KENYA NATIONAL YOUTH SERVICE PROGRAM AND POLICY DEVELOPMENT BY Mr. J.

HISTORICAL BACKGROUND

National Youth Service was established in 1964 under section 3 of the National Youth Service Act Cap. 208 Laws of Kenya and its functions include:-

Training of young citizens to serve the nation and, Employment of its members in tasks of national importance and otherwise in the service of the nation

VISION

To be a world class institution in training and imparting skills, knowledge and right attitude to the Youth.

MISSION
To mould the youth into a pool of disciplined and organized human resource to support national development programmes through training and participation in socio-economic activities.

RECRUITMENT

-The youth enlisted in NYS are drawn from all over Kenya -Age bracket of 18 to 22 years. -Character moulding- six month basic training programme at the National Youth Service College, Gilgil to instill in them a sense of discipline

The end of the basic training programme is marked by a passing out parade before the graduates are posted to the field to render national service

As at 1st September 2008; 131,391 young men and women had been enlisted into the Service.

Planting of trees in various forests across Kenya.

The Service also engages in:-Disaster and other humanitarian relief operations as well as,

-Transportation of famine relief assistance


across the country among others.

TECHNICAL TRAINING The National Youth Service offers vocational and technical training to young Kenyans to prepare them for both self and formal employment. This training is available at three levels.
ARTISAN CRAFT DIPLOMA

ATISAN COURSES Minimum entry requirements good pass in final primary school examinations.
Courses are offered at 8 NYS Technical Training Institutions

TAILORING

MOTOR VEHICLE MECHANICS CLASS 16

2. CRAFT COURSES Minimum entry requirements Good pass in final secondary school examinations.
Courses are offered at 6 Training Institution

3. DIPLOMA COURSES Minimum entry requirements very good pass in final secondary school examinations. Courses are offered at 3 NYS Technical Training Institutions:-

Essentially, National Youth Service
schemes world over are designed to

provide training and employment for


young persons while at the same time

involving them in the social and economic


development of their countries.

For the Kenya National Youth Service to create a greater impacts in the socioeconomic development of the country, there are proposals to:-

1: Harness the skills and energies of all Kenyan youth for developmental needs of the country by engaging all able bodied youth in various national development programs.

2: Formulate a policy requiring young Kenyan citizens to render a mandatory National Service through NYS before they can be absorbed in any gainful employment.

3: Establish atleast one NYS base in every district in Kenya

(a) ENVIRONMENTAL DEVELOPMENT AND

CONSERVATION A fforestation

Protection of water sources Land reclamation and conservation

(b) DEVELOPMENT OF PHYSICAL INFRUSTRACTURES


Construction of :Public housing, Schools and recreational facilities.

(c) EDUCATION
Teaching in schools, from the pre-unit, Polytechnics to the University levels.

(d) PUBLIC SERVICE Deployment of personnel in: Public offices Military establishments

Courts
Hospitals etc.

(f) PUBLIC SAFETY

Working with the Police to provide public safety

(g) DISASTER RELIEF EFFORTS


Supply of relief food, drugs and other basic needs Emergency evacuation First Aid

Providing health care in Public health Centres

BENEFITS
The benefits of the proposed concept are three fold
1. The Government of Kenya will maintain a
small public service outfit, hence a

drastically reduced Civil Service wage bill

2. Most of national development activities will
be undertaken by volunteers at district

level, and this will facilitate equitable

distribution of development programmes

throughout Kenya.

3. Driven by the desire to take part in the development of ones country and community, the deployment of youth to serve in various parts of the country will promote a sense of patriotism among Kenyans.

AN IMPRSSION OF NYS (MR. ROBERT PLANT)

Young men and women enrolled in the Kenya National Youth Service are performing feats that deliver the future into their hands.

He went on to say:-

I saw a great deal of the Kenya National Youth Service. Most African countries now have a national youth service Not two are exactly alike, each solves some problems better than others, but what I was able to observe in Kenya reflects something of the nature and spirit of them all

He adds:-

The essential element of a national youth service should include the safeguarding of human dignity and development of personality and a sense of individual and social responsibility. This concept, he concludes, lies at the very heart of the Kenya National Youth Service.
