The mission of the Community Design Resource Center is to enhance the
quality of life in low and moderate income communities throughout the Houston
region through design research, education, and practice.
Established in 2005, the Community Design Resource Center works to address
issues of community development, design, planning, affordable housing
and civic projects that meet the goals and visions of our partners. We bring
decades of expertise and experience to our collaborations. Over the course of
the last fve years we have partnered with more than ffteen community-based
organizations and we have collaborated with more than 500 residents and
stakeholders; we have engaged more than 100 students in community-based
learning projects and provided 25 summer student internships.

The Golfcrest | Bellfort | Reveille
Super Neighborhood is located
in southeast Houston. The
neighborhood is bounded by
the South Loop on the north,
the Gulf Freeway on the east,
Airport Boulevard and Hobby
Airport properties on the south,
and Mykawa Road on the west.
These strong boundaries have
served to fundamentally disconnect
the neighborhood from its
surroundings. Sims Bayou fows
west to east through the center of the
neighborhood.
Most of the neighborhood was
developed in the mid to late twentieth
century, but parts date back to the
early 1900s. Over the last twenty
years the neighborhood has grown
in population, and today it is home to
almost 52,000 people.
The area is comprised of many
distinct and stable neighborhoods
of single-family housing but the
amenities in the area are few.
Economic disinvestment has gutted
the community of its once thriving
commercial areas and its ample
parks are disconnected.

The area that comprises the
Golfcrest | Bellfort | Reveille Super
Neighborhood was once the site
of the Allen Ranch. Sam E. Allen
acquired the land through marriage
to the niece of one of the original
settlers of Texas. The land was used
for ranching by three generations
of the Allen family until it was
subdivided into neighborhoods in the
1920s and 1930s. The frst of these
neighborhoods was Park Place,
which fourished as a result of being
located along the Park Place Electric
Streetcar line. n 1925 Garden
Villas was laid out by architect
Edward Wilkinson with large lots,

radial boulevards, and streets lined
with Pecan Trees. The Golfcrest
Country Club opened in 1927 and the
Golfcrest neighborhood developed
around it.
n 1937 William P. Hobby Airport
opened to great fanfare. And the
construction of the Gulf Freeway
beginning in 1948 encouraged
additional development in the area.
From the 1930s to the 1960s the
area thrived hosting historical fgures
such as Howard Hughes, President
John F. Kennedy, and Vice President
Lyndon B. Johnson. Gulfgate Mall,
just north of the area, opened in
1956 and became a very popular
destination. n the 1970s Loop 610
was completed. After the 1970s the
area somehow lost its luster and
its popularity declined. Areas such
as Telephone Road and Bellfort
began to lose businesses. The
decline is best illustrated through the
decay and 2007 demolition of the
Santa Rosa Theatre. The theater,
constructed in 1947, was one of the
centers of the neighborhood.
Today, the area is home to stable
neighborhoods but lacks businesses
and services.

The Golfcrest | Bellfort | Reveille
Super Neighborhood is located in
southeast Houston and measures
nine square miles in land area.
This large super neighborhood is
comprised of neighborhoods with
vastly different characters and
developed between the early 1900s
and the 1960s. Sims Bayou bisects
the neighborhood, Hobby Airport is
just to the south, and the redeveloped
Gulfgate Mall site is just north of

sides of the super neighborhood
are bounded by Loop 610, the Gulf
Freeway, and Mykawa Road and the
Union Pacifc rail line. As a result,
the neighborhood feels somewhat
isolated and disconnected from its
surroundings. Bridging these gaps is
an important goal for the study.
The major thoroughfares in the
neighborhood are Broadway,
Telephone, Park Place, and Bellfort.

Context
The Golfcrest | Bellfort | Reveille
Super Neighborhood is bounded
on two sides by major freeways,
Loop 610 to the north and the Gulf
Freeway to the east. These freeways
split once continuous neighborhoods
such as Park Place and Glenbrook,
and have limited access both to the
north and to the east. There are two
pedestrian bridges, both of which
were built with the freeways. The
Loop 610 bridge connects to Gulfgate
Center and the bridge over the Gulf
Freeway connects the two original
sections of Park Place.
The east side of the neighborhood is
currently bounded by Mykawa Road
and the adjacent railroad tracks.
Along the 3.25 mile length of Mykawa
from 610 to Airport there is only one
street that crosses, which is Bellfort.
However, it is proposed that this
corridor will be the new alignment
for Highway 35 into Houston.
Hobby Airport sits just south of the
neighborhood.

