is made innitely harder if that person is not completely honest with me about the circumstances and facts surrounding his or her case. WHAT WAS YOUR LAST FACEBOOK POST OR TWEET? Im condent that theres some sort of afterlife or heaven. Whether its full of white, puffy clouds and harps who knows? Im a rm believer that if youre a genuinely good person, youll have a ticket into whatever heaven there is. If youre not a good person, youll be stuck at a never-ending Tea Party rally where Dick Cheney, Glen Beck and Michele Bachmann continually give keynote speeches. WHATS YOUR ADVICE FOR LGBT MOVEMENT LEADERS? The movement has to keep its momentum. I am so proud that my home state of New York recently passed the Marriage Equality Act, but we cant back down. We need to keep pushing forward until we are granted the same rights as our straight peers, and offered equal protection under every state and federal law. WHAT WOULD YOU WALK ACROSS HOT COALS FOR? Right now a vacation! WHAT GAY STEREOTYPE ANNOYS YOU MOST? The argument from conservatives that two moms or two dads are somehow unt and unable to raise children. Same-sex couples, and even single parents, can give all the love, guidance and support a child needs to grow up happy and healthy. WHATS YOUR FAVORITE GAY MOVIE? My favorite gay movie, or miniseries, is hands-down Angels In America. The cast is phenomenal, and the individual plot line for each character and how Tony Kushner intertwines and ties them all together captures me every time I watch it. WHATS THE MOST OVERRATED SOCIAL CUSTOM? Valentines Day. Dont get me wrong Im romantic, but I just never understood why Valentines Day is so important. I would much rather spend my time and energy on showing my girlfriend how special she is on a daily basis. WHAT TROPHY OR PRIZE DO YOU MOST COVET? While I was in law school, I participated in the schools trial advocacy programs and was selected to be a part of the schools national trial teams. One of the teams I was on won rst place at the Buffalo-Niagara Trail Team Competition, and it is one of the awards that I am most proud of. We went in as underdogs, and no one thought we would advance out of the rst round. The award is a reminder of what you can achieve with perseverance and hard work, even when no one believes you can succeed. WHAT DO YOU WISH YOUD KNOWN AT 18? I wish I had known it was OK to be me. College would have been a lot more fun! WHY WASHINGTON? I was a college intern here in D.C., and by the end of my rst week in the city I knew this is the place were I wanted to live and start my career as an attorney. This town is where history is made I wouldnt want to live anywhere else!

Feisty but awed, Keegans Magnolias production revives classic 80s dramedy

Before it was a hit lm, Steel Magnolias won kudos and enjoyed a long and successful run as an off-Broadway play. Written by Robert Harling in response to his younger sisters death, this drama wrapped in comedy explores solidarity in adversity and the resilience of women, particularly southern women. Keegan Theatre is now offering its own take on the popular work. The story unfolds entirely in Truvys hair salon, a small town Louisiana beauty bastion inhabited exclusively by females, and while both stylists and clients frequently refer to their men who have names like Drum and Spud, the audience never actually meets them. At Truvys, women are able to let their hair down. In between shampoos and comb outs, they not only gossip but also share hopes and disappointments. Steel Magnolias more serious side concerns regular clients MLynn and daughter Shelby. The mother is justly worried about her diabetic offspring who marries young and proceeds to get pregnant against doctors advice. Its a lot like a very long episode of the Atlanta-set sitcom Designing Women (ttingly Delta Burke was featured in Steel Magnolias all-star Broadway 2005 revival) with glib Southern white women dishing, bitching and commiserating. Only here someone dies. Directed by Mark Rhea, the ensemble cast includes Sheri Herren and real life daughter Laura Herren as MLynn and Shelby. Linda High and Jane Petkofsky play cranky spitre Ouiser and rich widow Clairee, respectively. As Truvy, Larissa Gallagher chats and does hair (in fact, she successfully tortures the big blonde wig that Herrins Shelby wears in act one into a respectable wedding up do); and Brianna Letourneaus Annelle Truvys anxious assistant evolves markedly

throughout the plays four scenes but regrettably retains her questionable sartorial taste. She trades a frumpy polyester dress for a cowgirl getup. There are some problems: The casts Louisiana accents are all over the place and the pacing of the show is inexplicably uneven. And while some of the actors have chosen to underplay their parts, others are going at it full throttle. Admirably, some of the cast are struggling to portray real characters and not simply caricatures, but given the material its not easy. The plays intimate setting is well-suited for the cozy Church Street Theater. Trena WeissNulls set design isnt the tacky beauty box one might expect, but rather a typical modest 80s salon with mint-green marbleized walls and black and gray stations. Similarly, costume designer Erin Nugent dresses the ladies in leggings, boxy power suits and other items totally redolent of the era. A bona de chick ick, the 1989 lm version starring Sally Field and Julia Roberts as mother and daughter is also beloved by a lot of gay men, some of whom can irritatingly rattle off chunks of the lms dialogue verbatim. Memorable lines include: Truvys All gay men have track lighting and are name Rick, Mark or Steve, and Ouisers Im not crazy MLynn. Ive just been in a bad mood for the last 40 years! When Steel Magnolias opened in 1987 at the Lucille Lortel in Greenwich Village, theatergoers enjoyed meeting these feisty belles and their southern fried phrases, but certainly Shelbys decision to fearlessly live life in the shadow of deaths specter must have resonated strongly with gay audiences who were around for some of the grimmest years of the AIDS crisis. More than two decades later, the play might feel a little stale, but that courageous spirit still resonates.

