In B.C., residents of
reserves can vote in
municipal elections
and referendums
when the land is lo-
cated within munici-
pal boundaries even
though their areas fall
outside the regulation
and taxation authority
of local government.
Whats happened
in recent years is the
federal government
has brought forward
new legislation to fos-
ter economic develop-
ment on reserves,
explained Drew, who
is the mayor of Bel-
carra.
We support that
legislation, but what
it did, it shone a big
light on what the im-
plications for local
governments are.
He points to the
Squamish Nations
2004 Capilano Plan,
which features varia-
tions of high-density
residential develop-
ment on reserve land
between Park Royal
South and Ambleside
Park in West Vancou-
ver.
In the next 25 to 35
years, the Squamish
Nation plans to build
about 12,000 condo-
miniums, townhouses
and commercial units
on it.
The development
could add 25,000 peo-
ple the reserve in
West Vancouver.
To put that in per-
spective, thats the
size of the City of Port
Moody, said Drew.
The proportion of
residents living on-
reserve and eligible
to vote in District of
West Vancouver could
increase up to 30 per
cent within 25 years.
They would be de-
termining budgets
and service levels and
everything else for
which they dont pay
for, Drew added.
Pitt Meadows Coun.
Doug Bing, who rep-
resents the city on
the treaty committee,
also believes the in-
crease in on-reserve
populations is a grow-
ing trend that could
cause possible future
problems for munici-
palities.
Katzie First Nation
Reserve 1, located
within Pitt Meadows,
had a population of
246 in the last census,
conducted in 2006.
The city is currently
negotiating an agree-
ment with the band to
supply water, sewer
disposal and fire pro-
tection services to it.
Its silly to wait un-
til the problem hap-
pens and then try to
fix it, said Bing.
If we know this is a
trend and a problem
that could happen, it
makes sense to have
this discussion now
and see if we can work
out some solution that
will avoid confronta-
tion down the road.
In Maple Ridge, the
Kwantlen First Na-
tion revealed plans
last year for its land
along Lougheed
Highway, including
a 290,000-square-foot
mall and housing de-
velopment.
Coun. Craig Speirs,
the districts repre-
sentative on the trea-
ty committee, doesnt
have a problem with
people on reserves
voting in civic elec-
tions, but would like
to see non-Aboriginals
who live on First Na-
tions land be granted
rights to vote for band
councils.
It will even the
playing field, Speirs
said.
I dont think mu-
nicipalities have any-
thing to worry about.
It is also an excellent
demonstration of in-
clusion and, to me,
thats more important
than anything else.
The Katzie and
Kwantlen First Na-
tions did not return
calls for comment.

Its just a few simple
pieces of concrete, but
for Maple Ridge father
Al Robbie and the other
residents of Hill Avenue,
the temporary trafc
barrier helps keep their
kids safe and brings life
to their quiet subdivi-
sion.
The District of Maple
Ridge wants the jersey
barriers gone, though,
and that means what was
one a dead-end street
will become a thorough-
fare for rat-running com-
muters.
When Robbie and the
other residents of Hill
Avenue moved into the
Creeks Crossing subdivi-
sion seven years ago, the
road was a dead end.
However, the road
now continues through
the neighbourhood, con-
necting Hill Avenue to
the Mainstone Creek
subdivision and 102nd
Avenue.
The barrier has been
in place for the past two
years while the adjacent
subdivision was being
constructed. Now that
those homes are nearly
completed, the district
plans to remove the
barrier and repave the
stretch of road, some-
thing many residents in
area dont want to see.
Its like a cul-de-sac,
says Robbie. The kids
play hockey here, and
you dont have to worry
about the trafc.
More than 150 people
came out to a block par-
ty Robbie organized last
weekend in support of
keeping the barrier.
We wouldnt be able
to this with the barrier
gone, he said.
The problem is impa-
tient drivers who cut
through the residential
neighbourhood to 102nd
Avenue in order to avoid
trafc on 240th Street.
Robbie said he once wit-
nessed a jeep drive up
onto the sidewalk, cut-
ting through an adjacent
vacant lot, to get around
the barrier.
Residents in the area
begun circulating a peti-
tion asking Maple Ridge
to consider keeping the
barriers in place, and
have also requested
speed bumps be installed
in the area to slow traf-
c.
However, Michael Eng,
the District of Maple
Ridges trafc technolo-
gist, says the jersey bar-
riers have to go to allow
trafc to ow through
the neighbourhood.
We have to offer resi-
dents options to get in an
out of their neighbour-
hood, he said.
Speed bumps could
cause more harm than
good, he notes.
What weve heard
from our emergency
services is that they ad-
versely affect response
times, Eng said. More
so with ambulance ser-
vice.

