Organizational History
Development of 1 Wing
1, Prior to the introduction of the Wing Concept in Air Cornrnand, 1 Wing was
named 1 Tactical Aviation Wing (1 TAW). In 1993, as part of the implementation
of the Wing Concept, 1 TAW and its headquarters were reorganized under
Ministerial Organization Orders 93150 and 93174 to create 1 Wing and 1 Wing
Headquarters (TAB A and B). 1 Wing was allocated to 10 Tactical Air Group (10
TAG) which organized as depicted in Figure 1 (TAB C).

2. 10 TAG comprised three subordinate formations (1 Wing, 2 Wing and
11 Wing) and a supporting headquarters (10 TAG HO), Each wing was allocated a
headquarters unit and several operational and support units. This organization

reflected the operation and support of two aircraft types (CH135 Twin Huey and
CH136 Kiowa) and the division of units into primarily Reserve and primarily Regular
Force. The establishment of 1 Wing HO, a Reserve unit, reflected this division with
199 Reserve, three Regular and one civilian (TAS D).
Tactical Aviation Restructure
3. The pending replacement of the CH135 and CH136 with the CH146 Griffin
and the Total Force integration of the Regular and Reserve component resulted in a
January 1996 proposai to restructure 10 TAG (TAS E). This reorganization
consisted of disbanding 2 Wing, 11 Wing and several subordinate units. (The
organizations to be disbanded are shaded in Figure 1.) The remaining operational
squadrons were to be reallocated to 1 Wing. The proposed Total Force
establishment of 1 Wing HO was 15 Reserve, 55 Regular and seven civilian.

4. The 10 TAG reorganization request was submitted to NDHO for Ministerial
appraval in December 1996 (TAS F). The organization resulting from this request is

shown in Figure 2. The reorganization left 1 Wing as the sole tactical formation
within 10 TAG. The raie of the Wing as described in the CFOO (TAS A) remained

"to provide tactical helicopter support in accordance with assigned missions and
tasks and to conduct training as directed."
Air Command Reorganization
5. The CF wide headquarters restructure project caused a delay in the
processing of the 10 TAG reorganization request by NDHO. The proposai was
eventually approved by the Minister on 16 January 1998 (TAS G), but by this time
Air Command had been reorganized with the disbandment of the Air Groups and
the amalgamation of the groups' functions into 1 Canadian Air Division
Headquarters. As part of this reorganization 1 Wing, along with the other 12
wings, was reallocated to 1 Canadian Air Division.

6. The reorganization of Air Command was approved by the Minister on 24
June 1997 (TAS H). The resulting organization as it concerns 1 Wing is depicted in
Figure 3. The role of 1 Wing HO remained "to advise and assist the Commander [1]
Wing in accomplishing his responsibilities" (TAS S).

7. Concurrent with the reorganization of Air Command, the establishment of 1
Wing HO was set at 61 Regular Force (including 52 at the headquarters and 9 as
part of detachments), 23 Reserve Force (including 20 at the headquarters and 3 in
detachments) and seven civilians (TAB 1). The unit was also relocated to CFB
Kingston. The pre- and post-reorganization establishments of 1 Wing HO, along
with the January 1996 proposed 1 Wing HO establishment, are summarized in the
table on the following page.

1. Reference A is the original tactical aviation structure published to reflect the
Integrated Air Force Establishment (IAFE) initiated early in 1993. Significant changes
have occurred since the establishment was first published, not the least ofwhich include
two federal budgets and a new Defence White Paper.
2. Beginning in early 1994, lOTAG undertook the daunting task to realign the
structure oftactical aviation resources to adapt to the changes, as weIl as to meet assigned
tasks and responsibilities in the most effective and efficient means possible. This
continued into 1995, in parallel with all other Air Force initiatives up to and including
Project GENESIS and the AFCCRT process. The final result ofthis undertaking is a new
organizational mode1 for the tactical aviation function in the Air Force.
3. I have enclosed the final draft of the new tactical aviation organizational model, in
keeping with the direction outlined at reference B. The most significant change in the
restructured organization is the transformation of 10 TAG from a Group with three Wings
and 14 units to one Wing with seven units. Most importantly, the restructured
organization reflects the "Strategy to Task" concept, with each unit's structure being
based on its operational role and doctrinal combat function.