Local gay singers charm with cabaret sets


Gartshore, Fox a hit at Signature Theatre

Two local gay crooners performed delightful individual sets Friday night at Arlingtons Signature Theatre as part of its Sizzlin Summer Cabaret series, which runs through Aug. 6. Signature vet Will Gartshore opened the evening with a smoldering and eclectic show dubbed All the Kings Men that found him darting around from show tunes to standards to pop/rock hits. He broke his wrist in January during an ice skating spill and tied the show together with themes of invincibility, his lack thereof, his childhood superhero fantasies and more. It was a clever way to work in some biography without being too self-indulgent. You left feeling youd gotten to know him. The main draws, though, were threefold Gartshores sturdy, shimmery vocals, tight pacing he and two accompanists churned it out like they were on live TV, often not even stopping to end one song before starting another and well-chosen material that, with help from the sparse, somewhat unorthodox instrumentation, Gartshore managed to bring new perspective to. Though it rarely felt rushed, it must have been a taxing venture Gartshore chugged what felt like gallons of water between numbers. He proved a likeable, self-deprecating performer. Only a cheesy (and obviously planned) segue into the Avenue Q song Schadenfreude felt hammy and contrived. The song itself, though, was a nice change of pace. A clever mashup of Orange Colored Sky with Carole Kings I Feel the Earth Move was one of the highlights. Peter Foxs 9:30 p.m. set Be Yourself (Everyone Else is Taken) was less varied and harried but just as inventive. He took a leisurely stroll through a 12-song evening of mostly standards accented with a few cuts from his solo EP and a couple pop covers. He was sometimes overpowered by his three-man backing combo, but it was only a eeting issue. Standouts were a gentle Til There Was You and a lightly grooving On My Way Here in which he and the players settled into their most cohesive balance of the night. His strong suit is amicability and stage presence. Looking impossibly svelte, Fox proved a charming raconteur telling stories, introducing family members and making small talk. Even with an earnestness that some, no doubt, would nd groan inducing, he comes off humble and authentic you never get the sense he thinks hes all that. One of the highlights was his closing number a coda-like excerpt of the Carpenters Sometimes that felt sweet, appropriate, tender and lacked even a whiff of irony. New gay-themed novel World full of twists and turns

Cobi turned 34 in 25 days and there was no woman on the horizon. Quickly thinking, Sissy Winslow devised a plan to save the business. As she searched for a stylish, smart, society, Winslow-worthy woman who could be bought, Cobi searched for his twin brother. But as Cobi was nally reconnecting with a part of him he never knew about, he was also inviting trouble. Though hed been successful in hiding it thus far, there were suddenly too many people who knew he was gay. And that knowledge was going to cost him. Author E. Lynn Harris has been gone two years now, and in his preface, coauthor RM Johnson says that he and Harris collaborated on this novel before Harris death. So is this book reminiscent of Harris other books? No One in the World is spicier than you might be used to. Theres an underlying feeling of threat thats irresistible and though you might think you know whats going to happen, youd be wrong. There were times, granted, when I thought the story briey got a little silly but it unfolds with plenty of surprises which makes for an engrossing read. If youre looking for something quick to take on vacation with you this summer, you cant go wrong with a book like this. No One in the World will grab you in a second. Youll want to read it all day.

My ngers extended out from palms bony and wicked like a nightmare. My hair had almost completely fallen out, I kept it pulled back from the angled boniness of my face to hide bald spots. My mouth was so dry due to my dehydration that I had gaping sores at the corners of my pasty gray lips. I just ached. Throughout my struggles with my body and food and exercise my mother practiced and then taught yoga in the quiet suburban California town where I was raised. Toward the end of treatment I began my own yoga practice. In order for an eating disorder to take hold, the sufferer must cut all communication with her body. From binging to vomiting to starving, I became more of just a busy, deluded, obsessive mind. I divorced my mind from my body very young. What I discovered in yoga classes was mental stillness and actual compassion for my body. I relearned how to listen to its signals and act accordingly. What was revealed to me after a yoga class was a desire to stop hating my body. I saw that Id blamed my body for everything that was wrong in my life and I wanted to stop. And most impressive, the more I practiced the more often I was able to witness a sensation of enjoying being in my body. At rst these experiences were eeting and only during practice. But as I sought out various teachers, investigated different styles and eventually commenced my own teacher training, these magical moments began seeping into my everyday life. For a gal like me, who had thought of her body as her betrayer and something that deserved only punishment, to have found a conrmed technique by which I might trust, care for, and enjoy my body is nothing short of a miracle. Yoga helps me love my body. It relieves me of the obsession of its size, focuses my attention on how it feels. Practicing and teaching yoga for a decade now, I am still regularly amazed that I can be freed from the oppression of neurotic thinking about my appearance. I can be present and at peace. I can know and trust that my body is not an adversary for me to control, but an extremely loyal partner that has gracefully forgiven me for a painful past. As our culture manifests more body obsession, as our world witnesses more disordered eating in various ages, races, cultures, I nd myself increasingly inspired to spread the magic. Now, I recognize that there are yoga styles that contribute to the problem. Ive been in those classes and Ive seen the sick people who are there to penalize themselves with exercise. But I trust that if yoga is practiced and instructed as it was intended: with compassion for oneself and ones body, with openness and respect for an ancient art that is meant to bring about awakening, anyone can experience a miracle. Anyone can stop hating and ghting ones body. Anyone.