A Maple Ridge fam-
ily is reeling emotion-
ally and nancially after
their dog was viciously
attacked by another dog
at Cliff Park Monday
evening.
Teresa Murrell lives
on 251st Street next to
the park. Her 14 year-old
daughter and 12-year-
old son were walking the
dog Monday night when
the attack happened.
According to Murrell,
the kids had just taken
Buddy, a black Bichon
Frise-Havanese cross
weighing of 15 pounds,
off his leash to play ball
next to the baseball
elds when a young
couple walking a Labra-
dor-cross and a German
shepherd-cross, both
off-leash, came out of the
Cliff Park hiking trail at
the opposite end of the
eld.
The light-coloured Lab-
rador-cross tore across
the eld towards Buddy,
grabbing the small dog
by the neck and shaking
it violently, before toss-
ing it in the air like a toy.
After repeatedly bit-
ing Buddy, the other
dog loosened its grip
on Buddys neck for an
instant, allowing him to
break free and run home
as the children chased
after him.
Murrell was standing
in her driveway when
Buddy came racing
home, covered in blood,
shaking with fear.
Buddy was a mess,
said Murrell. I was sick
to my stomach, and the
kids are just trauma-
tized. They came home
in tears after witnessing
that.
Murrells husband ran
back to the park to catch
up with the other dogs
owners, but they were
already gone.
Murrell says her moth-
er, who owns the dog,
was heartbroken to see
the state Buddy was in.
Shes battling cancer
right now, and Buddy
is like her best friend,
Murrell said. She was
bawling her eyes out
when she saw him.
Buddy spent three
nights at the vet before
returning home to fam-
ily Thursday morning.
So far, the family has
$1,300 on vet bills, and
that total continues to
climb.
Hes not out of the
woods yet, Murrell said.
Buddy is still at risk from
infection from the many
puncture wounds on his
neck and back.
Murrell has put up
posters around the park
asking for information
about the owners of the
dog, and hopes they will
come forward and do the
right thing.
I would like them to
pay for the vet bills and
muzzle that dog, said
Murrell. It should prob-
ably be put down if its
that violent.
Murrell said the young
couple who owned the
Labrador-cross were a
tall, thin blonde woman,
and a t man with short
brown hair. The dog
that attacked Buddy an-
swered to the name of
Angel.
Although the park is
not an off-leash area,
Murrell said it wouldnt
have made a difference
if Buddy was on his
leash.
The kids said the
other dog came straight
for him, she said. He
didnt stand a chance.
After being nearly
torn to shreds, Murrells
afraid Buddy wont be
his usual, friendly self.
Hes been so timid
since the attack, she
said. I just hope it
doesnt change him.
Murrell says she plans
to le a report with the
police about the inci-
dent.
These people need to
take responsibility for
their dog, she said.

FROM DARBY STREET TO CARSHILL STREET
The road construction on River Road will commence on August 2, 2011. The
work will require restricting trafc to single lane alternating, and temporary

ot long after I arrived to
help my parents, I sat
with my dad in a hospital
waiting room, awaiting some
results from blood work.
He expressed some exas-
peration at the fact that the
doctors couldnt just fix the
problem he has without
having to go through so much
testing.
Clearly, he was tired of being
a pin-cushion for the vari-
ous needles necessary to get
blood for testing every time he
turned around. Both his arms,
from his elbows to his wrists
were black and blue from the
bruising of blood tests.
Because he does not under-
stand much medical terminol-
ogy, nor for that matter do I,
I tried to explain his situation
to him using a metaphor he
could more easily grasp. I told
him that he was like an older
car. One part might be going,
but there is rust all over the
place and there are a lot of
things that are contributing
to the fact that the car isnt
running as well as it did when
it was new, or at least on war-
ranty.
That metaphor, he under-
stood completely. After all, he
had an old truck in the drive-
way that he hadnt been able
to drive for several months.
Part of it was that he
couldnt drive it anymore,
safely, so it had been sitting
around for some time and
parts have
seized up.
And part
of it was
that it was
an old truck
and every
time he took
it in, the
mechanic
looked
underneath
it, shook
his head,
and my fad
knew there
was a big bill coming for nu-
merous parts that were neces-
sary to get it going again.
The warranty on human
health is never a sure thing,
although statistically, young
people are a lot healthier than
the elderly.
But when young people get
sick, its generally one issue
that needs to be dealt with
and, once diagnosed, can usu-
ally be treated easily.
For the elderly, a doctor
must deal with a jigsaw puzzle
of conditions and possible
medications to attempt to get
just the right combination to
make the quality of life the
best it can be.
Rarely is it easy or quick to
do so.
While we all recognize that
sickness is an inevitable part
of living, our expectation is
that it is a temporary thing. If
we just hunker down and take
care of ourselves for awhile,
things will get better.
For many elderly, thats
just not the case, and at
some point, they come to the
realization that it might be as
good today as its ever going
to get.
The optimist lives each day
with gratitude for the health
he or she has and the pessi-
mist lives in fear of the future.
When we got home from
the hospital that day, my dad
looked at the old truck and
asked me if I thought I could
fix it. Auto mechanics isnt
exactly my specialty, but I
recognized, in a moment, that
he was taking the metaphor
to the next level of his own
psychological well-being.
To make a long story short, I
can now replace an alternator,
belt tensioner and serpentine
belt in a 12-year-old Ford 150
and get it to run.
Ever since I drove the truck
out of the driveway, my dad
has been feeling a bit better.
Now he wants me to get his
boat, the one thats been sit-
ting idle for two years, in the
water and running.
I need to think my meta-
phors through a bit more care-
fully before I shoot my mouth
off in the future.

