INTRODUCTION
Human Resource Management (HRM) is the function within an organization that focuses on recruitment of, management of, and providing direction for the people who work in the organization. Human Resource Management can also be performed by line managers. Human resource also the function development and implementation of system in an organization designed to attract, develop and retain high performing workforce.

After indepent,Malaysia among 10 countries listed as the top employer of foreigner in the world. Everywhere today especially in large cities, we can meet with foreign workers from Indonesia, the philiphines,Bangladesh,Nepal,india and china are working in various low paying sector such as labourers factory workers and maids. Number of foreign workers in country totalled 1.85 million people in Indonesia alone immigrant of 1.2 million people followed Nepal of 200,00 people. All of them include coming from mynmar,Pakistan,afganistan,Cambodia,Vietnam,sri lanka and count.

Other wise, there are many job opportunities in this country. Most foreigner who visit the country in sector of construction,farming,industry and as maid. The sector provides many opportunities for law wage job though.however,the income earned was enough to ease the bite of rice. In the Malaysia, have has many industries such as manufacturing, construction, plantation, and agricultural. Here there are many job opportunities and wages here is expensive compared with many countries .That is why immigrants working here.

Reason for large number of foreign labors

Malaysia is a country which is the main focus to be visited by foreigners at this time .prosperity and peace of living in this country regarded as a pull factor for foreign nationls.especially from Indonesia,Bangladesh and Philippines to visit here. They not only came to travel, but they are also intent to work as laborers working in the country.

Malaysia is a peaceful country with no tragedies and disaster the polluter the killing of life, as happen in some countries. This situation raises interest among foreigners to visit this country as confident of their personal safety here. They are also free to come and go back country of origin at any time.

Reason why many foreign workers in the country come for our country right because the local workforce is also an opportunity for the rural population to make a living in right now.Otherwise,jobs in Malaysia have opportunity workers more better compare their country.Later,many foreign come to Malaysia because have many jobs in here to get more higher salary.A locals prefer to work than employers Malaysia because of cost saving but also the foreign workers are not choosing a job. They working the country because their country lower salaries compared to our country and the currency rate is higher than they country. For example:Indonesia,sri lanka,Bangladesh and other. Factor that encourages them to come to Malaysia is the country we provide protection for foreign workers.

Besides that, Malaysia also have preparation the transport by Malaysia side and also have checking health. The government give a working permit to be this country like a heaven for foreign. To because why foreign come to Malaysia is very easy.

The problem arising

Whether the recruit ent of forei n workers in accordance with the law or is not illegal for countries to i rove the technology workers who are not highly

skilled and have a low productivity. Besides that it will not contri ute to the human capital of development but have a negative impact on the country. Another problem, is the thousands of young generations who do not have a new generation of high approval, is not longer acceptable to work in factories on the ground there is no job vacancies.so,unexpected in one day all employees tp plant no again wanted to employ local people on the grounds that higher labor costs.

Even the incoming foreign workers also to make a local workers is one great compentation.The compentation is caused a local workers felt they must to improve

the ability for them self with the best. A local workers will working more better for improve the skill,to seeking knowledge for suitable and not cause the problem such as strike.so,the conditions of competition such as causes a economy country by foreign inevestors.

The image country also increase because the community certainly reali e that a lot of foreign workers because developed countries. So we can see the country can see. For example the country develops countries of economy. Just now, many foreign workers especially this illegal causes the rate of rime in this country almost increases.

Other wise, the problem is happening now is our country is coming by illegal foreign. Actually the incoming foreign is many problems especially their more like build the place with like forbidden. Half the group foreign more like open the area jungle because it can make this place to be a home. Sometimes, this place is dirt,decayed and the river many rubbish and dirty.

Later, the foreign who not have work for certain period and crime is a place for them earn some money to fianc her own life and an increasing numbers of foreign family workers.so the higher the probability for increased crime in our country sure crime will be difficult for people local living.

Otherwise,the foreign workers who work here each monthis not used for developing the economy the effectively.instead,state money is used economy the countryof origin for workers.state money for family fianc foreig workers.so this n situation is not healthy especially for long term or when the country was inn economic turmoil.

Suggestions to prevent

As I understand in this topic about arising foreign, problem if have many foreign workers.