4. The foIlowing points summarize the enclosed model:
a. all SRR and other "wartime only" type positions have been eliminated;
b. Reg F personnel fill all positions deemed to be essential to the day-to-day
functioning of the units, and to ensure the minimum required operational
capability is maintained;
c. Res F personnel fill those positions required for augmentation and
sustainment to bring units up to operational strength for deployed
operations through all phases of the mobilization process; and
d. the personnel totals, by component, are as follows:

5. It is important to note that since the model is soundly based on the "Strategy ta
Task" concept, I anticipate that the flying unit organizational models will not
significantly change regardless of ongoing Air Force re-engineering initiatives, since the
flying units functions do not include infrastructure responsibilities or associated
processes. However, with the AFCCRT re-engineering process still underway, I am
unable to accurately finalize the establishment for the Wing headquarters (BQ), but I am
of the opinion that what is presented is reasonably close. The approach I have taken is to
present a model for the headquarters which represents the minimum establishment
necessary to support the tactical-level commander responsible for cornmanding six
widely dispersed aviation units located on bases belonging ta other Commands.
6. The organizational model detailed in the enclosure represents the minimum
organization required to meet the currently assigned command responsibilities of a
tactical aviation WComd. Historically, we never artempted to categorize the Group HQ's
functions as either strategie, operational or tactical since there was no need to do so; we
simply staffed what was required based on the role of the organization and its
commander's responsibilities. It is essential that, until such time as they are changed by
Comd AIRCOM as a result of the AFCCRT restructure initiative, the Wing HQ be
capable of supporting the CUITent spectrurn of command responsibilities. These
responsibilities current1y consist of elements such as tactical aviation flying regulations,
tactical doctrine, operational training standards, fleet specifie maintenance policies,
combat support standards for deployed operations, etc.

7. Consideration must also be given to the fact that the CH146 implementation is
only now maturing. Assessments made on the conduct of operations, including support
related activities, have been based on experience, on efforts to maximize efficiency where
ever possible and on the elimination ofredundancy. White ongoing re-engineering
aetivities may be able to reduce the personnel resource bill once we have fully introduced
the CH146, it is likely, however, that the numbers involved will be relatively low.
8. Having originated OPRAM, 1 understand the magnitude and the significance of
the staff effort required to produce reference B. It is in fact a watershed document in the
history of a deployable Air Force. Please pass mycompliments to all those involved for
another job weIl done.

1. The Defence White Paper (reference A) reiterated the government's continued
cornrnitment to the Total Force concept for the Canadian Forces. 1 support the
integration of full and part-time military personnel to provide a multi-purpose, combat
capable air element for the armed forces of Canada. The Griffon helicopter (CH146)
project, the retirement of other helicopter f1eets and the closure of bases following the
~ .
1994 and 1995 federal budgets have resulted in the requirement to reorganize tactical
helicopter support to the land forces. This has resulted in the amalgamation of
several helicopter squadrons and their support units in 1996 (announced at reference
B) to achieve maximum operational capability and efficiencies. The reorganized
tactical helicopter support to land forces leaves two formations and eight units surplus
to requirements and, therefore, these formations and units may be disbanded.
2. The tactical helicopter organization is a model of the Total Force concept in
being. Regular Force personnel fill those positions deemed essential to the day-to
day functioning of the units and to ensure the minimum required operational capability
is maintained. Reserve personnel fill those positions required for augmentation and
sustainment to bring units up to operational strength for deployed operations through
ail phases of the mobilization process. The restructured tactical helicopter operation is
comprised of one headquarters and six squadrons (four embodied in the Regular and
two in the Reserve Force) and a total establishment of 1829 (1055 Regular and 774
Reserve positions).
3. The proposed restructuring of the tactical helicopter operation will require the
Minister ta approve a number of Ministerial Organization Orders which will result in the
disbandment of formations and units, the amending of the role and the renaming of
one unit and the re-allocation of other units. Master Implementation Plans (MIPs), as

required to implement proposed reorganization of tactical helicopter operations, are
nearing completion. The best course of action is to seek Ministerial authority for the
reorganization of Air Command tactical helicopter operations. The rationale for the
changes is outlined in the aide-mmoire attached as Annex A and the list of organiz
ations to be disbanded is attached as Annex B. Draft Canadian Forces Organization
Orders, as required, will be E-Mailed to the Director Estabtishment and Personnel

