Combined Synopsis/Solicitation For Provision of Technical Support on Cookstoves to the Peace Corps Energy and Climate Partnership of the Americas Efforts

SECTION A INSTRUCTIONS TO OFFERORS 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is PC-11RG-101 and is issued as a request for proposal (RFP). All responsible sources may submit a proposal. 2. The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) can be accessed on the Internet at http://www.acquisitioncentral.gov. Oral communications are not acceptable in response to this notice. 3. SECTION B EVALUATION CRITERIA

This contract will be awarded as a best value order. Vendors shall submit one proposal for this contract with the following information: Technical Proposal for the Basic Contract: a. Include Past Performance b. Include Technical Qualifications c. Include Quality Assurance Plan d. Price SECTION C CONTRACT TYPE The contract will be awarded as a firm fixed price contract. SECTION D PERIOD OF PERFORMANCE The period of performance will be a one year period beginning in August 2011 with all work completed on or before July 30 2012. SECTION E BASIC STATEMENT OF WORK 1. INTRODUCTION: Peace Corps is an independent civilian executive agency of the Federal Government established in 1961 by President John F. Kennedy to promote world peace and friendship through the service of American volunteers abroad. Peace Corps volunteers enlist for a two-year term of service in interested countries in need of trained manpower. The volunteers service fulfills the three primary Peace Corps goals established in the founding legislation: Improve the lives of people through grassroots assistance, Foster a better understanding of Americans on the part of the people served, and Foster a better understanding of other people on the part of Americans. 2. BACKGROUND:

The Peace Corps is implementing a three-year initiative supported through an interagency agreement (IAA) between the Peace Corps and the Department of State / Bureau of Western Hemisphere Affairs (WHA). This initiative advances the goals of the Energy and Climate Partnership of the Americas (ECPA). Under this initiative, initially focusing on Costa Rica, Dominican Republic, Guyana, Honduras, Nicaragua, Panama, Peru, and Suriname, with activities also in Guatemala, El Salvador and Paraguay, Peace Corps Volunteers are working to: increase municipal, school, and communities awareness to promote behavior change related to energy conservation, use of renewable energy, climate mitigation, and climate adaptation; enhance the availability to small businesses and consumers of micro-financing to support communities abilities to implement, access, and maintain renewable energy technologies; and

3 RFP: PC-11-RG-101 support community-led energy efficiency, renewable energy and climate mitigation and adaptation projects. Renewable technology projects may include solar or fuel efficient stoves or ovens, biodigesters, solar water heating, photovoltaics, wind or mini hydroelectric power generation, or use of alternative fuels. Climate change mitigation and adaptation projects may relate to disaster preparedness or reforestation.

In each country, the Peace Corps is working with host governments, international, national, and local partners to train community leaders and to facilitate small-scale projects to reduce carbon emissions, improve health, improve access to energy in rural communities, and create income-generation opportunities for individuals and small businesses in rural areas.
Eight of the ECPA posts have chosen improved efficiency cookstoves/ ovens as one of the focus Volunteer activity areas that the post will support under this initiative:

The purpose of this contract is primarily to provide technical support and training to Peace Corps staff and Volunteers promoting improved efficiency cookstoves such that Peace Corps expertise is strengthened, training of Volunteers and of the communities that Volunteers serve is strengthened, the effectiveness of cookstove program implementation is maximized, and monitoring and evaluation of the impact of our work is optimized.
3. SCOPE OF WORK:

After award of services and an agreement, the Contractor shall meet (by phone or in person) with the contracting offices technical representative (COTR), the technical specialists in the Office of Overseas Programming and Training Support responsible for the ECPA agreement, and other invited Peace Corps staff members to discuss the contents and tasks of the contract, and clarify deliverables. Peace Corps shall provide the Contractor with available Peace Corps information and resources related to the workshop. The Contractor shall complete the following tasks (deliverables): 1. Initial meeting (in person or via teleconference) to discuss project, tasks, and deliverables and review of scope of work. 2. Written input and comments on Peace Corps cookstoves training manual

4 RFP: PC-11-RG-101 3a. Provide training and Assistance for Peace Corps Paraguay as described in Section B. 3b. Paraguay training and assistance final report 4. Facilitate three WebEx training sessions (Peace Corps will be responsible for the recording): a) draft materials to present, b) final presentation and materials 5. Technical consultations / other deliverables, as negotiated. The timeframe for the initial meeting and deliverables is outlined in Section E.
3.a. REQUIREMENTS:

The contract has the following components: Review of Peace Corps Training Materials The contractor will review and provide written feedback on: 1) A draft new Peace Corps cookstoves training manual (agency-wide); The current draft of this publication is included as an annex to this scope of work to provide bidders with a basis of confirming the suggested level of effort to complete the review. 2) Other training materials developed by posts, as requested

Online Training of Peace Corps staff, Volunteers and partners The contractor will conduct three recorded WebEx presentations (1-hour presentation plus 30 minutes of questions) on the following topics: 1) Proven models for financing improved cookstoves in developing countries 2) Cookstove design and adaptation 3) Planning and implementing a sustainable cookstove project Additional Web-Ex trainings may be requested. Training and Assistance for Peace Corps Paraguay A contractor representative who is a recognized expert in the field of improved cookstoves will travel to Paraguay and will: 1) Review the Paraguay stove design, and conduct a field visit to a completed stove project and make recommendations for improvements such that it better meets the recommendations of the Design Principles for Wood Burning Cookstoves 2) Conduct a controlled cooking test to compare Paraguay stove to local stoves and a three stone fire, both for fuel efficiency and for particulates and carbon monoxide emissions

