Daily Journal: LoBiondo Needs to Show Leadership on Deficit In February 2011, the Daily Journal criticized House Republicans for not doing enough to reduce the deficit and called on LoBiondo to show some leadership on addressing the huge, long-term fiscal issues facing this country. That will mean working with Democrats and moderate Republicans to come up with long-term solutions that have broad support and move the country forward, instead of stalling the nation in its tracks in the midst of a fragile economic recovery. Voted for Final Debt Ceiling Compromise Legislation In August 2011, LoBiondo voted for the final debt ceiling compromise legislation, the Budget Control Act of 2011. The framework would cut $917 billion in spending over a decade, raise the debt limit initially by $900 billion and assign a special congressional committee, with members from the House and the Senate and appointed by congressional leadership, to find another $1.5 trillion in deficit savings by late November.

If Congress met that deadline and deficit target, or voted to send a balanced budget amendment to the states, the debt ceiling would be raised an additional $1.5 trillion. The plan guaranteed a vote on the balanced budget amendment between October and the end of 2011. If Congress failed to take either step, or debt savings of at least $1.2 trillion were not produced, the plan allows the president to obtain a $1.2 trillion debt ceiling increase. That would trigger automatic spending cuts across the government including in defense and Medicare to take effect starting in 2013. The Medicare cuts would only affect Provider reimbursements. The legislation included no revenue increases. The bill was passed by the full House, 269-161. [Bloomberg, 8/01/11; S 356, 8/01/11] Voted Against Reids Debt Ceiling Plan In July 2011, LoBiondo voted against Sen. Harry Reids plan to raise the debt ceiling. Reids plan called for raising the debt limit by $2.4 trillion, requiring no additional debt ceiling vote until after the 2012 election. The plan included $1.2 trillion in discretionary spending cuts over 10 years, mandatory spending cuts of $100 billion, $1 trillion in savings from winding down combat operations in Iraq and Afghanistan, and $400 billion in interest savings. The legislation included no revenue increases. The CBO score of Reids plan said it would reduce the deficit by $2.2 trillion. The bill was rejected by the full House, 173-246. [New York Times, 7/25/11; HR 2693, 7/30/11] Voted in Favor of Boehners Debt Ceiling Plan In July 2011, LoBiondo voted in favor of Speaker John Boehners plan to raise the debt ceiling. Boehners plan called for an immediate debt ceiling raise of $900 billion, spending cuts of $917 billion over 10 years, and an additional debt ceiling vote in six months. The legislation contained no revenue increases. Under Boehners plan, the second debt ceiling raise was conditional on the passage of a balanced budget amendment by both Houses of Congress and the creation of a select joint committee on deficit reduction. The CBO score of Boehners plan said it would reduce the deficit by $850 billion. The bill was approved by the full house, 218-210. [ABC News, 7/29/11; S 627, 7/29/11] Criticized Failure to Extend FAA Trust Fund and Subsequent Employee Furlough In July 2011, LoBiondo called the Senates failure to extend the Federal Administration Aviations Trust Fund before the July 22nd weekend extremely irresponsible and indefensible. LoBiondo said the failure to extend the fund and the subsequent furlough of 541 state residents has caused an unnecessary and avoidable hardship for employees.