Context
The Golfcrest | Bellfort | Reveille
Super Neighborhood is comprised
of nearly 40 separate subdivisions.
The major neighborhoods include
Golfcrest, Golfview Manor, Andover
Place, Bayou Oaks, Overbrook,
Garden Villas, Glenbrook Valley, Park
Place, and Santa Rosa.
The neighborhoods overall are
quite stable with well-kept single-
family houses. The average price
per square foot for homes in the
neighborhood is approximately $54.

Context
The Golfcrest | Bellfort | Reveille
Super Neighborhood is divided
into four sections with the center
being at the intersection of Bellfort
and Telephone. Each section is
different. The northwest section
is characterized by industrial
warehouses and small residential
neighborhoods. The southwest
quadrant is single-family. The
northeast quadrant is the oldest
part of the neighborhood and is
mixed residential and commercial.
Finally, the southeast quadrant is
bisected by Broadway and numerous
multi-family developments along
the street as well as single family
housing and commercial uses.
Elementary and Middle Schools are
distributed throughout the area, there
are no public high schools in the
neighborhood.
Telephone and Bellfort are the
primary commercial corridors in the
area.

Bayou Flood Reduction Project

Context
Sims Bayou bisects the community
fowing west to east. While the
bayou is an amenity it also divides
the community. Only four streets,
Broadway, Telephone, Bellfort and
Swallow, cross north to south across
the Bayou in the three miles from the
Gulf Freeway on the east to Mykawa
Road on the west. Pedestrian
bridges could enhance the linkages
across the bayou.
n 1990 the Harris County Flood
Control District and the Army Corps
of Engineers began the Sims Bayou
Flood Reduction Project which is
scheduled to be completed in 2012.
As a result of this $379 million project,
many adjacent neighborhoods have
reduced fooding risks and Sims
Bayou has transformed from a hazard
to an amenity.
The project has included returning
many parts of the bayou to a more
natural state, including removing
the concrete and replacing it with
articulated concrete blocks that allow
grass and other vegetation to grow.
Thousands of trees have also been
planted along the bayou to return it to
a more natural state.
n addition, trails are planned
along the length of the bayou and
partnerships are being encouraged
to expand recreational activities in
detention areas and other food prone
land.

amenities in the neighborhood,
but they have also created hazards
and nuisances respectively.

Context
Hobby Airport is just south of the
neighborhood and substantially
impacts areas of Garden Villas with
noise. The noise patterns from the
airport are illustrated on the opposite
page.
The area is served by two transit
centers, Hobby and Gulfgate, and
fve bus routes. None of the current
bus routes serve the Garden Villas
neighborhood. Residents in the area
depend on public transportation less
than the city overall. Only 4% of
residents use public transportation
to get to work, while according to the
2009 American Community Survey
13% of households do not have
access to a vehicle.
t has been proposed that the
Harrisburg Light Rail line be extended
south along Broadway to Hobby
Airport. This proposal would directly
link the neighborhood to Downtown
and other destinations throughout the
city.

Context
The expansion and re-alignment of
State Highway 35 in the southeast
quadrant of Houston is currently
being studied. The existing State
Highway is Telephone Road but the
new alignment is being proposed
along Mykawa or further west along
Cresmont. The Mykawa alignment,
which is recommended, will impact
the Golfcrest | Bellfort | Reveille
community. The three options for the
alignment are illustrated here.
Commuter rail is also being studied
in this corridor which would include
stops at -45 near the University
of Houston, at the 610 Loop near
Gulfgate Mall, at the Beltway, and
then south to Alvin.

