In general, training refers to instruction and practice for acquiring skills and knowledge of rules, concepts or attitudes necessary to function effectively in specified task situations (Cohen & Colligan, 1998). Training can also be described as systematic process of acquisition of knowledge, skills and attitudes required to perform more effectively on ones current job (Blanchard & Thacker, 1999).

One of the conditions for the success in the implementation of the Occupational Safety and Health Act (OSHA) 1994 is that of training in OSH both for the managements as well as the workers. OSHA Section 15: General Duties of Employers and
Self-Employed Persons to Their Employees (1) It shall be the duty of every for the duty of every selfemployer to ensure so far as is practicable, the safety, health and welfare at work of all his employees. (2) Without prejudice to the generality of subsection of plant and systems of work to which the duty extends include in particular c) the provision of such information, instruction, training and supervision as is necessary to ensure, so far is practicable, the safety and health at work of his employees.

Effective training will address the personal needs of employees, helping them to learn, to grow and to cope with the issues that are important to them. Successful employee training programmes result from thoughtful and serious planning. So a great deal of attention should be given to detail and desired outcomes because when you fail to plan, you plan to fail.

It is no longer possible to merely provide work instructions to workers without supplementing them with the appropriate education and training to help them understand the rationale for minimizing risks to their safety and health. Difficulties will arise when there is a lack of a coherent foresight regarding what training is expected to accomplish and how those accomplishments will be measured and rewarded.

An employer will know that they have a need to do training when their workers:
Do not know what to do. Know what to do, but doesnt have the skills. Have the knowledge and skills but are not performing to the required standard. Simply dont care about their work performance.

If training outcomes are not fulfilling initial expectations, it may be time to rethink how it was initiated, implemented and managed.

As the result of a performance appraisal. Introduction of new equipment, new products, procedures or documentation. When inducting new staff. When you observe poor practice. Through the use of workplace quality systems. When there are customer complaints or poor supervisor reports. By observing the performance of staff.

As far as OSH training in Malaysia is concerned, NIOSH which was established as a company limited by guarantee in 1992 by the Ministry of Human Resources is responsible to provide training, consultation services, information dissemination and conduct research in the field of OSH. Categories of NIOSH training programmes:

As one of the stakeholders in the Occupational Safety and Health Master Plan for Malaysia 2015 (OSHMP 15), NIOSH is responsible to help implement the 4 key strategies for our national targets in workplace safety and health and articulate the characteristics that Malaysia must demonstrate to ensure the sustainability of its human capital through implementation of safety culture at workplaces. The first key strategy require us to facilitate OSH training and information services.

NIOSHs performance in regards to training activities have recorded a steady increase every year since the introduction of Safety Passport Programme in 2004.

On the contrary, SOCSO reported that over the years, the number of industrial accidents showed a declining trend (except for commuting accidents) which roughly indicating that NIOSH together with other training providers complements the Ministrys objective of reducing the number of accidents at the workplace.

ASEAN-OSHNET

Competency enables the local and regional industry to have a pool of highly skilled workforce to support strong performance in the global economy because the employers and individuals will be at the center of training. As a Member Country of ASEAN OSH Network (ASEAN OSHNET), Malaysia has reaped some observable benefits from the ASEAN OSHNET activities especially during its tenure as the ASEAN OSHNET Secretariat (2004-2008) with the office located in NIOSH. Since then NIOSH has received several participation in our training programmes from the ASEAN countries.

One of the biggest achievement of internationalizing competence of OSH in Malaysia is by DOSH who has managed to secure training grants from the Malaysian Technical Cooperation Program (MTCP) and had organized the 3 weeks Safety and Health Officer Program for Developing Countries (ISHO) in 2009 at NIOSH. The second batch for this programme was also successfully held in NIOSH early this year followed by Trainers Program for Developing Countries (ITOSH) organized in October 2010. These efforts also act as a platform for the ministry, in particular DOSH to promote Malaysian expertise to those countries that have not established OSH management 20 system.

NIOSH Malaysia is an affiliate member in the Asia Pacific Occupational Safety and Health Organization (APOSHO). APOSHO is an international body composed of non-profit professional organizations devoted to the prevention of occupational accidents and diseases. Although full membership is given to non-governmental organizations in the Asia-Pacific region, any occupational safety and health organizations, even in the regions other than the Asia-Pacific, can join the APOSHO as associate or affiliate members. NIOSH has continuously presenting papers in APOSHOs Annual Conference which is held by turns on voluntary basis.

The ASEAN Services Employees Trade Union Council (ASETUC) founded on 27 March 2007 in Kuala Lumpur is a network of trade unions in the ASEAN region to formulate and implement a consolidated trade union response to the fast moving economic and social development in ASEAN. It was created by the joint efforts of the three Global Union Federations (GUFs) namely UNI Global Asia Pacific Regional Office(UNI Apro), Building and Wood Workers International Asia Pacific (BWI AP) and Public Services International Asia Pacific (PSI AP). NIOSH has facilitated ASETUC by providing the trainers for their activities.

The International Occupational Safety and Health Information Centre (CIS) is the knowledge management arm of the Programme on Safety and Health at Work and the Environment (SafeWork). Its goal is to ensure that workers and everyone concerned with their protection have access to the facts they need to prevent occupational injuries and diseases. The original 11-member network of National Centres has grown to cover 100 countries all over the world. NIOSH representing Malaysia is one of the many ILO member States National and Collaborating Centres. As the OSH training and research arm of the Ministry, NIOSH has the advantage to further explore all possibilities pertaining to sharing and exchange of OSH resources, expertise and information between regional and international countries. Through DOSH, NIOSH was able to provide training under the MTCP grants and ASEAN OSHNET activities. As a company, NIOSH is also able to foster good relationship with our counterpart agency all over the world and benchmark special projects such as Safe Community from Hong Kong and managing small and medium industries from Cambodia. These networking and partnership has opened the way to future growth and expansion of NIOSH services at both regional and international level.