ON THE REQUEST FOR THE RESTRUCTURING OF AIR

1. The aim of this aide-mmoire is ta' seek Ministerial approval for the restructuring
of the Air Command tactical helicopter operations. The formations and units requiring
Ministerial approval for disbandment are Iisted in Annex B.
DISCUSSION
2. The Griffon helicopter (CH146) project, the retirement of other helicopter fleets
and the closure of bases following the 1994 and 1995 federal budgets have resulted in
the requirement to reorganize tactical helicopter support to the land forces. This has
resulted in the amalgamation of several helicopter squadrons and their support units in
1996, to achieve maximum operational capability and efficiencies (announced in the
~ March 1996, Statement on Defence Budget Reductions). Total Force was one of the
feature items in the implementing of Defence Policy outlined in the Defence White
Paper 1994. The tactical helicopter organization is a model of the Total Force concept
in being. Regular Force personnel fill those positions deemed essential to the day-tc
day functioning of the units and to ensure the minimum required operational capability
is maintained. Reserve personnel fil! those positions required for augmentation and
sustainment to bring units up to operational strength for deployed operations through
ail phases of the mobilization process. The restructured tactical helicopter

ment to change the role and to rename one of the squadrons. The role of 400
Helicopter Operational Training Squadron (400 Hel OTS) is changed to that of Tactical
Helicopter vice Operational Training and, therefore, it is requested that the name of
400 Hel OTS be changed to 400 Tactical Helicopter Squadron (400 Tac Hel Sqn).
400 Tac Hel Sqn is to remain as a unit of the Canadian Forces, embodied in the

Reserve Force and allocated ta 1 Wing, which is a formation allocated ta 10 Tactical
Air Group. The raie of 400 Tac Hel Sqn is ta provide tactical helicopter support in
accordance with assigned missions and tasks.
4. The final step in the reconfiguring of the Air Command tactical helicopter oper
ation is the re-allocation of units ta the applicable formation. Units are ta be allocated
as detailed below:
a. 403 Helicopter Operational Training Squadron (403 Hel OTS) is ta
remain as a unit of the Canadian Forces, embodied in the Regular Force
and allocated ta 1 Wing, which is a formation allocated ta 10 Tactical Air
Group. The raie of 403 Hel OTS is ta conduct operational training for
aircrew in accordance with approved doctrine and standards and ta
provide tactical helicopter support in accordance with assigned missions
and tasks;
b. 408 Tactical Helicopter Squadron (408 Tac Hel Sqn) is ta remain as a
unit of the Canadian Forces, embodied in the Regular Force and allo
catedto 1 Wing, which is a formation allocated ta 10 Tactical Air Group.
The raie of 408 Tac Hel Sqn is ta provide tactical helicopter support in
accordance with assigned missions and tasks;

c. 427 Tactical Helicopter Squadron (427 Tac Hel Sqn) is ta remain as a
unit of the Canadian Forces, embodied in the Regular Force and allo

RESOURCE IMPLICATIONS
5. There are no resource implications. This restructure technically saves about
110 Regular and Reserve positions which were required to offset the needs of the
new Griffon helicopter.
LANGUAGE DESIGNATION
6. The language designation of the rrmaining units is unchanged.
MINISTERIAL ACTION REQUIRED
7. The Minister is requested to sign Ministerial Organization Orders to implement
the restructuring of the Air Command tactical helicopter operation. The Iist of organiz
ations requiring Ministerial approval for disbandment is detailed in Annex B.