Super Neighborhood is just over
9 square miles and home to
approximately 52,000 people. The
population density of the area is
approximately 5,800 people per
square mile, nearly twice the average
population density in the city of
Houston.
Over the last twenty years the
population in the neighborhood has
increased by 10%, where Houston
has grown by 34%.
n many ways the Golfcrest | Bellfort
| Reveille Super Neighborhood has
similar demographic characteristics
to the city overall. The number of
children and seniors mirrors the city
as a percent of the population, and
the percent of homeowners in the
area is slightly higher. The 2009
median household income of $34,810
is approximately 80% of the Houston
median of $42,797. However,
in other ways the neighborhood
is different, but not to the extent
that would explain the economic
disinvestment that has occurred in
the area over the last forty years.

As noted, the median household
income in the Golfcrest | Bellfort
| Reveille Super Neighborhood is
on average lower than the median
household income in the city overall.
However, median household income
varies across the neighborhood.
The Garden Villas and Bellfort
Gardens areas have the highest
incomes, while two of the tracts
in the southeast section of the
neighborhood have much lower
incomes. The range of median
household incomes by census tract is
illustrated to the left.
Over the last twenty years the
ratio of the neighborhood's median
household income to that of the city
has remained stable at approximately
80% indicating that the neighborhood
has seen neither a steep decline nor
a rise in incomes.

Super Neighborhood is majority
Hispanic, 66%. 21% of the
population is White, 10% Black/
African-American, and 3% Asian.
36% of the population was born
outside of the U.S., compared to 28%
in Houston.
n 2009 educational attainment for the
population over 25 years of age was
much lower in the Golfcrest | Bellfort
| Reveille Super Neighborhood
than in the city overall. 43% of this
population does not have a high
school diploma, and only 10% hold
a bachelor's degree or higher. n
Houston 26% of the population does
not have a high school diploma, and
28% has a bachelor's or graduate
degree.
Poverty in the neighborhood varies
signifcantly. Of the ten census tracts
in the neighborhood, seven have
poverty rates above the Houston
average, including several tracts
with poverty rates above 35%. n
contrast, two tracts have very low
poverty rates.

The Golfcrest | Bellfort | Reveille
Super Neighborhood is home to
many stable neighborhoods but it
has also suffered from disinvestment
over the last decades. We have
identifed a number of opportunity
areas that could potentially weave
the different neighborhoods and
amenities together. We recommend
focusing on assets such as Sims
Bayou, Telephone Road, Bellfort,
and Broadway, while also taking
advantage of existing parks, schools,
right-of-ways, and other opportunity
sites.
One goal is to enhance and activate
the existing resources in the
community and fnd ways to build on
these areas.

Opportunities
Bellfort, like Sims Bayou, bisects
the community and connects to
both the Gulf Freeway and Mykawa
Road. Bellfort has substantial
vacant buildings and lots that are
opportunities for future development.
The vacant sites include a 10 acre
property at the corner of Nunn Street
and Bellfort, highlighted as Site 1 on
the map. Between Telephone and

Bellfort, which is the center of the
community. This site has sectional
complexity that would need to be
addressed. There are additional
vacant properties along Bellfort,
particularly west of Telephone, as
well as vacant buildings that are
opportunities to bring new amenities
to the neighborhood.
Waltrip Street Bellfort reverts to a
more natural landscape and is the
boundary to the new Stewart Park
wildlife area across from Hartman
Middle School. This site is also
considered an opportunity and is
highlighted as Site 2 on the map.
Site 3 provides an opportunity to
link the amenities along the bayou
to shopping and services at the
FiIIing in BeIIfort

SITE 3: The intersection of Bellfort,
Telephone, and Sims Bayou provides
an opportunity to create connections
between the bayou, neighborhoods,
and amenities such as groceries.
SITE 1: 10-acre site at the
intersection of Bellfort and Nunn is an
opportunity to provide neighborhood-
based services, for example a
covered pavilion that could house
fea markets, garage sales, or sport
courts.
SITE 2: This large linear site runs
along the north side of Bellfort and
connects the recently developed
Stewart Park wildlife area, Hartman
Middle School, and the Kroger
Shopping Center. The site has
the opportunity to house a visitor's
center for Stewart Park, concessions
or other mobile food options, a
community garden, and amenities for
children such as a playground

Site 1, at the intersection of Bellfort
and Nunn could potentially house
neighborhood services or become a
public space with a covered market
area, sport courts, or other uses. Site
2, directly north of Stewart Park, has
the potential to connect east to west
from the Kroger Shopping Center on
the east to the park and school on the
west. Potential uses include a visitors
center for the park, playground,
community garden, concessions such
as raspas or hot dogs, or a site for
markets, events, or festivals.
Activating this site would enhance the
security and attractiveness of Stewart
Park and draw more residents and
visitors to Sims Bayou. Finally, Site
3, is geographically the center of
the community, yet the sectional
complexity of the site discourages
pedestrian activity. Finding ways to
connect down to the bayou, along the
bayou to adjacent neighborhoods,
and across Bellfort and Telephone
could be key to enhancing the site's
potential as a hub in the community.