Reimer uses faith to stay grounded
I
ts a long way from Morweena, Mani-
toba, to the bright lights of Toronto,
but for Maple Leafs goaltender
James Reimer staying grounded amidst
the intense pressure of the NHL is a
matter of faith.
To me, my faith is everything, says
Reimer, who was brought up in the Men-
nonite religion on a tiny prairie farm
town tucked in between Lake Winnipeg
and Lake Manitoba.
They love their Leafs in Toronto, but
you have to stay focussed, he says.
For that he relies on his faith to keep
him humble and give him strength.
He helps me through the times when
I feel I may not be strong enough, Re-
imer says. Whenever he
finds himself in a tough
situation, Reimer draws
on that higher power to
see him through.
Reimer says its impor-
tant to do everything he
can with the ability god
has given him.
Its a gift, he says. And
he can take it away from
me any second.
To that end, Reimer has
spent the last three off-sea-
sons training at the Fitlife
Centre for Health and Performance in
Maple Ridge with trainer Adam Fran-
cilia and fellow NHLers Andrew Ladd
and Brandon Yip, after marrying Maple
Ridges April Dalman.
I like it here, Reimer says. Its laid
back compared to Toronto.
Reimer comes by his appreciation for
a slower pace of life honestly. His home-
town of Morweena has a population of
just 150 people.
But the main reason I keep coming
back to Maple Ridge is Fitlife, he says.
The work you do in the off season is
huge, it helps you perform at a high lev-
el for longer.
Not surprisingly, since Reimer stepped
up his off-season training regimen, his
star has risen, and his play has improved
dramatically.
Training partner Victor Bartley, who
recently inked an NHL deal with the
Nashville Predators, says Reimer is one
of the fittest goalies hes ever seen.
Reimer posted a modest record of 41-
46-14 after three seasons with the Red
Deer Rebels of the Western Hockey
League. Reimer was drafter in the fourth
round by the Maple Leafs in 2006, and in
2008 was shipped to the Reading Royals
of the East Coast Hockey League after a
promising NHL prospects camp.
I thought I was good enough to play
in the AHL, so it was hard to have to go
down to the ECHL, he says.
Again, he says his faith helped him
keep focussed
Sometimes youre so close, but you
feel so far away, he says. But I knew He
had plan, I just needed to be patient.
It turned out the stint in the ECHL
was the right move for him, he admits
now. Instead seeing limited icetime as
a back-up in the AHL, Reimer was able
to further develop as a starter, posting a
16-7-3 record.
Next training camp, he stuck with the
Toronto Marlies, the Maple Leafs Amer-
ican Hockey League affiliate.
In parts of three seasons with the
Marlies, Reimer posted a 24-15-3 re-
cord, and in January of this year his big
break came when Maple
Leaf coach Ron Wilson
opted to start Reimer in
net over Jonas Gustavs-
son against the Ottawa
Senators.
That was the most ner-
vous Ive ever been, he
says. Before the game, all
I could think was, what if
things go bad, and its not
your fault.
But the second the puck
dropped, any mental dis-
tractions he may have had
evaporated.
Reimer credits his conditioning with
enabling him to take advantage of the
opportunity.
You might only get those opportuni-
ties once in a lifetime, so you have to be
ready, he says. If your body is broken
down by January, youre going to miss
out.
Reimer got the win in convincing fash-
ion, as the Leafs won 5-1.
We were in Ottawa, so it was prac-
tically a home game, he says. It was
pretty amazing.
Reimer managed a 20-10-5 record with
the Leafs over the remainder of the
season, providing one of the few bright
spots for Maple Leafs fans as the team
failed to make the playoffs for the sixth
consecutive season.
This season, Reimer is determined to
take the team to the postseason.
My goal is to have a good camp and
get the starting position, he says. I
want to do the most I can with the gift