He said, The House had done its part and passed an extension, and now the Senate needs to do the same. [Press of Atlantic City, 7/22/11] Voted in Favor of Cut, Cap and Balance Plan In July 2011, LoBiondo voted in favor of the Cut, Cap and Balance Act, legislation requiring deep spending cuts, a federal spending cap and a balanced budget amendment in order to raise the federal debt ceiling. Under Cut, Cap and Balance, discretionary spending in fiscal year 2012 would be reduced below fiscal year 2008 levels except for Defense, Homeland Security and Veterans affairs. The plan provided a universal spending cap after 2012. The legislation contained no revenue increases. The bill was approved by the full House, 234-190. [New York Times, 7/21/11; HR 2560, 7/19/11] LoBiondo: Resolve Budget Crisis through Cuts to Government Programs and Subsidies, Not Through Tax Increases or Changes to Social Security In July 2011, LoBiondo claimed the middle class would suffer if the nation continues to borrow, because you cant just borrow and spend without a consequence. LoBiondo said the country should look to spending cuts that target overlapping government programs and certain industry-specific subsidies. Tax increases are a nonstarter to him, as are changes to Social Security unless theres a broad consensus to touch it. LoBiondo said, Is that going to be enough? Im not sure. [Wall Street Journal, 7/13/11] Voted Against Clean Debt Ceiling Raise In May 2011, LoBiondo voted against HR 1954, a clean federal debt ceiling raise of $2.4 trillion. The bill was rejected by the full House, 97-318. Sought to End Ban on Sports Betting In December 2011, LoBiondo prepared two bills dealing with sports betting in New Jersey, as well as in the rest of the United States. One bill would absolve New Jersey from the 1992 Professional and Amateur Sports Protection Act, which bans sports wagers in all but four states. The second would allow all states to participate in sports betting. "Legalizing sports betting would allow Atlantic City to further compete against out-of-state gaming operations, giving it an additional edge to attract visitors and critical tourism dollars, he said. LoBiondo has not decided which bill he will introduce. [pressofatlanticcity.com, 12/22/11] Participated Armed Services Discussion with Area Defense Contractors In December 2011, LoBiondo participated in a meeting of Area defense contractors centered on Defense Department procurement policies and other regulations impacting contracting with the Pentagon. LoBiondo said potential defense cuts were a huge concern because of the role of the defense industry in his district. LoBiondo said, Debt reduction will happen, but it needs to happen in a way that does not threaten the readiness of the men and women who make up our military. [phillyburbs.com, 12/11/11] Earmarked $8 Million for Night Vision Technology In February 2011, LoBiondo earmarked $8 million in the FY2012 National Defense Authorization Act for night vision component technology to Sensors Unlimited, Inc. located in Princeton, New Jersey, outside of his district. No funds were requested for the project in FY12. In FY10 and FY11, the project received $6.7 and $6.8 million respectively. [mccaskill.senate.gov, H.R.1540, Amdt. 28] Earmarked $5.1 Million for Light-Weight Anti-Ballistic Garments In February 2011, LoBiondo earmarked $5.1 million in the FY2012 National Defense Authorization Act to Absecon Mills, a fabrics manufacturer in Cologne, New Jersey for light-weight anti-ballistic garments located in his district. According to the earmark description, the funds would enhance the strength of ballistic fiber and would provide increased individual mobility, ease of medical access, reduced weight, increased ballistic protection, and cost effective savings. In February 2011, LoBiondo earmarked $20 million in the FY2012 National Defense Authorization Act to the 177th Fighter Wing of the Air National Guard and Atlantic City IAP military construction account for maintenance and production located in his district. The 1099 mandate would have needlessly caused South Jersey employers excessive burdens while discouraging future investments and hiring. Former Campaign Treasurer Sentenced 30 Months For Stealing From Campaign In 2011, former LoBiondo campaign treasurer Andrew McCrosson Jr. was sentenced to 30 months in federal prison after stealing $458,000 during his 15 years in the position. Under federal guidelines, McCrosson faced between 46 to 57 months in prison but was given a reduced sentence due to his superlative character. [HR 1231, Vote #320, 5/12/11] Advocated for Domestic Oil Drilling Off U.S. Coasts In 2011, LoBiondo called the Obama administrations suspension of permits in the Gulf of Mexico deeply flawed and advocated for further drilling along Americas coasts. [nj.com, 3/20/11] Suggested Streamlining Approval Process for Energy Projects In 2011, LoBiondo suggested making the approval process easier for energy projects in the United States. These projects included wind mill