5 RFP: PC-11-RG-101 3) Facilitate a 3-day training for staff and Volunteers on cookstoves project design, implementation and evaluation, including training in the three standard stove evaluation tests: the water boiling test, the controlled cooking test and the kitchen performance test. 4) Submit a final report including the outcomes of the standard tests performed, all training materials used, and a report of the outcomes of the training Technical Consultations The contractor will respond to requests for information, input and feedback on issues related to cookstoves design, project implementation and evaluation. For example, desktop feedback may be sought on the extent to which a current stove design appears to meet the design principles of wood burning cookstoves, and how the design might be altered to better do so.
3.b. DELIVERABLES and TIMETABLE

All work on this contract shall be completed no later than July 30, 2012. Contractor Responsibilities/Deliverables 1. 3.c.

PLACE OF PERFORMANCE

The Contractor shall report to the COTR as outlined above. The Contractor shall receive payment quarterly, based upon hours billed and a signed invoice to the COTR, including all information required by the Peace Corps to process payment.

6 RFP: PC-11-RG-101 The Contractor shall provide the deliverables within the given timeframe, unless modified in advance with the COTR. The deliverables shall be submitted in draft and final forms in formats compatible with Windows for PC. All items to be delivered under this contract are subject to inspection and acceptance by the COTR. Payment shall be made only after review of drafts and work approved as acceptable. Peace Corps writing guidelines and other format and style guidelines provided by the COTR must be followed. All materials developed under this contract are the property of the Peace Corps. The Contractors name may appear in the acknowledgments. Peace Corps shall arrange and cover the cost of travel, per diem and lodging to/from any overseas consultancies workshops. These costs will be covered by the Peace Corps separately and are not included within this contract.
3.d. PERIOD OF PERFORMANCE The anticipated period of performance for this engagement will be a base year with four option years. 3.e. Materials and Access Supplied to Contractor for Use in this Project

The Contractor shall work on his/her own, outside of the Peace Corps office, without supervision. The Peace Corps shall provide existing materials electronically. The final workshop report and any other deliverables shall be submitted to Peace Corps in Word.

Contractor Qualifications:

The Contractor must have recognized expertise in: Design of improved efficiency wood burning cookstoves suitable for a variety of climate and cultural settings of developing countries, including at least three countries in Latin America Training others on cookstove design, cookstove operation and maintenance, and cookstove testing using experiential learning methodologies
Professional proficiency in Spanish of the consultant who will be travelling to Paraguay desired.

Section F Proposal Requirements and Evaluation Factors Offerors may be an organization or a team of people. Offerors shall submit two (2) separate documents, one technical and one price (include in the pricing volume a completed price schedule, found at Part III and entitled Price Schedule).

Summary of organizations technical experience related to improved efficiency cookstoves. CV of all consultants who will provide services under this contract, with the consultant who will be travelling to Paraguay identified, and the Spanish proficiency level of that person specified. Past performance information: A list of names, addresses and telephone numbers of two people who can verify work and training experience. Submission of these names implies granting permission for Peace Corps to contact these references for information about the professional capabilities of the potential Contractor.

EVALUATION OF THE PROPOSAL The Peace Corps shall award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation will be most advantageous to the Peace Corps and represents the best value to the Peace Corps, price and other factors considered. The following factors shall be used to evaluate offers in order of importance: 1. Key Technical qualifications Organization and key consultants global and Latin America recognized experience related to the design of improved cookstoves, the implementation of sustainable, market-based improved cookstoves projects and programs in less developed countries, the evaluation of cookstoves performance, and the evaluation of cookstoves projects and programs Organization and key consultants experience with planning, organizing, and delivering training workshops in person and online Demonstrated ability to complete projects on time and within the allocated budget Knowledge of Peace Corps procedures, post operations, and Volunteer work desired Proficiency in Spanish of the consultant who will be travelling to Paraguay 2. 9 RFP: PC-11-RG-101 Price Schedule Contractor shall be compensated quarterly, based upon completion of deliverables during the prior quarter and based on firm, fixed prices for the first four deliverables, and on authorized hours spent and a not-to-exceed price on the last, open-ended deliverable. Offerors shall complete the following table by providing firm, fixed prices for the first four deliverables, and a not-to-exceed total price for the contract. The Peace Corps shall not be responsible nor shall the Peace Corps compensate Contractor for amounts other than the firm, fixed prices. Items to be paid by Peace Corps and not included in the price are: Travel and per diem for the trip to Paraguay All costs of venues, travel and per diem for Peace Corps staff, Volunteers, and partners in Paraguay Items to be included by the Contractor within the lump-sum price: All consultant costs, communications costs and incidentals other than the Paraguay travel and per diem required to complete the contract. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and RecordsNegotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractors directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. G.4 OPTION TO EXTEND THE TERM OF THE CONTRACT (52.217-9) (MAR 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 10 days provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least days 30 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