Opportunities
Bridging Sims Bayou would
provide an opportunity to connect
neighborhoods to community
amenities, such as parks, schools,
and shopping. Currently there are
only four streets in the three miles
between Mykawa Road and -45 that
cross the BayouBroadway, Bellfort,
Telephone, and Swallow Street, as
illustrated on the map above.
We have identifed locations where
additional pedestrian bridges could
serve to connect parks, schools,
and other community amenities
to neighborhoods. The sites are
(1) connecting Carter Park to the
north; (2) connecting Garden Villas
to Stewart Park and Hartman
Middle School to the north; and
(3) connecting Reveille Park to the
neighborhoods to the south.
A series of bridges and open spaces
along Sims Bayou could help to
re-engage the waterway with the life
of the community and provide more
connectivity across neighborhoods.

The primary corridor serving
arrivals and departures from Hobby
Airport is Broadway, this creates an
opportunity to develop an identity for
the area. The 2003 Hobby Airport
Master Plan identifed Broadway
as the ceremonial gateway to the
airport and recommended an overall
revitalization plan for the street and
its environs as a means to attract new
public and private investments.
There are two opportunity sites for
intervention along Broadway, the
frst is at the intersection of -45 and
Broadway and the other at the main
entrance to Hobby at the intersection
of Broadway and Airport.

Opportunities
Right-of-Ways
Existing right-of-ways in the
community have the potential to
be re-purposed as paths or trails
that could connect destinations
throughout the neighborhood.
The north-south right-of-way is a 125'
wide drainage corridor. The corridor
connects through the Glenbrook
Valley subdivision from Sims Bayou
on the north to Hobby Airport on the
south, and intersects with Dow Park.
Once trails are complete along Sims
Bayou this corridor has the potential
to connect the community to this
amenity.
The east-west right-of-way is a high-
voltage power easement. The 70'
easement connects to the drainage
corridor and to Lewis Elementary
and Ortiz Middle School. n addition,
the corridor connects to the higher
density multi-family zone along
Broadway.

TeIephone Road
Telephone Road is the historic
commercial corridor of the
neighborhood. While the area has
suffered from disinvestment the street
continues to be lively and home to
many independent businesses.
The street itself is not well defned.
There are no curbs to provide
distinction between street and parking
lot, allowing the roadway to dissolve
into adjacent lots, and there are few
sidewalks making the area diffcult for
pedestrians.
Along the three mile length of
Telephone in the Golfcrest | Bellfort
| Reveille neighborhood there are
nearly 200 businesses, serving needs
for beauty to car insurance.

The former site of the Golfcrest
Country Club (which was sold to
HSD in the 1970s) is now home to
a large HSD facility which includes
the Barnett Sports Complex and bus
maintenance facilities and the City of
Houston's Cullinan Park. The Barnett
Sports Complex hosts eight high
schools and 14 middle schools and
includes facilities for football, softball,
baseball, basketball, soccer, and
dressing. Barnett Stadium can seat
8,000 fans for football or track; 2,750
for basketball, and 2,500 for soccer.
The park and sports complex site
is over 100 acres. t is bounded on
the north by Fairway, Long Drive on
the south, Chaffn Street on the east,
and Weslow Street on the west. t
is proposed that the extension of the
Southeast Light Rail line would travel
east to Hobby Airport along Long
Drive, the southern boundary of the
site, and include a Cullinan Trails
transit stop. The original club house
remains on the site.
Currently, the park and sports
complex are disconnected.
Developing strategies and programs
to better link these public resources,
to each other and to the surrounding
neighborhoods, is an opportunity to
build on this amenity.