As concern grows in the NHL over the
prevalence of head injuries and serious
concussions, the Ridge Meadows Minor
Hockey Association is looking at offering
non-contact teams for the upcoming sea-
son.
RMMHA president Glen Mund said the
new league would offer parents more
hockey options for their children.
RMMHA recently survey parents about
interest in non-contact teams and heard
back about 100 of them. Only 50 said they
were.
That would be enough for three or four
teams, although the concept of regional
teams has also been discussed.
The Pacific Coast Amateur Hockey As-
sociation, to which RMMHA belongs, al-
ready has non-contact leagues, but until
now has offered none in the Fraser Val-
ley.
Ontario has recently made all C Leagues
non-contact, while Quebec has offered
non-contact hockey for years.
Hockey Canada recently conducted
studies which inidicate that the level of
injury in contact leagues is three-fold
that of non-contact leagues at the bantam
level, said Mund. They have also de-
termined that there is little difference in
injury levels at bantam when comparing
players coming from non-contact or con-
tact leagues in previous seasons.
Hockey Canada high-performance
coaches have also indicated that playing
contact or non-contact at the younger age
groups has little impact on how a player
plays later in his hockey career, Mund
added.
I think more and more players and par-
ents are more educated about the risks
and benefits of non contact and contact
hockey and want to at least have choices
available for their children, he said.

Local rider headed to world BMX fnals
Former Ridge Meadows BMX
Club member Tory Nyhaug is
hoping to grab a world title this
weekend in Copenhagen, Den-
mark, as part of Canadas team
at the 2011 UCI BMX World
Championships.
Ranked seventh in the world
entering these Worlds, Nyhaug
has had much success on the
UCI SuperCross tour this sea-
son, stepping on the podium in
the time trials Superfinal at the
opening SuperCross of the sea-
son in Pietermaritzburg, South
Africa, in addition to his win at
the Canadian Open and his sec-
ond place at the 2011 European
Championships
Nyhaug, a multiple World
Champion in various age
groups, is back at the UCI
World Championships after
missing last years event due
to a ruptured spleen suffered
while in a training session at
the 2010 Worlds.
Riders from 38 nations will
attack the 345-meter track de-
signed by Tom Ritzenthaler.
The Canadian team is led by

for the Canadian Cycling As-

As was her way, she departed
her earthly home with grace,
to be received into the loving
arms of Jesus on July 22,
2011. She joins her rst love
Knute, whom together they
shared many joys until his un-
timely death in April 1980.
Cherishing her memory are
son Alan and wife Leslee,
daughter and best friend
Diane and husband Mark
Humphries. She was a special
grandma to Carlee, Chris &
Jordan (Alicia). Although very
present in her life, her illness
prevented her to truly know
her great-granddaughter Madi-
son Humphries. She would
have been so proud. Margaret
will also be greeted in Heaven
by her second husband Gust.
His family she always consid-
ered an extension of her own.
She leaves dear cousins and
friends in Nova Scotia, Onta-
rio, Saskatchewan, B.C and
California. We know when
Jesus carried her through
Heavens gates, God reached
out his hand and said, well
done, good and faithful daugh-
ter. It was always evident that
she lived her life in joyful ser-
vice to her Lord, her family
and her friends, and her sunny
disposition amidst a debilitat-
ing disease did not falter. In
fact, she continually showed
her true Christian self and
many were drawn to her
because of it. Her last earthly
home was Haney Lane, at
Baillie House, Maple Ridge.
We thank those special care-
givers and medical staff who
took the time to treat her in the
way every elderly person
should be, with patience and
kindness and most of all
dignity. Never complaining and
always content, she was true
to her sweet and loving nature
until the end.
A service to honor her life will
be held on Saturday, July 30,
3:00 PM at Grace Community
Church, 12220 Harris Road
Pitt Meadows.

new husband Jim. She was a
dedicated homemaker to her
family & worked as night
nurse at Haney Intermediate
Care Centre for 24 years. A
celebration of life will be held
Friday, August 5th at 2:00pm
at Hammond United Church,