For as long as I have known Paula Atkinson, she has lived and breathed the epitome of good health and body awareness. And as a very talented yoga instructor, she has been an inspiration to me since we rst met. Here Atkinson shares her story of transformation and personal growth through a storm of body image issues. My mother now declares she could see the switch in my consciousness around age 10. I had always been a swimmer and a diver. I had always been a girly-girl, reaching for the frilliest of dresses and wearing makeup to kindergarten. I had always been in the front row at tap dance class, climbing trees, making up dance routines in my bedroom to Janet Jacksons Control album in its entirety. Then suddenly, at age 10 I began wearing baggy T-shirts and an oversized jean jacket that I wore until it disintegrated. At age 10 I quit all water activities because I didnt want to be seen in a bathing suit. At age 10, body shame had gotten hold of me. I was done with fancy dresses and dance classes. I was done swimming and I was done being a blithe little girl. I at once became an uncomfortable and embarrassed young person, constantly aware of the fact that I should be ashamed of myself. My body was now my enemy. I found my only escape in food. The anxiety and humiliation I felt about my body needed soothing, so I ate. I overate. The shame of overeating made me eat. The shame I felt about my increasingly larger body made me eat. By age 16 I weighed 300 pounds and hated myself for being fat, pathetic and different. From the moment I awoke until I closed my eyes at night, I thought about nothing but my disgusting body and how I might get the kids at school to like me despite my glaring inferiority. Id do anything to make them forget I was fat. In 1997 I entered intensive treatment for bulimia, compulsive exercise and severe anorexia. I weighed roughly 80 pounds and could not walk up the stairs of the treatment center in less than 20 minutes. My body had eaten my muscles for fuel. The circles under my eyes were black and blue like bruises. My skin was grayish green and from my face it hung like wet laundry.

Its probably the high-pitched voice, the exaggerated appearances. She describes herself as a living cartoon character and I think once you become a fan as a child, its kind of imprinted on your brain and you remain a dedicated fan. Almost every really big fan of hers I know became a fan as a child. Gordon never outgrew it. He got all her new albums as soon as they were released and when he was 13 and 14, he started trolling vintage record shops for her original vinyl releases. By now, he has them all. The only vinyl issue he lacks is her rare rst single Puppy Love. When originals show up on eBay, they usually sell for between $2,000-$3,000. As soon as Gordon got online in the mid-90s, he started seeking Dolly fan sites. She had no ofcial site (though she does now) and he soon realized he could do as good a job as those that existed. It debuted as Duanes Dolly Pages in 1996. By 1998 it became Dollymania (dollymania. net) and is the oldest continually operating Dolly site and the most updated of any. He spends at least an hour each evening keeping it fresh almost every day except Sundays. For several years in the early 00s, Dolly and her then-label Sugar Hill, for whom she released several bluegrass records, used it as their unofcial ofcial site, sending Gordon exclusive news about album releases and tours. phone chat from her home in Los Angeles. Resnick worked with Dolly extensively in the last several years as they adapted Nine to Five to the stage. Early on, Dolly was excited to write the music and did. The musical was denitely the most time we spent together and it was great, Resnick says. Annapolis charms with its antiques, marinas and historic sites

There is a great little secret just 20 miles away from Washington and downtown Baltimore. This gem of a town is nestled right on the Chesapeake Bay, one of the most beautiful bodies of water in the continental United States. Let me introduce you to Annapolis, Md., which is known for its sailing, the United States Naval Academy, 300-year old historic buildings, charming restaurants and a variety of boutiques and antique stores. Annapolis is also the home of St. Johns College as well as the seat of state government and the capital of Maryland. Throw in the accompanying tourist and marine industry and multimillion dollar waterfront homes, you have a multitude of reasons to invest in the real estate market in the Annapolis area. There are many highlights in our local real estate market; one is the diverse range of pricing. House prices range from $100,000 to the $8.5 million and rental properties are listed for $800-$6,000 per month.