farms off the coasts of Cape May and Atlantic counties. For New Jersey, a streamlined review process could move forward six proposed projects, including those off Atlantic and Cape May counties. According to a report by Gov. Chris Christies administration and environmental groups, there is enough commercially viable wind power potential off our coast to generate electricity for all 3 million homes in the state. As we move forward with nuclear power and I believe we should, as it remains a viable option we cannot, and must not, short-change public safety, security and environmental reviews, said LoBiondo. Sponsored Bill to Uphold National Standard for Cleansing Ship Ballast Water In November 2011, LoBiondo sponsored a bill to uphold a proposed national standard for cleansing ship ballast water that environmentalists called weak. The bill would limit the number of live organisms that would be permitted in ballast waters. LoBiondo said, While individual state standards and those set by the Clean Water Act function well for factories that are fixed in one location, it simply does not work for vessels engaged in interstate or international commerce. In October 2011, Environment New Jersey targeted LoBiondo for his votes on bills related to air quality. The American Lung Association said that one of the bills LoBiondo voted for, H.R. 2250, could roll back clean air protections that limit emissions from industrial boilers, process heaters and incinerators. A spokesman for the organization said, This decision ignores the severe health consequences for all Americans, demonstrating once again, that many in Congress side with big polluters instead of standing up for public health. The Vineland-Milville-Bridgeton area in LoBiondos district ranked as the seventh-smoggiest small metropolitan area in the country. In addition, the bill also increases the number of years that companies have to comply with the new regulations. The bill is the first of two to delay rules to cut toxic air pollution and mercury from cement plants, solid-waste incinerators, and industrial boilers. Opponents of the deals predict layoffs due to a rise in imports from the three countries. [Herald News, 6/04/11] LoBiondo Viewed Bin Laden Photos, Agreed With Photo Ban In May 2011, the Courier-Post reported that after viewing images of a deceased Osama bin Laden, Lobiondo said the White House was correct not to make the photographs public. Lobiondo said, I don't think we want to do anything to put a single soldier at risk. Lobiondo continued, There are going to be some for whom if they release the photos it still wouldn't be enough," adding the victory laps knock against Obama was unfair. In October 2011, LoBiondo appeared in a video for the It Gets Better campaign, despite previous votes for legislation opposing gay rights. Supported UPS Efforts to Make FedEx Subject to National Labor Relations Act In November 2011, LoBiondo during a visit to a UPS center in Vineland supported UPS efforts to make their competitor FedEx subject to the National Labor Relations Act. If FedEx were subject to the act, their workers could more readily unionize. LoBiondo believed that it would even the playing field between the companies. Sponsored Bill to Secure Back Pay for Furloughed FAA Workers In 2011, LoBiondo was the lead sponsor of a bill to ensure back pay for 4,000 furloughed FAA workers during their partial shutdown. Regarding the bill, Lobiondo said, For the past two weeks it was important to get these workers back on the job. Now my focus is to get them back pay and to ensure this avoidable situation never happens again. An additional $620,000 in a 40 year, low interest rate loan was also approved by the USDA for the project. LoBiondo said, This is one of the best examples of a private-public partnership that you will find. He said that there were spots on the tracks where trains could not run at more than 5 mph and added, Most people are walking faster than the trains can go. [nj.com, 12/15/11] Criticized Stimulus Funds for Route 52 Causeway In November 2011, LoBiondo criticized a report from the Presidents Council of Economic Advisers that used the Route 52 causeway as a positive example for how federal investment in infrastructure helped the economy. LoBiondo said that the New Jersey state Department of Transportation diverted $70 million in federal stimulus money to pay for the causeway to free up money for other projects. LoBiondo said, The money from the stimulus was not even reprogrammed into other transportation projects. It was reprogrammed into the Corzine budget wormhole which disappeared. Tens of millions of dollars disappeared. Youd think someone in the (Obama) administration would understand when theyre talking about jobs and infrastructure, they wouldnt take this example. Received Primary Challenge From School Board Member Mike Assad In November 2011, 24 year old school board member Mike Assad announced his plans to challenge LoBiondo in the Republican primaries due to his poor voting record on job creation.
